The Bureau of Customs β Port of Batangas (BOCβPOB), led by District Collector Carmelita M. Talusan, hosted its 1st Town Hall Meeting on May 07, 2026, with twelve (12) partner agencies, the Bureau of Internal Revenue (BIR), Office of the City Prosecutor β Batangas, Philippine Drug Enforcement Agency (PDEA), Bureau of Plant Industry (BPI), Bureau of Fisheries and Aquatic Resources (BFAR), Bureau of Animal Industry (BAI), Philippine National Police (PNP), National Bureau of Investigation (NBI), Bureau of Immigration (BI), Philippine Coast Guard (PCG), Philippine Ports Authority (PPA), and third-party partner SGS Philippines, to strengthen inter-agency coordination and reinforce border protection efforts across its areas of jurisdiction, and was joined by BOC Action Team Against Smugglers (BATAS) Atty. Christopher C. Dy Buco and Atty. Stanley S. Zambarrano, with Customs Intelligence and Investigation Service (CIIS) β Batangas Field Station Chief, Atty. Sherwin M. Tio, and Enforcement and Security Service (ESS) District Commander, SP/LT Elvin M. Enad who both presented the BOC mandate and process.
The meeting focused on each agencyβs mandate and operational role in ensuring a seamless enforcement process β from the identification and validation of derogatory information to investigation and eventual filing of appropriate cases against violators.
The initiative highlighted the importance of a complete enforcement cycle or βclosed-loopβ system in protecting the countryβs borders against the entry of illegal goods, while ensuring the proper collection of lawful duties and taxes.
The Town Hall Meeting served as a platform for partner agencies to align strategies, improve information sharing, and strengthen collaboration in support of cohesive border security and trade facilitation objectives.
District Collector Talusan emphasized that effective border protection requires βstrong collaboration, timely information sharing, and unified enforcement among partner agencies.β
The Port of Batangas oversees major ports and sub-ports within the CALABARZON and MIMAROPA regions, including Puerto Princesa and Siain, making inter-agency cooperation vital in safeguarding regional gateways and maintaining efficient port operations.
Aligned with the key operational priorities of the Bureau and the Integrity, Accountability, and Modernization (IAM) Program under the leadership of Commissioner Ariel F. Nepomuceno, the BOCβPOB remains committed to strengthening coordination and sustaining collaborative engagements with partner agencies and stakeholders to reinforce border protection, facilitate legitimate trade, and advance efficient and accountable customs operations.
