𝐈𝐍 𝐏𝐇𝐎𝐓𝐎𝐒 | 𝟖𝟑 𝐍𝐞𝐠𝐨𝐬𝐲𝐨 𝐬𝐚 𝐁𝐚𝐭𝐚𝐫𝐚𝐳𝐚, 𝐒𝐮𝐦𝐚𝐢𝐥𝐚𝐥𝐢𝐦 𝐬𝐚 𝐈𝐧𝐬𝐩𝐞𝐤𝐬𝐲𝐨𝐧 𝐧𝐠 𝐉𝐨𝐢𝐧𝐭 𝐈𝐧𝐬𝐩𝐞𝐜𝐭𝐢𝐨𝐧 𝐓𝐞𝐚𝐦

Nakiisa ang Municipal Engineering and Zoning Office sa isinagawang inspeksyon sa kabuuang 83 establisimyento sa mga barangay ng Tagolango, Tabud, Puring, Tagnato, Malitub, Sapa, Ocayan, Sarong, Igang-Igang, Iwahig, at Culandanum sa bayan ng Bataraza noong Mayo 5-6, 2026.

Kasama ang iba’t ibang tanggapan ng pamahalaang bayan, sinuri ng Joint Inspection Team ang pagsunod ng mga negosyo sa mga umiiral na batas, ordinansa, at pamantayan kaugnay ng business permits, structural safety, zoning compliance, sanitation, environmental regulations, at fire safety standards.

Layunin ng aktibidad na matiyak na ang mga establisimyento ay may ligtas, maayos, at responsableng operasyon para sa kapakanan ng publiko at ng komunidad.

Kabilang sa mga lumahok sa inspeksyon ang MMO-Business Permits and Licensing Division, Municipal Treasurer’s Office, Municipal Engineering and Zoning Office, MHO-Sanitary Permit Section, Municipal Environment and Natural Resources Office, at Bureau of Fire Protection.

𝗕𝗣𝗟𝗗 𝗕𝗮𝘁𝗮𝗿𝗮𝘇𝗮, 𝗡𝗮𝗴𝗽𝗮𝗽𝗮𝘁𝘂𝗽𝗮𝗱 𝗻𝗴 𝗖𝗹𝗼𝘀𝘂𝗿𝗲 𝘀𝗮 𝗺𝗴𝗮 𝗡𝗲𝗴𝗼𝘀𝘆𝗼𝗻𝗴 𝗪𝗮𝗹𝗮𝗻𝗴 𝗕𝘂𝘀𝗶𝗻𝗲𝘀𝘀 𝗣𝗲𝗿𝗺𝗶𝘁, 𝗠𝗘𝗢, 𝗮𝘁 𝗭𝗼𝗻𝗶𝗻𝗴 𝗥𝗲𝗾𝘂𝗶𝗿𝗲𝗺𝗲𝗻𝘁𝘀

Nag-isyu ng Notice of Closure ang Office of the Mayor, sa pamamagitan ng Business Permits and Licensing Division (BPLD), laban sa ilang establisimyento sa bayan. Ang pangunahing dahilan ng pagpapasara ay ang hindi pag-comply sa Business Permit, bunsod ng kawalan ng mga supporting clearances na itinakda ng batas.

📋 Mga Pangunahing Kakulangan

Sa isinagawang operasyon, binigyang-diin ng BPLD na hindi makakakuha ng legal na pahintulot ang isang negosyo kung kulang ang mga mahahalagang dokumento mula sa Municipal Engineering Office (MEO) at Zoning Administrator. Ang mga ito ay hindi lamang pormalidad, kundi mga kritikal na basehan ng operasyon:

✅ Locational/Zoning Clearance – Upang matiyak na ang negosyo ay nakatayo sa tamang sona o lugar.

✅ Building Permit at Occupancy Permit – Mula sa Office of the Building Official (OBO), na nagpapatunay na ang gusali ay ligtas at sumusunod sa National Building Code.

⚖️ Mandatoryong Requirement

Ipinaliwanag ng BPLD na ang mga dokumentong ito mula sa MEO at Zoning ay mga mandatory requirements bago pa man ma-isyu ang isang Mayor’s Permit. Ang pagbalewala sa mga ito ay nangangahulugan na ang negosyo ay hindi sumailalim sa tamang pagsusuri ng seguridad at kaayusan. Dahil dito, nararapat lamang na ipatigil ang operasyon para sa proteksyon ng publiko.

"Ang pakikipagtulungan sa lokal na pamahalaan ay susi sa isang maayos, ligtas, at legal na pagnenegosyo sa Bataraza."

📍 Implementasyon ng Batas

Ang hakbang na ito ay alinsunod sa Municipal Revenue Code of Bataraza at iba pang umiiral na batas. Layunin ng BPLD na matiyak na ang lahat ng negosyo sa Brgy. Marangas, Brgy. Rio Tuba, at sa buong bayan ay sumusunod sa mga standard na itinakda ng ating mga Engineers at Zoning Officers.

Patuloy ang panawagan sa lahat ng negosyante: Siguraduhing kumpleto ang inyong mga clearance mula sa Engineering at Zoning upang makakuha ng valid na Business Permit bago mag-operate.

𝗕𝗮𝘁𝗮𝗿𝗮𝘇𝗮, 𝗣𝗮𝗹𝗮𝘄𝗮𝗻 — The Local Government Unit (LGU) of Bataraza has taken a major step toward modernizing its public services through the successful completion of the eLGU Building Permit and Certificate of Occupancy (BPCO) System Modules Deployment Training, held from March 30 to April 1, 2026, at the Municipal Hall Conference Room.

The three-day, 24-hour training equipped selected personnel with the knowledge and technical skills necessary to operate the eLGU system—an integrated digital platform designed to simplify, speed up, and improve the processing of building and occupancy permits.

“𝗣𝗪𝗘𝗗𝗘 𝗡𝗔 𝗔𝗡𝗚 𝗢𝗡𝗟𝗜𝗡𝗘 𝗔𝗣𝗣𝗟𝗜𝗖𝗔𝗧𝗜𝗢𝗡 𝗦𝗢𝗢𝗡!”
(Building Permit and Occupancy Permit)

This key development highlights the LGU’s transition toward digital services, where applicants will soon be able to process permits online—reducing the need for physical visits, minimizing delays, and making transactions more convenient for the public.

This initiative aligns with the vision of Mayor Al-Shariff W. Ibba, whose leadership continues to drive innovations aimed at making government services more accessible, efficient, and user-friendly. The rollout of the eLGU system is a direct response to this goal, ensuring that applications for building permits and certificates of occupancy become easier, faster, and more transparent.

Participants from the 𝗠𝘂𝗻𝗶𝗰𝗶𝗽𝗮𝗹 𝗘𝗻𝗴𝗶𝗻𝗲𝗲𝗿𝗶𝗻𝗴 𝗢𝗳𝗳𝗶𝗰𝗲 (𝗠𝗘𝗢), under the leadership of OIC Municipal Engineer Engr. Raffy G. Maigue, included:

Engr. Carlben N. Aguirre, designated as OBO-System Administrator and Evaluator for the MEO–Building Official and Mr. Timmy Ross Muhammad, designated as System User-Verifier.

The training was facilitated by the Municipal Mayor’s Office – Information Technology Office, led by Mr. Michael B. Villanueva, who serves as the Main System Administrator of the eLGU platform.

It was conducted in partnership with the 𝗗𝗲𝗽𝗮𝗿𝘁𝗺𝗲𝗻𝘁 𝗼𝗳 𝗜𝗻𝗳𝗼𝗿𝗺𝗮𝘁𝗶𝗼𝗻 𝗮𝗻𝗱 𝗖𝗼𝗺𝗺𝘂𝗻𝗶𝗰𝗮𝘁𝗶𝗼𝗻𝘀 𝗧𝗲𝗰𝗵𝗻𝗼𝗹𝗼𝗴𝘆 (𝗗𝗜𝗖𝗧), represented by Mr. Ricardo V. Arzaga, Information Systems Analyst II of DICT MIMAROPA–Palawan, who provided technical expertise and guidance throughout the activity.

To ensure a more efficient and coordinated workflow, the system also integrates key offices that will serve as evaluators during the permit approval process, including:

The implementation of the eLGU BPCO system is expected to significantly reduce processing time, minimize manual paperwork, and strengthen coordination among offices—ultimately delivering faster, more reliable, and more convenient services to the public.

More importantly, this initiative underscores LGU Bataraza’s strong commitment to digital transformation, transparency, and innovation in governance—bringing government services closer to the people.

The success of this training marks a critical milestone in the municipality’s journey toward a more responsive, technology-driven, and citizen-centered local government.

The Municipal Engineering Office – LGU Bataraza informs the public that effective March 9, 2026, our office will implement a Four (4) Day Work Week (Compressed Work Schedule) in compliance with Memorandum Circular No. 114 of the Office of the President.

🗓 Office Schedule:
Monday – Thursday: 7:30 AM – 6:30 PM
Friday: Closed / No Office

Clients, applicants, contractors, and stakeholders are encouraged to maximize the extended office hours from Monday to Thursday for all engineering-related transactions such as building permits, plan evaluation, and other concerns.

The Municipal Engineering Office remains committed to providing continuous and efficient public service.

Office transactions will be conducted Monday to Thursday, from 7:30AM to 6:30 PM.
