DAR Municipal Office Bogo Cluster Conducts Agricultural Marketing Training for Anonang Farmers Association
by ARPT RWR

In a continued effort to enhance the capabilities of Agrarian Reform Beneficiaries (ARBs) in the Anonang Farmers Association, the Department of Agrarian Reform (DAR) Municipal Office Bogo Cluster recently conducted a comprehensive Agricultural Marketing lecture. The training, which is part of DAR’s ongoing capacity-building initiatives for ARBs, aimed to equip the farmers with essential marketing skills to improve their productivity and profitability.

The session was led by James Balbuena, a seasoned Marketing Specialist from the Pro gram Beneficiaries Division. He provided in-depth insights into agricultural marketing, focusing on strategies to effectively connect farmers with market opportunities. His lecture covered critical areas such as identifying market trends, understanding consumer behavior, pricing strategies, and developing a strong value chain for agricultural products. Balbuena emphasized the importance of market linkage and value addition to maximize income from farm produce.

The training was well-attended by members of the Anonang Farmers Association, with active participation from ARBs who are looking to apply the learned techniques in their own farming enterprises. The presence of Municipal Agrarian Reform Program Officer (MARPO) Rommel Elento added to the significance of the event. Elento, along with his Agrarian Reform Program Technologists (ARPTs) Randy Rosalejos, Rogelio Emoy Jr., Keith Austin Delos Reyes & ARPO1 Desiderio Gokotano, provided their support and guidance throughout the training, highlighting the vital role of marketing knowledge in the success of the farmers’ collective efforts.

This initiative is part of DAR's broader strategy to not only provide land and technical assistance to ARBs but also to ensure that they are empowered with the necessary tools and skills to thrive in a competitive agricultural market. The participants expressed their gratitude for the opportunity to learn from experts and gain valuable knowledge that will help them enhance their farm operations and sustain their livelihoods.

Through this training, DAR aims to foster self-sufficiency and economic resilience among ARBs, contributing to the overall development of the agricultural sector in the area.

In the case of Yap vs. Pintor, presided over by Judge Atty. Neili B. Resma of the Department of Agrarian Reform Adjudication Board (DARAB), the atmosphere in the courtroom was tense as the parties gathered to resolve a dispute over leasehold contracts. Both parties, Yap and Pintor, were represented by their respective counsels, and the courtroom was filled with anticipation as each side prepared to present their case.

As Judge Resma called the session to order, the parties were asked to stand and raise their right hands to take the oath. The solemn moment marked the beginning of a formal judicial process. Judge Resma, known for her strict adherence to procedure and justice, instructed both parties to remain truthful in their statements and reminded them of the gravity of the case.

The core of the dispute revolved around the leasehold contracts governing agricultural land. Yap, the landowner, claimed that the lease agreements had been violated, while Pintor, the tenant, argued that the terms had been fulfilled according to the contract. The case delved into issues of rent adjustments, land productivity, and the rights of the tenant under the Agrarian Reform Law. Both parties had gathered evidence to support their claims, and the legal intricacies of agrarian law were set to be debated.

As the proceedings continued, the parties exchanged glances, each hoping the outcome would be in their favor. The courtroom remained focused on Judge Resma, who listened intently, prepared to deliver a fair and just ruling. It was a pivotal moment for both Yap and Pintor, as the decision would affect their future relationship as landlord and tenant under the Agrarian Reform Program. Present also during the hearing was former Bogo MARPO Gersyvl O. Vestal, who closely observed the proceedings, adding another layer of significance to the case, as his prior involvement in agrarian matters lent additional weight to the deliberations.

The new Municipal Agrarian Reform Program Officer (MARPO) of DAR Bogo, Mr. Rommel Elento, paid a courtesy visit to Mayor Joven J. Mondego Jr. of Medellin. Accompanying Mr. Elento were CARPO LTID Randolph Olvis and PCAO Judly O. Li. The meeting focused on vital issues, particularly the individualization of land titles under Project SPLIT for the municipality of Medellin. This initiative is crucial in ensuring that Agrarian Reform Beneficiaries (ARBs) in the area receive their rightful land titles.

Another significant topic discussed during the meeting was the notice of real property tax delinquency, which had been posted at the Municipal Treasurer's Office. This has become a pressing concern, as it directly impacts the ARBs, potentially affecting their land ownership and financial stability. The group explored possible solutions to alleviate the burden on the ARBs and ensure that they are not adversely affected by the tax delinquency notices.

In addition to Mr. Elento, CARPO Olvis, and PCAO Li, several other key officials from the Department of Agrarian Reform (DAR) were present. These included SARPO Lyn Enemesio, ARPO I Desiderio Gokotano, and ARPTs Randy Rosalejos, Rogelio Emoy Jr., and Keith Austin Delos Reyes. Together, they shared insights and strategies to address the concerns raised and to ensure that the implementation of agrarian reform in Medellin continues smoothly and effectively. The meeting highlighted the collective commitment to addressing the challenges faced by ARBs and ensuring that the goals of agrarian reform are met.

The DARMO Bogo team successfully facilitated the actual processing and claiming of the Original Certificate of Registration for two farmers' associations: UNITED FARMERS AND WORKERS FOR AGRARIAN REFORM INC. and ILIHAN FARMERS ASSOCIATION INC. This important process was completed at the SEC Extension Office in Cebu, located in the AppleOne-Equicom Tower, Cebu Business Park, Cebu City. As part of the support services provided to the farmers' associations under the Program Beneficiaries Division (PBD), this registration enables these associations to unlock additional government assistance, strengthen their organizational frameworks, and advocate more effectively for the rights and benefits of their members in the agrarian reform program.

The success of this initiative was largely due to the dedication and hard work of the three young, committed, and dynamic Agrarian Reform Program Technologists (ARPTs): Randy W. Rosalejos, Rogelio D. Emoy Jr., and Keith Austin C. Delos Reyes. Their proactive involvement, guidance, and coordination throughout the entire registration process underscore DAR's unwavering commitment to empowering farmers' associations, enhancing their capacities, and fostering rural development. By achieving this milestone, the DAR Bogo Cluster team has once again demonstrated its vital role in supporting the Agrarian Reform Beneficiaries (ARBs), paving the way for improved productivity, strengthened communities, and sustainable agricultural development.

It was a wonderful Tuesday, despite the rainy and muddy conditions, as the DAR Municipal Office of Bogo Team, led by OIC MARPO Rommel Elento, conducted a validation for 30 Agrarian Reform Beneficiaries (ARBs) in Ilihan, Tabogon Cebu. These ARBs are set to receive their individual land titles, a significant step under DAR's primary program, Land Distribution and Tenurial Security. During the validation, it was noted that some ARBs had already passed away, while others were present to participate in the process. On the same day, the team fulfilled a long-standing promise to the farmers' association by assisting them in successfully registering with the SEC, and they now proudly hold their Certificate of Registration.
