STATEMENT
Reference is made to the Facebook personal blog page entitled, Political Leak, the persons or group of who supposedly manage the page unfortunately remain unverified and unidentified.
The August 20, 2026, posted picture and headline which reads:
“Quiambao At Stradcom Scammer. Niloko Buong Pilipinas. Kumita ng 13 Bilyon Sa Pangungulimbat Ng Computer Fees Sa Mga Motoristang Pinoy. Public Servant O Businessman Na Scammer?”
Are libelous.
For the record, neither I, Cezar T. Quiambao, nor Stradcom Corporation, are privy to the subject administrative cases vs. LTFRB Chief Vigor Mendoza II or OTC Chair Teofilo Guadiz III.
As we may all have heard, the preventive suspension imposed upon them are not penalties, but are intended to preserve documents and evidence and prevent possible further malfeasance or misfeasance in office.
In these regards, I believe that the named public respondents will be able to clear their names once they are given the opportunity to be heard, particularly with the submission of COA Audit Observation Memorandas and Notice of Suspension to LTO covering the period from 2019 to 2024, in addition to other reports and documents by other government agencies about the same subject matter.
As to the highlighted P13 billion in computer fees paid by the transacting public or users to Stradcom from 2019 to 2025, or over a period of about 7 years, these were in consideration for I.T. services duly rendered, and pursuant to a publicly bid build-own-operate contract, which correspondingly generated over P89 billion in revenues in favor of the LTO or the government for the same period at no cost to the government.
And like all the other good public officials that have honored and implemented the contract with Stradcom Corporation, we continue to respect the rule of law and our legal processes.
