The 1st year Diploma in Urban and Regional Planning (DURP) students from the University of the Philippines Visayas, led by Prof. Nicanor Babiera, were warmly welcomed by the LGU Bingawan, headed by the Municipal Mayor Hon. Matt P. Palabrica, PhD. They conducted a field validation activity in the Municipality of Bingawan as part of their course requirements in Planning Analysis and Techniques. The activity aimed to validate applicable indicators for the social and economic development of the municipality.

The 1st year DURP students — including SKMF President Nicole Pauline Plagata — engaged in meaningful discussions with key local government officials, Municipal Mayor Matt P. Palabrica, Municipal Planning and Development Coordinator (MPDC) Engr. Dan Plagata and Budget Officer Rona Kristie Porras. Discussion points covered the municipality’s agri-tourism potential, prospects for economic development in the coming years, and the priority programs and projects to be integrated into the local development plan.

As part of the field activity, the students also conducted site visits across the urban area of Bingawan and Barangay Alabidhan, allowing them to observe and assess on-the-ground conditions relevant to their planning study. The ocular inspection provided the students with firsthand insights into the existing land use, community landscape, and development opportunities within the municipality.

𝗪𝗢𝗥𝗞𝗦𝗛𝗢𝗣 𝗙𝗢𝗥 𝗖𝗛𝗢𝗥𝗘𝗢𝗚𝗥𝗔𝗣𝗛𝗘𝗥𝗦 | 𝗣𝗮𝗴𝗻𝗮𝗵𝗶-𝗮𝗻 𝗧𝗿𝗶𝗯𝗲 𝗖𝗼𝗺𝗽𝗲𝘁𝗶𝘁𝗶𝗼𝗻 𝟮𝟬𝟮𝟲

In preparation for the much-awaited Pagnahi-an Tribe Competition 2026, one of the major highlights of the Foundation Day Celebration of the Municipality of Bingawan, a Workshop for Choreographers was successfully conducted to further enhance the creativity, coordination, and cultural presentation of the participating tribes.

The activity was graced by Mayor Matt P. Palabrica together with SB Member Hon. Ramil Castroverde, who expressed their support and encouragement to all choreographers and participants as they prepare for one of the municipality’s grandest cultural celebrations.

The workshop was facilitated by Mr. Marky Magno - Chairman of Tribe Competition Committee with its team, who shared valuable insights and creative guidance to help elevate the performances of each participating tribe. The activity also served as an avenue for collaboration and learning among choreographers in preparation for the upcoming competition.

As the Foundation Day celebration draws near, excitement continues to build as every tribe prepares to showcase the rich culture, artistry, and unity of the Bingawanons.

𝗦𝘁𝗿𝗮𝘁𝗲𝗴𝗶𝗰 𝗣𝗲𝗿𝗳𝗼𝗿𝗺𝗮𝗻𝗰𝗲 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 𝗦𝘆𝘀𝘁𝗲𝗺 (𝗦𝗣𝗠𝗦) 𝗦𝗲𝗺𝗶𝗻𝗮𝗿-𝗪𝗼𝗿𝗸𝘀𝗵𝗼𝗽

On May 6–7, 2026, the Local Government Unit of Bingawan, headed by Mayor Matt P. Palabrica, conducted a Strategic Performance Management System (SPMS) Seminar-Workshop in Iloilo City. The activity was participated in by Department Heads, Office Heads, and selected employees of the municipality.

The seminar-workshop aimed to enhance the participants’ understanding of the SPMS and strengthen the culture of performance accountability, efficiency, and excellence in public service within the local government unit.

Ms. Michelle Joy O. Nartea-French from the Civil Service Commission served as the Resource Person and shared valuable insights and guidance on the proper implementation of the SPMS in government offices.

The activity reflects the commitment of the LGU Bingawan administration in promoting effective governance, improving employee performance, and ensuring quality delivery of public service to the people of Bingawan.

𝗠𝗖𝗖 𝗠𝗲𝗲𝘁𝘀 𝗳𝗼𝗿 𝗦𝘁𝗿𝗼𝗻𝗴𝗲𝗿 𝗦𝗼𝗰𝗶𝗮𝗹 𝗣𝗿𝗼𝘁𝗲𝗰𝘁𝗶𝗼𝗻 𝗮𝗻𝗱 𝗗𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 𝗜𝗻𝗶𝘁𝗶𝗮𝘁𝗶𝘃𝗲𝘀

This morning, the Municipal Convergence Committee (MCC) Meeting was successfully convened at the Municipal Hall Conference Room, presided over by Mayor Matt P. Palabrica and facilitated by the Municipal Social Welfare and Development Office (MSWDO).

The meeting served as a vital platform to align efforts and strengthen collaboration among stakeholders, as various programs of the Department of Social Welfare and Development (DSWD) currently implemented in the municipality were presented by their respective facilitators and program coordinators. These included the KALAHI-CIDSS, Sustainable Livelihood Program (SLP), Pantawid Pamilyang Pilipino Program (4Ps), Walang Gutom Program, and the Social Pension for Indigent Senior Citizens.

In addition, MLGOO Neil Paul Fara-on presented key projects of the Department of the Interior and Local Government (DILG) that are set for implementation in the municipality, further reinforcing the government’s commitment to responsive and sustainable local development.

Also in attendance were LGU Department Heads, representatives from the academe, and other key stakeholders, all contributing to meaningful discussions geared towards enhancing service delivery and ensuring inclusive and responsive social protection for the community.

Through strengthened convergence and cooperation, the municipality continues to move forward in uplifting the lives of its constituents.

𝐀 𝐌𝐞𝐚𝐧𝐢𝐧𝐠𝐟𝐮𝐥 𝐋𝐚𝐛𝐨𝐫 𝐃𝐚𝐲: 𝐃𝐎𝐋𝐄 - 𝐓𝐔𝐏𝐀𝐃 𝐏𝐚𝐲𝐨𝐮𝐭 𝐢𝐧 𝐁𝐢𝐧𝐠𝐚𝐰𝐚𝐧!

This morning, the Municipality of Bingawan, under the leadership of Mayor Matt P. Palabrica, successfully conducted the DOLE TUPAD payout for a total of 480 beneficiaries.

The activity was facilitated by the PESO Office in coordination with personnel from the DOLE Iloilo Provincial Field Office, particularly Mr. Bryan Andrada and Ms. Mharjel Falleira, DOLE TUPAD Coordinators, ensuring an organized and efficient payout activity.

As part of the program, Mr. Gilbert Parcon, Social Insurance Officer from PhilHealth Passi City, conducted an orientation on the PhilHealth YAKAP Program, highlighting its benefits and the importance of accessible healthcare services for the beneficiaries.

In his message, Mayor Palabrica expressed his sincere gratitude to the Department of Labor and Employment for its continued support to the municipality. He emphasized that the TUPAD Program is a vital initiative that provides immediate relief to workers in need while promoting dignity through employment. He also encouraged the beneficiaries to make the most of the assistance and remain proactive in seeking sustainable livelihood opportunities. The Mayor further highlighted that the activity is especially meaningful as it coincides with Labor Day, underscoring the importance of honoring the hard work and contributions of Filipino workers—truly making this day a celebration of labor and resilience.

The activity was further graced by the presence of Vice Mayor Elizabeth C. Occeña, reaffirming the local government’s commitment to supporting employment programs and enhancing the welfare of its constituents.

This initiative reflects the Municipality’s continued dedication to uplifting lives through strong collaboration and responsive public service.

The Local Government Unit of Bingawan, under the leadership of Mayor Matt P. Palabrica and Vice Mayor Elizabeth Occeña, successfully conducted a 3-day Seminar-Workshop on the New Government Procurement Act (RA 12009) from April 28–30, 2026 in Iloilo City.

The activity featured Ms. Jocelyn T. Tamon-Genesila, a Certified GPPB Trainer, as the Resource Person, who provided valuable insights and guidance on the updated procurement policies and procedures.

Participants included members of the Bids and Awards Committee (BAC), Technical Working Group (TWG), Secretariat, End-User Representatives, and other personnel actively involved in procurement processes. The seminar aimed to strengthen the participants’ knowledge and ensure compliance with the latest government procurement standards, promoting transparency, efficiency, and accountability in public service.
