An open forum was also conducted to address participants’ concerns, questions, and suggestions.

The RCSP serves as a convergence mechanism that enables local governments, particularly at the barangay level, to identify community issues and determine appropriate government interventions. It is anchored on an empowerment framework that aims to strengthen people’s capacity to organize, participate in, and take ownership of their development through value-chain interventions designed to improve their socio-economic conditions.
