ONE-STRIKE AND NO-TAKE POLICY TO REINFORCE PNP-PCSO JOINT EFFORT AGAINST ILLEGAL GAMBLING

In a groundbreaking move to address the pervasive issue of illegal gambling, the Philippine National Police (PNP) and the Philippine Charity Sweepstakes Office (PCSO) have forged an alliance to intensify the national campaign against all forms of illegal gambling activities across the country.

Recognizing the detrimental impact of these illegal activities that erode public morals, PCSO General Manager (GM) Mel Robles emphasized that illegal gambling operations significantly affect the revenue generated by the PCSO, as the majority of earnings end up lining the pockets of illegal gambling operators.

"In turn, those losses deprive poor Filipino citizens of the healthcare and other benefits that the PCSO provides," GM Robles added, shedding light on the grave consequences of unauthorized gambling activities on vulnerable communities.

GM Robles further appealed to the public, urging them to participate only in PCSO-sanctioned games such as Lotto and small-town lottery. By doing so, not only can individuals stand a chance to win exciting prizes, but they can also actively contribute to the funding of the PCSO's welfare programs.

Meanwhile, PNP Chief General Benjamin Acorda Jr. has announced an "intensified crackdown" against these illicit activities and the individuals behind them, backed by the formidable "one-strike and no take policy."

The "One Strike and No Take Policy" represents a pivotal element in this comprehensive strategy, ensuring strict enforcement of the Doctrine of Command Responsibility. This resolute stance reflects the PNP's unwavering determination to eradicate illegal gambling and safeguard the welfare of the Filipino people.

Under the leadership of PGen Acorda, the PNP is mobilizing its established Regional/Provincial/City Anti-Illegal Gambling Special Operations Task Groups to intensify the implementation of the provisions outlined in PNP MC NO. 2017-022, aptly titled "PNP Anti-Illegal Gambling Campaign Plan: Operation High Roller." These specialized units will employ their expertise to gather intelligence, conduct thorough investigations, and execute strategic interventions, fortifying the nation's fight against illegal gambling.

"We will not tolerate the existence of illegal gambling activities that prey on the most vulnerable members of our society. Together with PCSO, we will deploy all necessary resources and implement stringent measures to put an end to this menace, PGen Acorda said.

“The one strike and no take policy represents a zero-tolerance approach, where any negligence or inaction will be met with swift consequences. With this strong stance, the PNP aims to leave no room for leniency in eradicating the illegal gambling menace”, PGen Acorda added.

RDs, PDs, District Directors, CDs, Chiefs of Police Station, and Police Community Precinct Commanders, and Chiefs, RCIDU and Team Leaders, CIDT who will be found inefficient or wanting in their efforts to eradicate and stop illegal gambling in their respective areas of jurisdiction shall be relieved from their post and be charged administratively under the Doctrine of Command Responsibility. The applicability of the One-Strike Policy shall be reckoned one month after the assumption of the abovementioned commanders/chiefs and directors.

INTERNATIONAL COLLABORATION RESCUES FILIPINA OFW FROM HORRIFIC ORDEAL: PNP AND THAI POLICE ARREST ABUSIVE EMPLOYER

In a remarkable display of international cooperation, the Philippine National Police joined forces with the Royal Thai Police on a successful rescue operation resulting in the arrest of Mr. Ibrahim Hashim Al-ami, an Iraqi national, in connection with the r**e and forced abortion of a Filipina Overseas Filipino Worker (OFW).

The operation, which took place on March 22, 2023, in Pattaya, Thailand, was carried out with the invaluable assistance of personnel from the Office of the Police Attaché Thailand and the Philippine Embassy in Bangkok.

The Foreign Affairs Division of the RTP received a request from the Philippine Embassy in Bangkok on March 19, 2023, to locate and ensure the well-being of a distressed OFW, whose identity remains confidential. Responding swiftly, the RTP sought the assistance of Pol. Maj. Gen. Khemmarin Hassiri, the Commander and Head of the Foreign Affairs Division of INTERPOL NCB Bangkok, RTP.

Following close collaboration, the Foreign Affairs Division of the RTP, in coordination with the Pattaya City Police Station, developed plans to locate and rescue the victim. A search warrant was obtained from the court, enabling a search of the suspect's property and facilitating a potential arrest.

On March 23, 2023, the joint efforts of the RTP officers, OPA Thailand, and Philippine Embassy personnel culminated in the successful rescue of the victim, whose name is withheld for her protection. The suspect, Mr. Al-ami, and his wife were apprehended and subsequently taken into custody at the Pattaya City Police Station for further investigation.

During the rescue operation, a Social Welfare Officer was present to support the victim, providing a safe space for her to recount the harrowing details of the r**e incident and forced abortion. Later, the victim underwent a thorough medical examination at Banglamung Hospital, where she was prescribed antibiotics for her forced abortion condition. Further medical and psychological evaluations were conducted on March 29, 2023, and the victim was expected to attend the court hearing for the r**e case filed against her employer in Pattaya.

Expressing his appreciation for the successful operation, PNP Chief PGen Benjamin Acorda Jr. stated, "This remarkable rescue operation demonstrates the unwavering commitment of our law enforcement agencies in protecting the rights and welfare of our citizens, particularly our overseas Filipino workers. We are grateful for the excellent coordination and collaboration between the Royal Thai Police and the Office of the Police Attaché, under the supervision of the Philippine Embassy in Bangkok. This joint effort sends a clear message that we will not tolerate any form of abuse against our fellow Filipinos, wherever they may be."

The successful rescue operation serves as a testament to the enduring partnership between the Philippines and Thailand in combating transnational crimes and terrorism in the region. The authorities involved in this operation have exemplified their dedication to ensuring the safety and security of their citizens, while simultaneously holding those who violate their rights accountable.

The Philippine National Police and its international counterparts remain resolute in their commitment to protect and support overseas Filipino workers, ensuring their well-being and upholding justice in the face of any adversity they may encounter abroad.

PNP CHIEF GRATEFUL FOR MEDIA’S RECOGNITION OF TWIN IMPERATIVES IN UPHOLDING EFFECTIVE GOVERNANCE

The Philippine National Police (PNP) expressed its gratitude to the Manila Bulletin for its insightful news article, published on April 26, 2023, titled "Performance Governance and Moral Ascendancy: Twin imperatives for an effective PNP." The article shed light on the support extended to PNP Chief PGen Benjamin Acorda Jr.'s five-focused agenda, outlining the key priorities for !nation's law enforcement agency.

In the said article, Manila Bulletin emphasized the significance of performance governance and moral ascendancy as twin imperatives for the PNP's effectiveness. PGen Benjamin Acorda Jr., the 29th PNP chief since the enactment of Republic Act 6975, acknowledged the challenges faced by the PNP and emphasized the importance of focusing on the organization's primary mandate to maintain peace and order in the country.

The PNP Chief also highlighted the need for continuity and coordination between the Department of the Interior and Local Government (DILG) and the PNP, citing the recent differences regarding an investigation into a major drug bust operation. PGen Acorda emphasized the importance of unity and close cooperation between the two organizations to ensure effective administration and operations.

The article also featured the PNP's commitment to professional and competent service, as mandated by Republic Act 8551, the Philippine National Police Reform and Reorganization Act of 1998. The establishment of the Center for Police Strategy Management and the implementation of the Performance Governance System (PGS) Pathway through PATROL Plan 2030 reflect the PNP's dedication to good governance and the pursuit of peace and order.

PGen Acorda reaffirmed the PNP's dedication to upholding good governance and ensuring the welfare of its personnel, stating, "As we give premium to the morale and welfare of the organization, assignment and positioning will be based on merit, ability, and moral ascendancy." This aligns with President Marcos' call for the PNP to prioritize public safety and the defense of democratic institutions.

It can be recalled that upon the assumption of the PNP Chief, he introduced the five-focused agenda and sought the support of all police officers, the media and the people towards a Serbisyong Nagkakaisa.
