NCIP Chairperson Dr. Marie Grace T. Pascua, CESO III, attended the second day of TELACON at the Philippine International Convention Center in Pasay City on Wednesday, 28 January 2026.

Chairperson Pascua served as a panelist in the session titled โ€œTelang Pinoy and Cultural Property Protection.โ€ Along with other panelists, she discussed the current state and potential of the Philippine textile industry, as well as the ongoing research of the Department of Science and Technologyโ€“Philippine Textile Research Institute (DOST-PTRI) aimed at improving textile quality while safeguarding the ecosystem, raw materials, and cultural significance of Philippine textiles.

She emphasized the importance of protecting Philippine cultural textiles, describing them as โ€œliving expressions of Indigenous identity and cultural integrity.โ€ She further stressed the need to observe Free and Prior Informed Consent (FPIC) and secure the consent of Indigenous Peoplesโ€™ communities when using their traditional designs.

The IPPRA Academy recently held a special joint session in collaboration with the Commission on Elections (COMELEC) coordinated by NCIP โ€“ Office of Empowerment and Human Rights. The event was attended by NCIP employees, external partners, IPMRs, IP youth, and other IP advocates. The discussions focused on Voter Registration and Voting Procedures for the 2026 BSKE, as well as the process for creating IP Precincts for Accessible Voting Centers (AVC) and Separate Polling Places (SPP).

Atty. Monalisa, Director of COMELEC and Head of the Vulnerable Sectors Office led the session and Ms. Ma. Rose Angela T. Peralta, Election Field Officer and Sector Head for Indigenous Peoples, shared their expertise on ensuring inclusive, accessible, and culturally sensitive elections for Indigenous communities.

The activity was graced by OIC Executive Director Dir. Reynaldo A. Dingal and NCIP Chairperson Dr. Marie Grace T. Pascua, who delivered an inspiring message emphasizing the importance of community participation, exercising the right to vote, and protecting ancestral domains.

This Information, Education, and Communication (IEC) initiative is a critical endeavor. Knowing available government programs is essential for Indigenous communities to understand their rights, actively participate in governance, ensure meaningful voting, and safeguard ancestral domains. Inputs from participants were also noted and documented, as they provide valuable insights for policy development to address policy gaps.

Through this initiative, Indigenous communities are now better informed and empowered to vote with dignity and confidence. The IPPRA Academy looks forward to more collaborations with other National Government Agencies to continue strengthening Indigenous peoplesโ€™ participat
