Philippine Commission on Women The National Entity for Gender Equality and Women Empowerment It continues to build upon the past efforts and achievements in advancing the status of women.

The Philippine Commission on Women (PCW), formerly known as the National Commission on the Role of Filipino Women (NCRFW), has its story linked to the history of Philippine feminism, women’s movements, and gender mainstreaming. The Commission is the primary policymaking and coordinating body on women and gender equality concerns. It acts as a catalyst for gender mainstreaming, the authority on wom

en’s concerns, and advocates for women’s empowerment, gender equity, and gender equality. On August 14, 2009, through the Republic Act 9710, otherwise known as the Magna Carta of Women, the NCRFW was renamed PCW. Its mandate was expanded, and its structure and staffing pattern were revised with assistance from the Department of Budget and Management. The Commission is then tasked to monitor and oversee the implementation of the Magna Carta and ensure that government agencies are capacitated in its effective implementation.

Mas pinalawak nga ng PhilHealth ang maternity benefits nito, kabilang ang prenatal care at coverage para sa normal at cesarean delivery. Pero bukod dito, anu-ano pa nga ba ang serbisyong maaaring ma-avail ng isang babaeng miyembro ng PhilHealth? Abot-kamay nga ba ito kahit ng ordinaryong Pilipina?

Today, as we honor the Philippine flag, let us remember that beyond being a symbol of nationhood, it carries the story of sacrifice and courage. It stands as a reminder of May 28, 1898, when the Philippine flag was first raised and waved in Cavite, a powerful moment that marked the Filipino people’s growing unity and struggle for independence.

In remembering this historic moment, may the colors of our flag continue to call us toward dignity, equality, and empowerment for all, inspiring us to build a nation where every Filipino—especially women and marginalized sectors—is included, empowered, and able to shape our collective future.

PCW extends its deepest condolences to the family, loved ones, colleagues, and all those whose lives were touched by Professor Myrna Feliciano, a steadfast advocate for women’s rights and gender equality.

She championed reforms that advanced the rights of women and other marginalized sectors. She likewise authored pioneering works on gender sensitivity in the judiciary, human rights, environmental law, children’s rights, and judicial ethics. These contributions helped shape continuing legal education and strengthened efforts toward a more inclusive, responsive, and gender-sensitive justice system.

Prof. Myrna also served as Commissioner of the National Commission on the Role of Filipino Women (NCRFW, now the PCW) from 1992 to 1998 under the administration of President Fidel V. Ramos, and as Commissioner for the Academe from 2001 to 2004 under the administration of President Gloria Macapagal Arroyo.

Her lifelong dedication to justice, education, and gender equality leaves a legacy that will be remembered and will continue to inspire generations.

PCW Gearing Up for Upcoming CODI Summit and Recognition Ceremony for Top-Performing Agencies in GAD Budget Allocation and Utilization

To highlight the country’s continuing efforts to advance gender-responsive governance and promote safe, inclusive, and accountable workplaces, PCW is gearing up for two major events this year.

The 2026 Committee on Decorum and Investigation (CODI) Summit will serve as a multi-sectoral platform that brings together government agencies, private institutions, development partners, and key stakeholders to assess the current state of CODI implementation under the Safe Spaces Act (Republic Act No. 11313), the Anti-Sexual Harassment Act (Republic Act No. 7877), and related national and international frameworks.

The Summit aims to surface institutional experiences, operational gaps, and emerging best practices in addressing sexual harassment cases, while promoting gender-sensitive, trauma-informed, and survivor-centered approaches. Through sectoral dialogues and commitment-setting sessions, the activity will culminate in a CODI Summit Declaration reflecting concrete and actionable commitments toward safer and more accountable workplaces nationwide.

Alongside this, PCW is also preparing for the Recognition Ceremony of Top Performing Agencies in terms of GAD Budget Allocation and Utilization, which honors outstanding national government agencies (NGAs), government-owned and -controlled corporations (GOCCs), and state universities and colleges (SUCs) for their efforts in advancing gender-responsive governance through effective allocation and utilization of their GAD budgets.

Anchored in the Magna Carta of Women (Republic Act No. 9710), the GAD budget policy remains a vital mechanism in ensuring that government programs, activities, and projects address gender issues and contribute to women’s empowerment and gender equality. Building on the momentum of the 2025 recognition initiative, the 2026 awarding aims to inspire agencies to go beyond compliance and implement transformative, impactful, and people-centered GAD programs that create meaningful change in the lives of women and men.

PCW strengthens its commitment to transparency and accountability through its “Access to Information, Access to Empowerment: Freedom of Information (FOI) Orientation for employees and personnel.” The initiative highlights how integrating FOI principles into daily operations fosters a more informed, responsive, and inclusive public service—advancing the Commission’s mission of ensuring accessible information for all.

It is also aligned with , reinforcing PCW’s continued commitment to open governance, citizen empowerment, and strengthened public trust through transparency.

As OIC Deputy Executive Director for Management Services and FOI Decision Maker Dr. Macario T. Jusayan emphasized during the session, “Information itself is a form of empowerment,” underscoring the importance of keeping government processes open, accessible, and responsive to the people it serves.
