EXECUTIVE ORDER NO. 16 Series of 2024

"SUSPENSION OF CLASSES IN ALL PUBLIC AND PRIVATE SCHOOLS IN ALL LEVELS INCLUDING WORK IN BINMALEY I & II DISTRICT OFFICES ON APRIL 4, 2024 AND APRIL 8, 2024 DUE TO DANGEROUS HEAT INDEX BEING EXPERIENCED IN THE MUNICIPALITY OF BINMALEY, PANGASINAN"

WHEREAS, pursuant to Article XIV Section 1 of the 1987 Constitution, the State shall protect and promote the right of all citizens to qualify education at all levels:

WHEREAS, Department Order No. 037. Series of 2022 by the Department of Education promotes safety and protection of learners and personnel from unnecessary physical dangers to ensure that their constitutional rights to life, health, safety and property are always protected:

WHEREAS, the Local Government Unit of Binmaley mandated to safeguard learners and personnel from unnecessary physical dangers which they may be exposed to. including but not limited to high heat index and heavy rain showers:

WHEREAS, due to the present high heat index being experienced in all public and private schools of Binmaley I & II in the Local Government Unit of Binmaley, there is a need to implement modular distance learning to address poor and unfavorable learning environment

WHEREAS, in a letter dated April 3. 2024 from the Division Sub-Office Binmaley & requesting the suspension of classes of all public and private schools in all levels including work in Binmaley & District Offices on April 4, 2024 and April 8, 2024 and in order to ensure the learning competencies and objectives are still met, modular distance learning shall be implemented during this period:

NOW, THEREFORE, I, HON. PEDRO ABALOS MERRERA III. Municipal Mayor of Binmaley, Pangasinan, by the power vested in me by law, do hereby order the suspension of classes of all public and private schools in all levels in the Municipality of Binmaley including work in Binmaley I & II District Offices on April 4, 2024 and April 8, 2024.

This Executive Order shall take effect immediately.

Issued this 3 day of April, 2024 in Binmaley. Pangasinan.

PBBM declares Feb. 24 as special non-working day

President Ferdinand R. Marcos Jr. has declared Friday, February 24 as a special non-working day “to enable Filipinos to enjoy the benefits of holiday economics.”

Malacañang on Thursday released Proclamation No. 167 signed by President Marcos, declaring a holiday throughout the country in line with the celebration of EDSA People Power Revolution Anniversary.

“The celebration of EDSA People Power Revolution Anniversary may be moved from 25 February 2023 (Saturday) to 24 February 2023 (Friday), provided that the historical significance of the EDSA People Power Revolution Anniversary is maintained,” the President said in the proclamation.

The Department of Labor and Employment (DOLE) is directed to issue appropriate circular to implement the proclamation for the private sector.

President Marcos has earlier signed Proclamation 90 pushing for holiday economics, aimed at ushering in long weekends to provide Filipinos much-needed opportunity for travel while at the same time help government prop up its tourism revenues. (PND)
