𝐅𝐎𝐑𝐆𝐈𝐍𝐆 𝐂𝐀𝐏𝐀𝐁𝐈𝐋𝐈𝐓𝐘: 𝐵𝑢𝑖𝑙𝑑𝑖𝑛𝑔 𝑀𝑖𝑠𝑠𝑖𝑜𝑛-𝑅𝑒𝑎𝑑𝑦 𝑀𝑎𝑟𝑖𝑡𝑖𝑚𝑒 𝑆𝑎𝑓𝑒𝑡𝑦 𝑃𝑟𝑜𝑓𝑒𝑠𝑠𝑖𝑜𝑛𝑎𝑙𝑠

The Maritime Safety Services Unit – Southern Tagalog (MSSU-STL) facilitated the 𝐎𝐧-𝐭𝐡𝐞-𝐉𝐨𝐛 𝐓𝐫𝐚𝐢𝐧𝐢𝐧𝐠 (𝐎𝐉𝐓) 𝐨𝐟 𝐌𝐚𝐫𝐢𝐭𝐢𝐦𝐞 𝐒𝐚𝐟𝐞𝐭𝐲 𝐁𝐚𝐬𝐢𝐜 𝐂𝐨𝐮𝐫𝐬𝐞 (𝐌𝐒𝐁𝐂) 𝐂𝐥𝐚𝐬𝐬 𝟎𝟖-𝟐𝟎𝟐𝟔, providing trainees with practical exposure to the core maritime safety functions of the Coast Guard Maritime Safety Services Command (MSSC).

Through this OJT, 𝗠𝗦𝗦𝗨-𝗦𝗧𝗟 𝗲𝗳𝗳𝗲𝗰𝘁𝗶𝘃𝗲𝗹𝘆 𝘀𝗵𝗮𝗿𝗲𝗱 𝗶𝘁𝘀 𝗼𝗽𝗲𝗿𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗸𝗻𝗼𝘄𝗹𝗲𝗱𝗴𝗲, 𝘁𝗲𝗰𝗵𝗻𝗶𝗰𝗮𝗹 𝗲𝘅𝗽𝗲𝗿𝘁𝗶𝘀𝗲, 𝗮𝗻𝗱 𝗳𝗶𝗲𝗹𝗱-𝘁𝗲𝘀𝘁𝗲𝗱 𝗯𝗲𝘀𝘁 𝗽𝗿𝗮𝗰𝘁𝗶𝗰𝗲𝘀 with the trainees, bridging classroom learning with actual maritime safety operations. The training provided an avenue for trainees to gain firsthand experience, understand established procedures, and develop the competence and professional discipline required to perform maritime safety functions.

🔹 𝐒𝐄𝐀𝐑𝐂𝐇 𝐀𝐍𝐃 𝐑𝐄𝐒𝐂𝐔𝐄 (𝐒𝐀𝐑)
Trainees received a lecture and practical orientation on the 𝑺𝒆𝒂𝒓𝒄𝒉 𝒂𝒏𝒅 𝑹𝒆𝒔𝒄𝒖𝒆 𝑶𝒑𝒕𝒊𝒎𝒂𝒍 𝑷𝒍𝒂𝒏𝒏𝒊𝒏𝒈 𝑺𝒚𝒔𝒕𝒆𝒎 (𝑺𝑨𝑹𝑶𝑷𝑺), the system utilized by the Philippine Coast Guard to support Search and Rescue planning by analyzing available information and determining probable 𝒅𝒓𝒊𝒇𝒕 𝒑𝒂𝒕𝒕𝒆𝒓𝒏𝒔 𝒂𝒏𝒅 𝒔𝒆𝒂𝒓𝒄𝒉 𝒂𝒓𝒆𝒂𝒔 𝒐𝒇 𝒑𝒆𝒓𝒔𝒐𝒏𝒔 𝒐𝒓 𝒐𝒃𝒋𝒆𝒄𝒕𝒔 𝒊𝒏 𝒅𝒊𝒔𝒕𝒓𝒆𝒔𝒔. The activity provided trainees with an appreciation of how technology and operational analysis support timely and effective SAR decision-making.

🔹 𝐍𝐀𝐕𝐈𝐆𝐀𝐓𝐈𝐎𝐍𝐀𝐋 𝐒𝐀𝐅𝐄𝐓𝐘
Trainees were oriented on 𝗠𝗖 𝟬𝟲-𝟵𝟲 𝗼𝗻 𝗦𝗮𝗹𝘃𝗮𝗴𝗲 𝗢𝗽𝗲𝗿𝗮𝘁𝗶𝗼𝗻𝘀, including the inspection of salvor equipment as part of the evaluation for the issuance of salvage permits. They were also briefed on the documentary requirements and the processing of applications for the 𝑺𝒂𝒍𝒗𝒐𝒓 𝑪𝒆𝒓𝒕𝒊𝒇𝒊𝒄𝒂𝒕𝒆 𝒐𝒇 𝑹𝒆𝒈𝒊𝒔𝒕𝒓𝒂𝒕𝒊𝒐𝒏 (𝑺𝑪𝑹) 𝒂𝒏𝒅 𝑺𝒂𝒍𝒗𝒂𝒈𝒆 𝑷𝒆𝒓𝒎𝒊𝒕𝒔. The training highlighted the 𝒃𝒆𝒔𝒕 𝒑𝒓𝒂𝒄𝒕𝒊𝒄𝒆𝒔 employed by MSSU-STL in conducting salvor equipment inspections, ensuring that equipment, documentation, and operational requirements are properly assessed in accordance with established guidelines.

🔹 𝐀𝐈𝐃𝐒 𝐓𝐎 𝐍𝐀𝐕𝐈𝐆𝐀𝐓𝐈𝐎𝐍 (𝐀𝐓𝐎𝐍)
Trainees gained actual field experience through the conduct of 𝗣𝗿𝗲𝘃𝗲𝗻𝘁𝗶𝘃𝗲 𝗠𝗮𝗶𝗻𝘁𝗲𝗻𝗮𝗻𝗰𝗲 𝗦𝗲𝗿𝘃𝗶𝗰𝗲 (𝗣𝗠𝗦) at 𝑳𝒊𝒈𝒉𝒕 𝑺𝒕𝒂𝒕𝒊𝒐𝒏 𝑴𝒂𝒃𝒊𝒏𝒊, Anilao Port, Mabini, Batangas and 𝑳𝒊𝒈𝒉𝒕 𝑺𝒕𝒂𝒕𝒊𝒐𝒏 𝑴𝒂𝒊𝒏𝒂𝒈𝒂, Brgy. Mainaga, Mabini, Batangas. Maintenance activities included installing the JSL II battery and the BOSCA MPPT solar charge controller, replacing the Royal Cord, and cleaning and clearing the surrounding areas. The activity provided firsthand exposure to the 𝗮𝗰𝘁𝘂𝗮𝗹 𝗺𝗮𝗶𝗻𝘁𝗲𝗻𝗮𝗻𝗰𝗲, 𝗿𝗲𝗽𝗹𝗮𝗰𝗲𝗺𝗲𝗻𝘁, 𝗮𝗻𝗱 𝗶𝗻𝘀𝘁𝗮𝗹𝗹𝗮𝘁𝗶𝗼𝗻 𝗼𝗳 𝗔𝗶𝗱𝘀 𝘁𝗼 𝗡𝗮𝘃𝗶𝗴𝗮𝘁𝗶𝗼𝗻 𝗲𝗾𝘂𝗶𝗽𝗺𝗲𝗻𝘁 essential to sustaining the reliability of navigational light stations.

🔹 𝐑𝐄𝐂𝐑𝐄𝐀𝐓𝐈𝐎𝐍𝐀𝐋 𝐒𝐀𝐅𝐄𝐓𝐘 𝐄𝐍𝐅𝐎𝐑𝐂𝐄𝐌𝐄𝐍𝐓 𝐈𝐍𝐒𝐏𝐄𝐂𝐓𝐈𝐎𝐍 (𝐑𝐒𝐄𝐈)
Actual RSEI activities were conducted at 𝐍𝐞𝐰 𝐘𝐨𝐫𝐤𝐞𝐫𝐬 𝐇𝐨𝐭𝐞𝐥 𝐚𝐧𝐝 𝐀𝐥𝐞𝐱𝐢𝐬 𝐁𝐞𝐚𝐜𝐡 𝐑𝐞𝐬𝐨𝐫𝐭, both located in Brgy. Loc Loc, Bauan, Batangas. Trainees were exposed to the actual inspection process, including engagement with resort owners and management, verification of safety measures and equipment, and discussion of applicable Philippine Coast Guard Memorandum Circulars and recreational safety requirements. The activity emphasized the importance of direct coordination and effective safety communication with stakeholders in ensuring the protection of beachgoers and recreational water users.

🔹 𝐕𝐄𝐒𝐒𝐄𝐋 𝐒𝐀𝐅𝐄𝐓𝐘 𝐄𝐍𝐅𝐎𝐑𝐂𝐄𝐌𝐄𝐍𝐓 𝐈𝐍𝐒𝐏𝐄𝐂𝐓𝐈𝐎𝐍 (𝐕𝐒𝐄𝐈)
Trainees participated in 𝗩𝗦𝗘𝗜 𝗼𝗽𝗲𝗿𝗮𝘁𝗶𝗼𝗻𝘀 onboard 𝐌/𝐕 𝐒𝐚𝐧𝐭𝐚 𝐁𝐫𝐢𝐠𝐢𝐝𝐚, operating between Batangas Port and Calapan Port, Oriental Mindoro, and 𝐌/𝐕 𝐁𝐢𝐧𝐢𝐛𝐢𝐧𝐢𝐧𝐠 𝐂𝐨𝐫𝐨𝐧, operating between Batangas Port and Balatero Port, Puerto Galera, Oriental Mindoro. The activity provided direct exposure to the 𝒂𝒄𝒕𝒖𝒂𝒍 𝒄𝒐𝒏𝒅𝒖𝒄𝒕 𝒐𝒇 𝑽𝑺𝑬𝑰 𝒑𝒓𝒐𝒄𝒆𝒅𝒖𝒓𝒆𝒔 𝒘𝒉𝒊𝒍𝒆 𝒖𝒏𝒅𝒆𝒓𝒘𝒂𝒚, allowing trainees to observe the systematic assessment of vessel safety, compliance, equipment, and operational conditions under actual operating circumstances.

The successful conduct of this OJT demonstrates MSSU-STL's capability and commitment to developing competent maritime safety professionals through the effective transfer of operational knowledge and field expertise. By opening its operational environment to trainees and sharing established practices in maritime safety enforcement, inspection, emergency response, navigational safety, and technical maintenance, the Unit contributes to building a stronger and more capable maritime safety workforce.

Through actual field exposure and hands-on learning, the Maritime Safety Basic Course Class 08-2026 emerged from the training better equipped with practical knowledge, technical understanding, and operational awareness, capabilities essential in carrying out maritime safety functions with competence, discipline, and confidence.

In line with the advocacy of Coast Guard Maritime Safety Services Command (MSSC) to develop disciplined, competent, and values-driven personnel, the Maritime Safety Services Unit – Southern Tagalog (MSSU-STL) conducted a 𝐎𝐧𝐞-𝐃𝐚𝐲 𝐕𝐚𝐥𝐮𝐞𝐬 𝐅𝐨𝐫𝐦𝐚𝐭𝐢𝐨𝐧 𝐀𝐜𝐭𝐢𝐯𝐢𝐭𝐲 in partnership with the 𝐌𝐢𝐬𝐬𝐢𝐨𝐧𝐚𝐫𝐲 𝐅𝐚𝐦𝐢𝐥𝐢𝐞𝐬 𝐨𝐟 𝐂𝐡𝐫𝐢𝐬𝐭 (𝐌𝐅𝐂) 𝐁𝐚𝐭𝐚𝐧𝐠𝐚𝐬 on 10 August 2026 at MSSU-STL, DJPMM, Access Road 1, Brgy. Cuta, Batangas City.

Anchored on the theme, “𝐍𝐚𝐯𝐢𝐠𝐚𝐭𝐢𝐧𝐠 𝐎𝐧𝐰𝐚𝐫𝐝 𝐚𝐧𝐝 𝐊𝐞𝐞𝐩𝐢𝐧𝐠 𝐚 𝐓𝐚𝐮𝐭 𝐖𝐚𝐭𝐜𝐡 𝐨𝐧 𝐭𝐡𝐞 𝐌𝐨𝐫𝐚𝐥 𝐂𝐨𝐦𝐩𝐚𝐬𝐬,” the activity focused on strengthening integrity, character, moral responsibility, and the values essential to the effective performance of duty.

The activity featured a 𝑳𝒊𝒇𝒆 𝒊𝒏 𝑪𝒉𝒓𝒊𝒔𝒕 𝑺𝒆𝒎𝒊𝒏𝒂𝒓 (𝑳𝑪𝑺), incorporating values-oriented discussions, group sharing, personal reflection, music ministry, vocal prayer, and fellowship. These engagements provided personnel an opportunity to reflect on their responsibilities, reaffirm their commitment to integrity, and strengthen their moral foundation.

The activity emphasized that professional competence must be anchored on character and integrity. In the performance of duty, every Coast Guard personnel must possess the discipline and moral courage to make sound decisions, uphold what is right, and remain steadfast in the face of challenges.

The conduct of this activity reinforces MSSU-STL’s commitment to developing mission-ready personnel guided by honor, integrity, discipline, and a strong sense of responsibility.

𝐌𝐀𝐋𝐀𝐁𝐑𝐈𝐆𝐎 𝐋𝐈𝐆𝐇𝐓𝐇𝐎𝐔𝐒𝐄

Perched atop the rugged cliffs of Barangay Malabrigo, Lobo, Batangas, the Malabrigo Lighthouse has stood watch over the Verde Island Passage since 1896, making it one of the Philippines' oldest and most iconic lighthouses. For nearly 130 years, it has served as far more than a historic landmark—it has remained a steadfast guardian of life at sea.

Every night, its beacon guides vessels safely through the Verde Island Passage, one of the busiest and most biologically diverse marine corridors in the world. Its light has enabled generations of fishermen to return safely to their families, merchant vessels to navigate with confidence, passenger ships to reach their destinations, Coast Guard units to conduct maritime patrols and search and rescue operations, and countless mariners to traverse these waters safely.

The significance of Malabrigo Lighthouse extends well beyond the Municipality of Lobo. It serves thousands of fishermen, commercial and international shipping, inter-island passenger vessels, tourism operators, recreational divers, researchers, and coastal communities whose lives and livelihoods depend on safe navigation. By ensuring the safety of maritime traffic, it protects lives, supports commerce, strengthens tourism, and contributes to the continued growth of the nation's maritime economy.

What truly distinguishes Malabrigo Lighthouse is its unwavering reliability. Through wars, typhoons, monsoon seasons, and more than a century of changing technology, it has never wavered from its mission—to provide a dependable aid to navigation for every mariner who sails within its reach. Its enduring service embodies the very principles of the Philippine Coast Guard: vigilance, commitment, resilience, and selfless public service.

Today, under the dedicated stewardship of the Philippine Coast Guard, Malabrigo Lighthouse continues to fulfill its historic mission while adapting to modern maritime requirements. Although electronic navigation systems have become commonplace, its beacon remains an essential Aid to Navigation, providing a vital layer of safety and redundancy that mariners continue to rely upon.

Malabrigo Lighthouse represents the best of what a lighthouse should be—not only because of its remarkable history or architectural significance, but because it continues to perform the purpose for which it was built: safeguarding lives at sea every single day.

For nearly 130 years, Malabrigo Lighthouse has quietly fulfilled its mission without fail. Its legacy is measured not by the years it has stood, but by the countless lives it has protected, the voyages it has guided, and the communities it has helped sustain.

The Maritime Safety Services Unit – Southern Tagalog (MSSU-STL), through the Field Maintenance and Inspection Center- Southern Tagalog (FMIC-STL), completed a 𝐟𝐨𝐮𝐫𝐭𝐞𝐞𝐧 (𝟏𝟒)-𝐝𝐚𝐲 𝐏𝐫𝐞𝐯𝐞𝐧𝐭𝐢𝐯𝐞 𝐌𝐚𝐢𝐧𝐭𝐞𝐧𝐚𝐧𝐜𝐞 𝐒𝐞𝐫𝐯𝐢𝐜𝐞 (𝐏𝐌𝐒) 𝐚𝐧𝐝 𝐑𝐞𝐩𝐚𝐢𝐫 𝐌𝐢𝐬𝐬𝐢𝐨𝐧 on several lighthouses within the Area of Responsibility (AOR) of Coast Guard Station Occidental Mindoro. The mission underscores the Philippine Coast Guard's unwavering commitment to maintaining reliable Aids to Navigation (AtoN) in support of safe, secure, and efficient maritime navigation.

𝐌𝐢𝐬𝐬𝐢𝐨𝐧 𝐀𝐜𝐜𝐨𝐦𝐩𝐥𝐢𝐬𝐡𝐦𝐞𝐧𝐭𝐬:

🏮 𝑳𝑺 𝑪𝒂𝒎𝒊𝒏𝒂𝒘𝒊𝒕 – Conducted Preventive Maintenance Service (PMS) and installed an AC-to-DC power adaptor, restoring the lighthouse to full operational status and ensuring the uninterrupted operation of its lighting system.

🏮 𝑳𝑺 𝑺𝒂𝒃𝒍𝒂𝒚𝒂𝒏 – Conducted Preventive Maintenance Service (PMS), repaired electrical wiring connections, and replaced the lantern to restore and sustain reliable navigational lighting.

🏮 𝑳𝑺 𝑾𝒂𝒘𝒂 – Repaired the sun switch (photo eye) and rewired the electrical connections from the lantern to the charge controller and from the solar panel to the charge controller, restoring the efficiency and reliability of the lighting system.

🏮 𝑳𝑺 𝑮𝒐𝒍𝒐 – Repaired the sun switch (photo eye) and rewired the electrical connections from the lantern to the charge controller and from the solar panel to the charge controller, restoring the lighthouse to normal operational status.

🏮 𝑳𝑺 𝑻𝒖𝒃𝒊𝒍𝒊 – Removed the lantern and charge controller for safekeeping to mitigate the risk of theft while awaiting the installation of a replacement battery and solar panel.

The lighthouses of Caminawit, Sablayan, Wawa, Golo, and Tubili form a vital network of Aids to Navigation (AtoN) safeguarding Occidental Mindoro's western seaboard. These navigational beacons provide essential guidance to vessels transiting the area, support the uninterrupted flow of maritime commerce, enhance the safety of fishing communities, and contribute to protecting the country's maritime interests.

🏮 𝐏𝐨𝐥𝐢𝐥𝐥𝐨 𝐅𝐫𝐨𝐧𝐭 𝐋𝐢𝐠𝐡𝐭𝐡𝐨𝐮𝐬𝐞 – Repainted the structure, repaired the flasher lamp changer, converted the lighting system from halogen to LED, installed an AC-to-DC power adapter, and successfully restored the lighthouse from Non-Operational to Operational status.

🏮 𝐏𝐚𝐭𝐧𝐚𝐧𝐮𝐧𝐠𝐚𝐧 𝐋𝐢𝐠𝐡𝐭𝐡𝐨𝐮𝐬𝐞 – Conducted Preventive Maintenance Service to ensure continuous operational readiness.

Standing on the remote islands of Burdeos, Polillo, and Patnanungan in Quezon, these lighthouses serve as vital aids to navigation, overlooking the vast waters of the Philippine Sea and the Pacific Ocean. More than maritime landmarks, they provide critical guidance to mariners, support the uninterrupted flow of maritime commerce, enhance the safety of coastal communities, and reinforce the reliability of the country's maritime transportation network.
