The Municipal Government of Bayog, under the leadership of Mayor Celso A. Matias, through the Municipal Social Welfare and Development Office (MSWDO) headed by Mrs. Gloria D. Magtorol, together with the WCPU-Margosatubig Regional Hospital, successfully conducted a Seminar on Violence Against Women and Children (VAWC) as part of the annual 18-Day Campaign to End Violence Against Women.
Held at the Municipal Hall Function Room, the activity brought together Punong Barangay, VAWC-Desk Officer and Kagawad Community on Women committed to building a safer and more gender-responsive Bayog. The seminar aimed to strengthen awareness on issues affecting women and children, promote a deeper understanding of the rights of victims-survivors, and reinforce the mechanisms established under Republic Act 9262 or the Anti-Violence Against Women and Their Children Act of 2004.
During the event, Mayor Celso A. Matias delivered an inspiring and heartfelt message emphasizing the vital significance of conducting programs such as the VAWC seminar. He highlighted that barangay officials play a frontline role in protecting women and children, and therefore must have a clear, thorough, and practical understanding of their duties, especially in handling sensitive cases and providing immediate assistance to victim-survivors. Mayor Celso Matias also appealed to the facilitators to adopt a more compassionate and accessible approach, ensuring that every concept, from legal processes to intervention protocols, is explained in simple and relatable terms. This, he stressed, will help local leaders apply what they learn more effectively within their respective communities.
Mayor Celso Matias also expressed deep concern over the increasing number of VAWC cases reported in recent months. This alarming trend, he noted, reinforces the need for intensified awareness campaigns and stronger coordination between the municipal government and barangay officials. Because of this, he conveyed his full and unwavering support for the initiative, recognizing it as a key step toward strengthening community response and improving protection systems.
Furthermore, Mayor Celso Matias encouraged all participants to take ownership of the advocacy by sharing their insights, knowledge, and skills with their constituents. He emphasized that empowering the community begins with ensuring that every family understands their rights, responsibilities, and available support mechanisms. By spreading accurate information and fostering a culture of vigilance and compassion, he believes that more individuals, especially women and children, will feel safe, informed, and protected. In closing, he reaffirmed the Municipal Government’s commitment to building a harmonious, equitable, and violence-free Bayog, where every resident is valued and respected.
Resource speakers from the Margosatubig Regional Hospital’s Women and Children Protection Unit (WCPU), along with Atty. Kenny Sabello, Atty. Philip Jason, Marlou Pameron, and Cristy Marie P. Guevarra, delivered in-depth discussions on the various forms and indicators of abuse, proper case reporting and documentation procedures, and the critical role of medical, psychological, and social services in responding to VAWC cases. Participants also took part in an interactive session emphasizing early intervention, trauma-informed care, and community-based strategies aimed at preventing violence and strengthening support systems for women and children.
The activity forms part of the Municipal Government’s continuing efforts to empower families, safeguard vulnerable sectors, and uphold a culture of respect, equality, and protection. By amplifying the message of the 18-Day Campaign, the seminar reinforces Bayog’s commitment to ending all forms of violence and ensuring that women and children live in a community where they are safe, valued, and supported.
