The Provincial Government of La Union (PGLU) further strengthened youth leadership in the first district by empowering the Sangguniang Kabataan (SK) officials through a comprehensive Seminar Training Workshop held today at Vista La Vita Resort, Brgy. San Vicente, City of San Fernando, La Union.

Gov. Mario Eduardo C. Ortega graced the activity and underscored the indispensable role of young leaders in enhancing information dissemination initiatives in their respective municipalities and advancing community development.

PGLU also extends its profound gratitude to the Provincial Youth Development Officer Ydlaz Garcia, First District Representative Congressman Francisco Paolo Ortega V, and SK Federation of La Union President Harold Dave Sibuma for their unwavering support to the Elyucano youth.

As of 5:00 AM today, November 9, 2025, Typhoon (FUNG-WONG) continues to rapidly intensify as it moves closer to Catanduanes.

At 4:00 AM, the center of the eye of Typhoon UWAN was estimated at 195 km East of Virac, Catanduanes (13.8°N, 126.0°E), moving west northwestward at 35 km/h with maximum sustained winds of 175 km/h near the center and gustiness of up to 215 km/h.

Balaoan is under Signal No. 3. Expect storm-force winds and heavy to intense rains over the next 24 to 36 hours. Residents are advised to stay indoors, secure outdoor items, and prepare for possible flooding, power outages, and rough to very rough sea conditions.
