Capability Building Empowers IPMRs and Council of Elders/Leaders in Natonin
Natonin, Mountain Province — Indigenous Peoples Mandatory Representatives (IPMRs) and the Council of Elders/Leaders from various barangays of Natonin participated in a Capability Building activity on August 15, 2025, in Mangnao, Natonin. The event aimed to strengthen their understanding of policies, guidelines, and responsibilities in representing Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs).
Atty. Bryan Christopher C. Donggayao, Provincial Legal Officer of the National Commission on Indigenous Peoples (NCIP)–Mountain Province discussed in detail the National IPMR Guidelines as well as the municipality’s Local IPMR Guidelines, clarifying the legal foundations and processes governing IPMR selection, tenure, and duties.
The session also covered the functions of IPMRs, discussed by Mr. Juan B. Falinchao, Community Development Officer III of the NCIP - PANABA Community Service Center particularly their roles in local legislative bodies, representation of ICCs/IPs, and preservation of cultural heritage.
One highlight of the activity was the presentation of the proposed Sangguniang Bayan Resolution adopting the term rotation provision in the Municipal IPMR Guidelines of Natonin. This proposed policy seeks to promote fair participation and leadership opportunities among qualified ICC/IP representatives.
An open forum allowed participants to raise questions and share experiences, especially regarding their role in conflict settlement within and among ICCs/IPs. Discussions focused on the balance between customary laws and formal legal procedures.
The event was initiated and organized by Municipal IPMR Lee M Gamonnac to further equip IPMRs and elders/leaders with the knowledge and confidence to fulfill their mandates effectively while safeguarding the rights and welfare of the indigenous communities they represent.
