PARAรAQUE CITY โ The League of Municipalities of the Philippines (LMP) โ Eastern Samar Chapter has elected its new set of officers during the provincial chapter elections held on September 19, 2025, at East Ocean Palace, Paraรฑaque City.
The newly elected president, Guiuan Mayor Hon. Annaliza Gonzales-Kwan, will lead the chapterโs 22 municipal mayors in advancing proactive, collaborative, and development-driven governance across the province.
Outgoing LMP President, Llorente Mayor Daniel Boco, expressed his gratitude for the unwavering support and strong camaraderie among the local chief executives (LCEs), which, he noted, had been instrumental in the chapterโs successful endeavors during his leadership.
In her acceptance message, Mayor Kwan, the newly elected LMP President, emphasized that her leadership will remain grounded, inclusive, and anchored on genuine friendship and accessibility. She assured fellow mayors that her administration will focus on strengthening unity, sharing innovations, and fostering collaboration to make Eastern Samar a model of excellence in local governance.

Board of Directors: Dolores Mayor Zaldy Carpeso, Arteche Mayor Susana Evardone, Can-avid Mayor Alicia Teves, San Julian Mayor Dorie Estaron, Sulat Mayor Javier Zacate, Balangkayan Mayor Allan Contado, Gen. Macarthur Mayor Joel Baldo, Mercedes Mayor Edwin Quiminales, and Maydolong Mayor Louie Borja.
The Department of the Interior and Local Government (DILG), Provincial Director Johannes Y. Dorado through his designated observer, LGOOVI Maria Lynee A. Medina, Program Manager, reaffirmed its support as a partner of the League in strengthening local autonomy and building future-ready municipalities. Representatives from the LMP National Chapter were also present to ensure the smooth and systematic flow of the election proceedings.
With the new leadership, Eastern Samarโs mayors are expected to unite with a forward-looking mindset, positioning the province at the forefront of innovation and excellence in local governance.
