Deputized SWM Enforcers Discover Illegally Dumped Waste in Sitio Baco, Nangka

City of Bayawan, Negros Oriental – May 11, 2026 – Deputized Solid Waste Management (SWM) enforcers from the Local Government Unit (LGU) of City of Bayawan conducted a routine monitoring operation and discovered illegally dumped solid waste in three separate locations within Sitio Baco, Barangay Nangka.

During the inspection team’s patrol, significant piles of unsegregated waste were found scattered along accessible areas of the sitio. Upon assessment, the materials were identified as primarily food packaging, empty containers, and similar residues—strongly indicating that the waste originated from commercial activities, specifically businesses engaged in the repacking and distribution of food items.

This improper disposal and failure to segregate waste constitute direct violations of Ordinance No. 63, Series of 2005, the local solid waste management code of City of Bayawan, as well as Republic Act 9003, or the “Ecological Solid Waste Management Act of 2000,” the national law mandating proper segregation, collection, and disposal of garbage to protect public health and the environment.

Under these regulations, all establishments, households, and entities are required to separate waste at the source and dispose of it only at designated facilities. Dumping of unsegregated waste in unauthorized areas is strictly prohibited and carries corresponding penalties, including fines and possible closure of erring businesses.

Currently, the SWM Enforcers are actively gathering evidence and conducting further investigation to establish the exact identity and location of the owner or entity responsible for the dumped garbage. Once identified, the concerned parties will be issued citation tickets and required to appear before the proper LGU committee to answer for the violation.

The City of Bayawan LGU reminds all residents and business owners that strict enforcement of waste management laws continues to be a priority, as part of the city’s commitment to a cleaner, safer, and more sustainable community. Residents are also encouraged to report any illegal dumping activities immediately to the local authorities.

DENR-EMB, MGB CONDUCT MONITORING AT BAYAWAN LANDFILL; BFP-BAYAWAN PRESENTS FIRE CONTINGENCY INPUTS

BAYAWAN CITY, Negros Oriental – The Department of Environment and Natural Resources - Environmental Management Bureau (DENR-EMB) and the Mines and Geosciences Bureau (MGB) of Negros Island Region (NIR) conducted a compliance monitoring activity at the Bayawan City Waste Management and Ecology Center (BCWMEC) on May 5, 2026, in Sitio Omod, Barangay Maninihon.

The monitoring was spearheaded by EMB Provincial Environmental Management Officer (PEMO) Anthony Lloyd Patrimonio. Also present were personnel from the Bureau of Fire Protection (BFP) - Bayawan City Fire Station to provide technical suggestions for the formulation of a Fire Contingency Plan for the sanitary landfill facility.

During the activity, the monitoring team noted that Bayawan City’s sanitary landfill is situated in an ideal location due to its accessibility for fire trucks, waste collection vehicles and monitoring teams, while still maintaining adequate distance from residential areas and water bodies.

It was also highlighted that the BCWMEC has recorded zero fire incidents since its operation, a testament to the facility’s current management practices. However, Mr. Patrimonio emphasized the importance of proactive planning, stating that all Local Government Units (LGUs) are mandated to submit updated Contingency Plans to address potential emergencies, including landfill fires.

The activity concluded with a commitment from BCWMEC to incorporate BFP’s recommendations and finalize its Fire Contingency Plan for submission to EMB.

Valencia Renews Waste Disposal Agreement with Bayawan City

BAYAWAN CITY, Negros Oriental — The Local Government Units of Bayawan City and the Municipality of Valencia formally renewed their Memorandum of Agreement (MOA) on Tuesday, April 21, 2026, allowing Valencia to continue disposing its residual waste at Bayawan City’s Sanitary Landfill Facility for another year.

The renewed agreement sets the tipping fee at ₱5,000 per ton of residual waste and will be effective for one (1) year from the date of signing.

The MOA was initially signed by Valencia Mayor at Valencia Municipal Hall.

Witnessing the event were Bayawan City Environment and Natural Resources Officer, Mr. Nefredo Camilo A. Villarubia and Municipal Environment and Natural Resources Officer of Valencia, Engr. Michael M. Mananquil.

Key provisions of the renewed MOA include:
Tipping Fee: ₱5,000 per ton of residual waste delivered by Valencia LGU

Duration: One (1) year, from April 21, 2026 to April 20, 2027, subject to review and renewal.

Scope: Only residual wastes as defined under RA 9003 or the Ecological Solid Waste Management Act of 2000 will be accepted. Hazardous, medical, and recyclable wastes remain prohibited.

Volume Monitoring: All incoming waste from Valencia shall be weighed at Bayawan City Waste Management and Ecology Center weighbridge station and logged for transparency and billing.

In his message, Mayor John T. Raymond, Jr. said the partnership reflects the spirit of inter-LGU cooperation in addressing solid waste management challenges. “Bayawan remains committed to helping our neighboring LGUs while ensuring that our landfill operations remain sustainable and compliant with environmental standards,” he said.

For his part, Mayor Edgar Z. Teves thanked Bayawan City for the continued partnership. “This agreement ensures that Valencia can properly dispose of its residual waste while we strengthen our own local segregation and reduction programs,” he said.

Bayawan City’s Sanitary Landfill, located in Barangay Maninihon, is one of the few DENR-compliant landfill facilities in Negros Oriental. Under RA 9003, LGUs without their own landfills may enter into agreements with other LGUs for residual waste disposal.

The Municipality of Santa Catalina also renewed its MOA with Bayawan on April 16, 2026.

Bayawan River Management Planning Presentation Held at Hotel Maefinn

Bayawan City, March 31, 2026 – Key stakeholders gathered at Hotel Maefinn for the Bayawan River Management Planning presentation, where various city departments and agencies showcased their current programs and projects aimed at the sustainable development and protection of the river system.

The event brought together representatives from the City Planning and Development Office (CPDO), City Disaster Risk Reduction and Management Office (CDRRMO), Forest Management Unit (FMU), City Health Office (CHO), City Agriculture Office, Urban Environment and Management Office (UEM), National Irrigation Administration (NIA), and the CATIPO group. Each office presented their respective initiatives, highlighting efforts in flood control, water quality monitoring, irrigation development, environmental sanitation, and ecological preservation.

Providing valuable technical feedback was Ms. Ma. Therese A. Quijano, Unit Head for Biodiversity Management of the Department of Environment and Natural Resources (DENR). Her inputs focused on ensuring that all projects align with environmental standards and biodiversity conservation goals.

Meanwhile, strategic recommendations were presented by the City Planning and Development Office (CPDO) and Mr. Hernulfo Ruelo to further strengthen the implementation of the programs. Their suggestions emphasized better coordination, proper land use planning, and long-term sustainability of the river management initiatives.

Bayawan City, Negros Oriental – March 12, 2026 – The City Environment and Natural Resources Office (City ENRO) and General Services Office (GSO) joined barangays across Bayawan City for a garbage collection planning workshop at Jaine's Place.

The joint initiative focused on streamlining waste collection systems, aligning schedules across all barangays, and addressing local challenges from coastal to upland communities. Participants discussed optimized routes, waste segregation guidelines, and plans for infrastructure upgrades including the assistance of barangays in garbage collection using their vehicles and the establishment of material recovery facilities or residual containment areas.

"Working together ensures our garbage services are reliable and sustainable for every household," said a city official. Barangay leaders committed to implementing the agreed-upon plans starting next month, with follow-up meetings set to track progress.

SCPW and DENR Experts laud Bayawan River RAWES and Environmental Assessment Results on World Wetlands Day 2026 Event

Bayawan City’s Julsam's by the Bay in Barangay Villareal became the venue for a significant environmental gathering on February 2, 2026, as Ms. Kimberly Torres, a local forester, and Ms. Frauliene Joy Romo, a field biologist, presented the results of the Bayawan River Rapid Assessment of Wetland Ecosystem Services (RAWES) and Environmental Assessment. The event was held in celebration of World Wetlands Day 2026, which focuses on the theme “Wetlands and Traditional Knowledge: Celebrating Cultural Heritage” – a fitting focus for the study that highlights the river’s role in both the environment and local community life.

Adding valuable technical perspective to the presentation were experts from the Society for the Conservation of Philippine Wetlands (SCPW), represented by Executive Director Ms. Amy Lecciones and Senior Project Officer Mr. Jose Carlo Quintos. The two main presentations covered the RAWES evaluation of the river’s ecosystem services and a comprehensive assessment of its terrestrial ecology, freshwater ecology, and water quality. With stakeholders from barangays, city offices, and local communities in attendance, the discussion emphasized how the findings will guide the development of Bayawan City’s wetland management plan and support its bid for Ramsar Wetland City Accreditation. The gathering underscored the power of local expertise working alongside national conservation partners to protect and sustain the city’s vital wetland resources.
