DTI-ESPO CARES Seminar Engages Communities in Can-Avid, Eastern Samar

The Department of Trade and Industryโ€“Eastern Samar Provincial Office (DTI-ESPO), through its Consumer Protection Division (CPD), successfully conducted a series of Consumer Awareness and Responsiveness Education Seminars (CARES) across selected barangays on April 21, 23, and 28, 2026.

The sessions were held in Barangay Carolina and Canteros on April 21; Barangays 01 and 02 on April 23; and Barangays 05 and Cansangaya in Can-Avid on April 28, 2026.

Led by Mrs. Ligaya C. Catuday, together with Mr. Isidro Aporto, Ms. Oishe O. Bula, and Mr. Rowell B. Supnet (OJT from ESSU), the activity gathered active participation from barangay officials, senior citizens, and community members from the covered areas.

The seminar aimed to enhance public awareness on consumer rights and responsibilities, including key provisions of the Price Act (RA 7581), and to familiarize participants with DTI programs and services. It also provided a venue for addressing consumer concerns and promoting responsible and informed purchasing decisions.

The strong engagement and enthusiasm of the participants highlight the growing commitment of communities to becoming more informed and empowered consumers.

๐Ÿ“ข DTI-ESPO CARES Seminar Surpasses Target Participation in San Julian

The Department of Trade and Industry-Eastern Samar Provincial Office (DTI-ESPO), through its Consumer Protection Division (CPD), successfully conducted a series of Consumer Awareness and Responsiveness Education Seminars (CARES) in San Julian, Eastern Samar on March 17, 19, 23, and 24, 2026.

Led by Mrs. Ligaya C. Catuday, together with Mr. Isidro Aporto, Ms. Oishe O. Bula, Mr. Joshua Dometita, and Ms. Jean Sharlotte C. Rivera (OJT from ESSU), the activity exceeded its target of 350 participants, reaching a total of 459 attendees composed of Senior Citizens and Barangay Officials from Barangays 1, 2, Casoroy, Nena, Campidhan, Pagbabangnan, and San Isidro.

The seminar aimed to strengthen awareness on consumer rights and responsibilities, including key provisions of the Price Act 7581, and to provide participants with relevant information on DTI programs and services. It also served as a platform to address concerns and promote informed decision-making among community members.

The strong turnout and active participation of the attendees reflect the communityโ€™s commitment to becoming more informed and empowered consumers.

LOOK: DTI Eastern Samar Introduces IRegIS for SREs and Sales Promo Applicants!

The Department of Trade and Industry โ€“ Eastern Samar, under the leadership of Provincial Director Mrs. Ruthelma S. Samonte, successfully conducted the Integrated Registration Information System (IRegIS) Orientation through the Consumer Protection Division (CPD), led by Mrs. Ligaya C. Catuday, Mr. Isidro Aporto, Ms. Oishe O. Bula, and Mr. Ulysses Costuna, on December 9, 2025, at Boro Bay Hotel, Borongan City.

A total of 36 participants (14 male and 22 female) attended, achieving 100% of the target.

The activity aims to introduce the new online application process for Service & Repair Enterprises and Sales Promotion through the IREGIS Portal, making it more convenient and accessible for applicants, prepare stakeholders for the full implementation of the modernized system in 2026, ensuring ease in applying for permits, enhance participantsโ€™ awareness of DTI policies, guidelines, and requirements under relevant memorandum circulars, strengthen consumer protection by promoting safe, reliable, and compliant business practices.

Empowering our elders with the right knowledge! โœจ๐Ÿ’ช

The DTIโ€“Eastern Samar, through the Consumer Protection Division (CPD) Team led by Mrs. Ligaya Catuday, Mr. Isidro Aporto, and Ms. Oishe Bula, conducted the Consumer Awareness and Responsiveness Education Seminar (CARES) for the senior citizens of Maydolong on November 27, 2025, at the Municipal Gymnasium.

This initiative aims to strengthen consumer protection by increasing awareness of basic rights and responsibilities, consumer complaints, RA 7581 (the Price Act of the Philippines), the Price Tag Law, and the supply of basic necessities and prime commodities.

We extend our appreciation to the Municipal OSCA Head, Mr. Bienvenido, for expressing his full support for the creation of a Consumer Organization in their community.

A total of 60 senior citizens participated (42 females, 18 males).
