PGNV Employees Favor 4-Day Workweek, Other LGUs Resume 5-Day Sched

For the past three months, the Provincial Government of Nueva Vizcaya (PGNV) has implemented the adjusted work schedule, with employees reporting Monday to Thursday, from 7:00 a.m. to 6:00 p.m., instead of the regular Monday to Friday schedule from 8:00 a.m. to 5:00 p.m. This complies following Malacañang’s issuance of Memorandum Circular No. 114 on March 6, 2026, which mandated strict energy conservation measures across government offices.

To gauge public sentiment, an online survey on May 14 was conducted through the official PGNV page, asking employees and 'followers’ whether they preferred the regular working hours or the four-day workweek arrangement.

Results of the survey showed that the majority favored the compressed schedule. Out of 359 respondents, 210 or 58.5 percent preferred the four-day workweek, while 149 or 41.5 percent opted for the regular five-day schedule.
Many employees cited benefits such as reduced transportation expenses, lower daily energy consumption, improved work-life balance, and additional time for family and personal matters as reasons for supporting the four-day arrangement. Others, however, preferred the traditional workweek for its consistency and accessibility to government services throughout the week.

The municipal government of Cabagan, Isabela and the city government of Baguio City has announced the reinstatement of the regular 5-day work schedule on Monday, June 1, 2026.

As discussions continue about whether PGNV should resume regular office hours, many employees appear inclined to retain the four-day workweek setup. The final decision rests with management, whatever policy is adopted, employees shall ensure efficient delivery of public services while maintaining the strict observance of energy conservation and fuel-efficiency measures within the provincial government operations.

Discussions began with the current concerns of both councils and evolved into avenues of support for the emerging tourism industries and academic efforts in the province.

Provincial Treasury Lauded for Efficiency

The Provincial Treasury (PT) of Nueva Vizcaya, led by Provincial Treasurer Rhoda B. Soriano-Moreno, spearheaded the Flag Raising Ceremony on May 25, 2026, and took the opportunity to outline their achievements and in 2025 as well as their goals and performance for the first quarter of 2026.

The PT was recognized by the Bureau of Local Government Finance for their various collection strategies, ranking Top 1 in Collection Efficiency for Real Property Tax and Locally Sourced Revenues. These achievements were further acknowledged by the Sangguniang Panlalawigan through Resolution no. 2025-5670, which commended the Treasury’s efforts and commitment to ‘optimum revenue generation’.

For fiscal year 2025, the PT reported surpassing its collection target of 2.5 billion by reaching 2.7 billion, registering an efficiency rate of 110.54%. For the first quarter of 2026, the office has collected more than 1 billion. This amount came from real property tax, sand and gravel taxes, transfer of real property fees, hospital fees, and other local revenues, as well as external sources.

In collaboration with the Provincial Information Technology Division of the Governor’s Office, the Provincial Treasury implemented a revenue collection system in the provincial government which ‘remits GSIS and Pag-IBIG payments through Landbank’s WeAccess system. This innovation has reduced processing time by 99% ‘in the acquisition of receipts’, according to the Treasury.

The attendees were reminded by the Treasury to settle any potential real property tax delinquency, as the Real Property Tax Amnesty would only be enforced until July 5, after which the Treasury would have to take legal remedies in collection.

The office expressed its gratitude to the administration of Governor Atty. Jose V. Gambito and the provincial government of Nueva Vizcaya. With their support, the Provincial Treasury renewed their vows to continue to strive for excellence and efficiency, mandated as they are to manage the financial resources of the province. /igmb

𝐁𝐀𝐘𝐎𝐌𝐁𝐎𝐍𝐆, 𝐍𝐮𝐞𝐯𝐚 𝐕𝐢𝐳𝐜𝐚𝐲𝐚 —The Provincial Government of Nueva Vizcaya has turned over a P5-million check for the construction of a new overflow bridge in Barangay Pelaway, Alfonso Castañeda, replacing the structure that was completely washed out by Super Typhoon Pepito.

The awarding of the check was led by Governor Atty. Jose V. Gambito, together with Provincial Disaster Risk Reduction and Management Officer Robert Corpuz, at the Office of the Governor today.

Barangay Captain Joel B. Listor expressed his gratitude to Governor Gambito for the funding assistance, saying the project will restore a vital access route for residents of Sitio Tayug, where around 100 families live.

According to Listor, the destroyed overflow bridge served as the main link between Sitio Tayug and other parts of the barangay. Since the typhoon, residents have been using a temporary bridge, but it is often damaged during the rainy season, making travel difficult and unsafe.

Alfonso Castañeda Municipal Disaster Risk Reduction and Management Officer Lowella Cipriano said the municipal government will immediately implement the project, with the target completion set for September.

Cipriano also thanked the Office of Governor Gambito and the Provincial Disaster Risk Reduction and Management Office for allocating funds for the project.

The P5-million allocation was sourced from the Local Disaster Risk Reduction and Management Fund of the provincial government.

Tourism Establishments Recognized at GAF 2026 Opening

During the opening ceremony for the Grand Ammungan Festival 2026, the provincial government of Nueva Vizcaya through the Provincial Tourism and Culture Office (PTCO) recognized select municipal tourism offices, sites, and establishments of Nueva Vizcaya for their regular compliance and contribution to the updated Visitors Statistics System for 2025.

The motion to recognize these establishments was passed during the 1st Quarter Meeting of the Nueva Vizcaya Provincial Tourism Council, with unanimous agreement from PTC Chair Ruth Padilla, GAF 2026 Director-General Eunice Galima-Gambol, and PTCO Marichelle O. Costales. The most complying LGUs were included in the presentation of 2025 Tourism Statistics.

The Most Complying LGUs in terms of monthly submission for 2025 were Aritao, Dupax del Norte, Kasibu, Solano, and Santa Fe. The Most Complying Tourism Enterprises for 2025 were: Humming Strawberry Farm in Bagabag; Gold Rock Inn and Sofia Hotel in Bambang; Saber Inn, 24/7 Inn, Tam-An Hotel and Mountain Resort, and the PGNV-owned People’s Museum and Library in Bayombong; the PGNV-owned Lower Magat Eco-Tourism Park in Diadi; 24/7 Inn and Resort, AM/PM Lodge (Main and Annex), Balai Gloria, MEACO Hotel, Shana Lodge, and Yanis Lodge in Solano.

With the data provided by the privately owned tourism enterprises in the province, the PTCO’s commitment to data-driven decision making and support to the current administration is bolstered as the tourism industry in the province continues in its steady growth. /igmb

Nueva Vizcaya Got Talent Revived for GAF 2026

After a six-year hiatus, the Nueva Vizcaya Got Talent competition was revived for the Grand Ammungan Festival 2026 and 187th Founding Anniversary of Nueva Vizcaya, through the efforts of Director-General Eunice Galima-Gambol and BM Emerlene Galanta-Martinez, designated Committee Chairperson.

The first phase of auditions for the NVGT 2026 took place on March 21, 2026 at the Bambang Auditorium, Bambang, and the second phase on May 2, 2026 at the NV People’s Stage, Capitol Compound, Bayombong, Nueva Vizcaya. The semi-finals on May 4, 2026, saw twenty-two performers reduced to ten finalists for the final stage on May 21, 2026, at the Carlos M. Padilla Convention Center.

The final performers consisted of five dance groups, namely Big 4, Mindscape, The Generals, Outraw, and Circles; as well as five musical performers, namely band 103AJ, duo Normalin, and individual vocalists Blessie Tiken, Rocelle Moya, and Michael Angelo Mendoza. The three-member panel of judges consisted of Mr. Norway T. Saludares, Vice Chairperson of Tourism Promotions and Marketing for the Region 2 Cagayan Valley Tourism Council; Mr. Francis Mar Gunayon, Municipal Tourism Officer for Quirino; and Mr. Dexter Rubio, Municipal Tourism Officer for Cordon, Isabela.

The performances were graded on the bases of talent/skill, artistic concept, and entertainment value. Among the dance groups, the overarching themes of each act varied from youth culture, to human experiences such as grief, coming of age, etc. The selections from the music performers ranged from popular music classics to reimagined traditional works.

Of the ten candidates, the final three winners were: vocalist Blessie Tiken, 2nd Runner-Up; vocalist Rocelle Moya, 1st Runner-Up; and dance troupe Circles, the champion of NVGT 2026.

Despite the austerity measures placed in April 2026, the Provincial Tourism and Culture Office with Director-General Galima-Gambol lobbied for the retainment of the competition, with the eventual 5-day schedule being reduced to a single day event. While similar competitions such as the Bailes y Canciones were cancelled, the NVGT was retained alongside the Saniata ti Nueva Vizcaya pageant. Other events in the GAF 2026 were the Gawang Vizcayano Trade Fair and Exhibit, new addition Tugtugan sa Lagoon, the Ecumenical Celebration and Opening Ceremony.

PAgrO Distributes Agri-Inputs During Ammungan

One of the activities during the GAF 2026 was the distribution of agri-inputs to the GAF spectators through the Provincial Agricultural Office (PAgrO) headed by Provincial Agriculturist Absalom Rizal D. Baysa on May 21, 2026, at Ammungan Park, Capitol, Bayombong. The activity demonstrates Governor Jose V. Gambito’s commitment to prioritizing and strengthening agriculture sector in the province and extends support to farming communities.

The distribution aimed to provide free agricultural inputs to Novo Vizcayanos and additional livelihood support to strengthen food security in the province amidst agricultural challenges.

During the activity, the PAO distributed 1,400 fruit-bearing tree seedlings, 3,952 vegetable seedlings, 1,400 packs vegetable seeds and 360 packs organic foliar fertilizers to attendees from different municipalities in the province. In addition, 100 bottles of insecticide, 70 sachets (2450 grams) of molluscicide and 10 kilograms of rodenticide were also distributed. These agricultural inputs will help farmers improve crop quality and minimize losses caused by pests and plant diseases.

In partnership with the Bureau of Fisheries and Aquatic Resources (BFAR), around 250,000 tilapia fingerlings were also distributed to fisherfolks, to promote sustainable aquaculture and provide an additional source of livelihood and income.

The activity reflects the vision of the Governor Gambito to further uplift the agriculture sector in Nueva Vizcaya and continuously support farmers and fisherfolks across the province.

Many Novo Vizcayanos attended the event, expressing gratitude and joy as they received the free agricultural inputs and livelihood assistance from the provincial government. /ctu
