𝗘𝗺𝗽𝗼𝘄𝗲𝗿𝗲𝗱 𝗳𝗼𝗿 𝗷𝘂𝘀𝘁𝗶𝗰𝗲: 𝗗𝗜𝗟𝗚-𝗟𝗗𝗡, 𝗡𝗔𝗣𝗢𝗟𝗖𝗢𝗠 𝟭𝟬 𝗰𝗮𝗽𝗮𝗰𝗶𝘁𝗮𝘁𝗲 𝗣𝗟𝗘𝗕 𝗺𝗲𝗺𝗯𝗲𝗿𝘀
To strengthen police accountability and uphold justice at the local level, the Department of the Interior and Local Government Lanao del Norte (DILG-LDN), in partnership with the National Police Commission Region 10 (NAPOLCOM 10), conducted a three-day Capacity Enhancement and Orientation for People’s Law Enforcement Board (PLEB) members on October 29–31, 2025, at Hotel Conchita, Cagayan de Oro City.
The activity aimed to enhance the competence, integrity, and confidence of PLEB members; key instruments in ensuring transparency and community oversight of the police. It forms part of the Department’s broader effort to build stronger, more functional, and sustainable PLEBs across the province of Lanao del Norte; bodies that embody accountability, fairness, and public trust in law enforcement.
To support this goal, DILG and NAPOLCOM developed a comprehensive guide to help local government units (LGUs) reorganize and institutionalize their PLEBs. This framework ensures that every board operates effectively in line with national standards while adapting to the unique needs of local communities. The initiative also reinforces the Department’s vision of a region where every PLEB is fully operational, adequately supported, and empowered to protect citizens’ rights and uphold the rule of law.
DILG-Lanao del Norte Provincial Director Edward G. Bhagwani expressed his heartfelt gratitude to the PLEB members for their active participation and unwavering commitment throughout the training. He commended their dedication to public service, emphasizing that by saying “yes” to this responsibility, they strengthen the people’s trust in the system and reaffirm their crucial role as independent guardians of justice and accountability.
The training featured engaging discussions led by NAPOLCOM legal experts. Atty. Sittie Jafsah M. Azis opened the sessions with an overview of the PLEB’s composition and essential role in promoting police accountability. Atty. Christine Mae N. Cabatingan elaborated on jurisdiction, venue, and procedural matters, while Atty. Yasir M. Ali deepened participants’ understanding of PNP offenses and corresponding penalties. Concluding the lecture series, Regional Director Atty. Ramon Alfredo E. Dela Cruz guided participants on properly evaluating and appreciating evidence in administrative cases; an integral skill for fair and balanced decision-making.
Beyond lectures, participants engaged in interactive workshops on ethics, case handling, and decision-making. The activity culminated in a decision-writing exercise, where each PLEB presented and defended their resolutions before a panel, showcasing their strengthened ability to apply the principles of justice, integrity, and accountability in real-world scenarios.
