๐๐ฎ๐ ๐ฎ๐ฌ๐ญ ๐๐, ๐๐๐๐ | ๐๐๐ฆ๐๐ง๐ , ๐๐๐๐๐ง๐ ๐, ๐๐จ๐ฎ๐ง๐ญ๐๐ข๐ง ๐๐ซ๐จ๐ฏ๐ข๐ง๐๐ - The Department of Agrarian Reform (DAR) - Mountain Province in collaboration with the Provincial Local Government Unit (PLGU) concluded today the three-day Partnership Against Hunger and Poverty (PAHP) Training conducted for the Pagey Agriculture Cooperative, an agrarian reform beneficiaries organization (ARBO), and other farmers' associations from nearby barangays.
Ms. Venus O. Padayao, Supervising Cooperative Development Specialist, of the PLGU led the discussions during the second and third days of the training.
On Gender-Responsive Leadership, Padayao emphasized that a leader must be a model to the group, stressing the importance of "walking the talk." A leader's credibility is the way one deals with others. She likewise affirmed the importance of face value in establishing trust and respect within an organization.
Good leadership, she noted, also means creating a supportive environment. Instead of belittling members because of their limitations, leaders and members should help one another, recognize individual strengths and encourage each other to improve. Such an environment strengthens teamwork, inclusivity, and organizational unity.
The resource person gave importance to the orderly and productive meetings. She cited common distractions such as "kummanaan," referring to members who repeatedly come and go during a meeting, and "sumana-o," describing those who keep on talking without meaningfully contributing to the discussion. These practices can affect decision making. To maintain order, the presiding officer must properly observe parliamentary procedures, keep discussion focused, and ensure that matters are properly deliberated and acted upon.
Discussion on Gender and Development emphasized that gender equality should be supported by fair opportunities and appropriate assignment of responsibilities. In determining who should perform a particular task, the principle of "putting the right person in the right job," is an important approach to effective and equitable organizational management.
The succeeding session on Internal Control focused on the importance of regularly reviewing and updating organizational policies. Particular emphasis was placed on Credit Risk Management where proper assessment of borrowers and identification of potential risks are essential in minimizing losses. "Avoid bad debts like bad bacteria", she said, accentuating the importance of responsible borrowing and lending, sound credit assessments and timely repayment.
The presentation also highlighted budgeting and saving as foundation for sustainable organizational and individual growth.
On Policy Formulation, Ms. Aida P. Pati, Cooperative Development Specialist II, accented during her lecture on Day 1 that the welfare and interest of all members must be considered first. Equally important is ensuring that policies are properly communicated and explained so that members understand their purpose, provisions, and responsibilities. Effective policies also contribute to maintaining integrity and corrupt-free goverment.
Good governance was likewise linked to discipline and accountanility, including punctuality during meetings and timely compliance with CDA requirements.
Ultimately, strengthening leadership and governance to promote sound policies, effective monitoring, and better cooperative performance was at the heart of the recently concluded three-day PAHP Activity.
