Strengthening Communities: RCSP Baranggayan sa Bikol Year 8 Now in Full Swing

The Department of the Interior and Local Government (DILG) Region V officially launched the Retooled Community Support Program (RCSP) Baranggayan sa Bikol 2026 Immersions, reaffirming its commitment to bring government services closer to grassroots communities.

Led by DILG 5 Baranggayan Facilitators, the RCSP implementation in the region kicked off last April 7, 2026, in the province of Catanduanes, engaging four barangays in the Municipality of Bagamanoc. This marked the start of intensified community immersion efforts for the year.

Prior to the immersions, DILG Provincial Offices led the conduct of Provincial Security Briefings to finalize coordination for the onsite immersions.

This year's initial accomplishments show that twenty-one (21) priority barangays from Albay, Camarines Norte, Catanduanes and Sorsogon have already been engaged through RCSP activities, demonstrating strong collaboration between national government agencies and local government units in addressing community needs.

Another 163 more barangays (out of total 184 priority barangays) across the Bicol Region are scheduled for immersion activities this April, May, and June, focusing on strengthening service delivery and participatory governance.

Through the Retooled Community Support Program, participating agencies and LGUs will work together to:
✔ Engage directly with communities
✔ Identify priority needs and development gaps
✔ Deliver essential government services
✔ Promote sustainable and inclusive development

Now on its 8th year, the RCSP Baranggayan sa Bikol continues with the mission to bring the government closer to the people, one barangay at a time.

El Niño Alert issued ⚠️

DOST-PAGASA has officially raised its ENSO Alert and Warning System to El Niño Alert, following the high likelihood of its development in the coming months and possible persistence into early 2027. This may bring drier-than-usual conditions, including dry spells and droughts in parts of the country.

However, above-normal rainfall may still be experienced over the western sections during the Habagat season.

This is a shared commitment to responsive and effective local governance.
We move as one for better, stronger, and more empowered LGUs.

During the Regional Kick-Off Ceremony of the Bureau of Fire Protection Region V on March 1, 2026 at SM Legazpi City, DILG Regional Director Atty. Arnaldo E. Escober Jr., CESO III, expressed full support for the campaign and underscored that fire prevention is a shared responsibility between government and communities.
Through intensified public education, inspections, and community-based initiatives, this month-long observance strengthens the region’s commitment to building safer, more resilient, and fire-ready communities across Bicol.

The Department of the Interior and Local Government (DILG) has launched the 2026 Child-Friendly Local Governance Audit (CFLGA) through Memorandum Circular No. 2026-018, encouraging cities and municipalities to strengthen programs that promote the survival, development, protection, participation, and rights of Filipino children. The audit will assess local government unit (LGU) programs implemented in 2025 to ensure that children have access to essential services and grow up in safe and supportive communities.
Under the audit, LGUs will be evaluated across five key areas—survival, development, protection, participation, and governance. To pass, LGUs must obtain at least 80 percent in each category, qualifying them for the Seal of Child-Friendly Local Governance (SCFLG) conferred by the Council for the Welfare of Children. Data submission through the SCFLG Knowledge Management System will take place from March to April 2026, followed by validation at the provincial, regional, and national levels.
The CFLGA serves as a results-based mechanism that guides LGUs in strengthening policies, programs, and systems that uphold children’s rights and ensure inclusive and child-responsive local governance.

In support of Malacañang Circular No. 114 , the Municipality of Bato, Catanduanes through Memorandum Order No. 03-09-26-28 announces that,

Office work in the LGU Bato for all its employees, regular, contractual, or job order shall start at 7:00 am to 12:00 noon and 1:00 pm - 6:00 pm from Monday-Thursday of the week.

However, Offices and Agencies providing essential, basic and vital services, including those responsible for health, public safety and emergency preparedness, shall return fully operational at all times.
