With a hopeful spirit, a 69-year-old Person Deprived of Liberty (PDL) at the Ilocos Sur Provincial Jail in Bantay, Ilocos Sur, embodies resilience and determination.

Despite spending over five years awaiting sentencing, Dino (not his real name) remains focused on personal growth.

He has completed a National Certification (NC II) in Organic Agriculture Production through the Technical Education and Skills Development Authority (TESDA) and is currently studying under the Alternative Learning System (ALS) offered by the Department of Education (DepEd).

Dino is among the PDLs recognized for their active participation in skills training and rehabilitation programs during the jail’s 11th Founding Anniversary and Prison Awareness Month Celebration on Oct. 9.

Other PDLs have earned NC II certifications in tile setting and housekeeping, while others completed training in Shielded Metal Arc Welding (SMAW), Steel Window Fabrication, Haircutting, and Candle Making and Packaging.

The celebration also featured the blessing and turnover of patrol vehicles and fi****ms, along with the inauguration of the PDL Rehabilitation Complex and library, which provide greater access to learning and livelihood opportunities for the 192 PDLs within the provincial jail.

LOOK | The Civil Service Commission (CSC) Ilocos Sur spearheaded the 3rd Annual Tree Growing Activity to commemorate the 125th Philippine Civil Service Anniversary at the sanitary landfill in Barangay Bagbagotot, Banayoyo, Ilocos Sur Friday, September 12, 2025.

Some 700 participants from various local government units and institutions across the province, including the Provincial Government of Ilocos Sur, local government units of Banayoyo, Vigan City, Sinait, and Candon City, as well as the Ilocos Sur Medical Center and the National Irrigation Administration joined the activity.

They also renewed their promise for a resilient community and environmental responsibility by signing the pledge of commitment.

Nearly 1,000 fruit-bearing trees including Langka, Suha, Guyabano, Coconut, and Rambutan were planted, as part of the initiative to promote environmental sustainability and to provide livelihood to the community.
