CONSOLIDATED STRATEGIES FOR 2014

Personnel Management and Enhancement
Continue the implementation

and introduction of new personnel/HR management programs/initiatives with the unwavering support from the DOJ and BI top management
Improve further the merit and disciplinary schemes to attract the best qualified applicants to beef up the BI workforce
Create a program to enhance the health and wellness benefits and facilities
Conduct continuous training for employee to attain professionalism and strengthen administrative mechanisms
Maximize participation in international and local capacity building activities to attain personnel career and professional advancement
Adopt a Career Development Program

Agency Coordination
Review and formalize the inter-agency coordination bodies to establish point persons and define the regular meeting schedule in order to avoid conflicting functions and effective implementation of existing laws

Transparency and Good Governance Programs


Ensure the regular updating of the Citizens Charter to achieve transparency and accordance with the DOJ and CSC policies
Ensure strict implementation of ARTA, SPMS, BI Citizen’s Charter, Code of Ethics for Government employees, R.A. 3019, and other applicable laws on the use of fake/fraudulent documents to procure immigration documents
Ensure strict implementation of the Procurement Law (R.A. 9184)

Refinement of Rules, Regulations, Procedures and Policies


Refine the existing systems and procedures (e.g. Implement fully the Integrated Communication Plan (ICP) (communication of changes down the line)
Secure ISO 9001:2008 certification and sustain compliance
Improve the security features of accountable and immigration issued documents
Strengthen international cooperation to achieve immigration best practices
SMO (TWGs) to address conflicting policies/guidelines on a realistic approach and avoiding red tapes by revisiting documentary requirements on visa applications and the like consistent with the changing time

Infrastructure Improvement
Improve existing physical infrastructure through opening, transfer, rehabilitation and construction of new BI office buildings


Organizational and Structural Reforms


Pursue the passage of the New Philippine Immigration Law with possible inclusion of a provision immunity from suit to immigration officers in their regular performance of Anti-TIP/AIR profiling/operations at international airports and seaports
Upgrade salary grade of employees/personnel to minimize ills of corruption --- policy on compensation conflicting with existing rule (e.g. OT pay)
Institutionalize the all ad hoc divisions, sections, and other units of the Bureau (VCD and Anti-Fraud, Certification and Clearance Section, and AOD)
Create the Strategic Management Office (SMO)

Technology Advancement
Update the Information Systems Strategic Plan (ISSP) to effect the upgrading, and modernization of ICT resources and adoption of new technologies (e.g. Biometrics System, Online Services)
Create proposal to include in our budget (GAA) for the upgrade/acquisition of IT equipment for efficient and automated data management

Suspendido ang pasok sa lahat ng tanggapan ng pamahalaan sa 29 Disyembre 2025 (Lunes) at 2 Enero 2026 (Biyernes) para mabigyan ng oras ang mga kawani ng gobyerno na magdiwang ng Bagong Taon at makabiyahe nang ligtas.

JUST IN: MalacaΓ±ang, through Memorandum Circular No. 106, suspends work in government offices and classes on Monday (Nov. 10, 2025) in the National Capital Region, Cordillera, and Regions I, II, III, IV-A, IV-B, V, and VIII as Super Typhoon (Fung-wong) barrels through Luzon with destructive winds and torrential rain.

Meanwhile, classes at all levels in the aforementioned regions, as well as in Regions VI, VII, and the Negros Island Region, are suspended on Nov. 10 and 11.

β€œAgencies responsible for basic, vital, and health services, preparedness and response duties must continue to remain operational,” the circular read.

MalacaΓ±ang said other government offices in affected areas may adopt alternate work arrangements to ensure the continuity of essential functions.

Local governments outside the listed regions are authorized to issue their own class and work suspensions as needed. | Darryl John Esguerra
