The Philippine Statistics Authority (PSA), in collaboration with the Department of Labor and Employment (DOLE), piloted the use of the Citizen Authentication Portal (CAP) for beneficiaries of the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) program, aiming to eliminate duplicates and reduce fraud for improved beneficiary targeting.

A PSA-developed platform, CAP verifies the identity of TUPAD beneficiaries through the National ID authentication service, which involves facial verification and fingerprint scanning.

The pilot use of CAP for TUPAD was conducted in 56 areas across various cities within the National Capital Region (NCR).

Through CAP, the PSA continues to assist various government agencies in authenticating beneficiaries, ensuring service delivery is efficient and fraud-free.

LOOK: The Philippine Statistics Authority (PSA) formalizes the integration of the Ateneo de Manila University Business Insights Laboratory for Development (Ateneo BUILD) through the ceremonial signing and launching of the Ateneo BUILD Technical Resource Lab (TRL) Experience Center: e-KYC Extension Platform, on 20 May 2026 making it one of the first educational institutions to integrate with the National ID Authentication Services.

The Ateneo BUILD TRL Experience Center serves as a learning and demonstration facility integrating digital public infrastructure (DPI) systems, including the National ID into academic and enterprise innovation contexts.

The ceremonial signing and launching was attended by key PSA and ADMU officials led by Assistant Secretary Rosalinda P. Bautista, Deputy National Statistician of the PhilSys Registry Office and Fr. Roberto Chan Yap SJ, University President.
