Under the leadership of Mayor Carlo Castor U. Concepcion, Brgy. Paraoir, Balaoan, La Union, headed by PB George B. Nelmida, successfully undergoes the Search for Model Barangay 2026 (SMB) evaluation on August 27, 2026, showcasing its best practices, innovative programs, and accomplishments in advancing good governance and sustainable community development.
The evaluation highlights the barangay's initiatives in Governance, Agriculture, Environmental Management, Health and Sanitation, Peace and Order, Disaster Risk Reduction and Management (DRRM), and Social Protection and Sensitivity. These efforts reflect the barangay's commitment to delivering responsive public service, strengthening agricultural productivity, protecting the environment, promoting public safety, improving community health, and building an inclusive and resilient community.
The Search for Model Barangay is anchored on Municipal Ordinance No. 6, Series of 2022. Section 7 of the ordinance encourages barangays to continuously improve their performance and uphold the principles of accountability, transparency, effectiveness, and good governance through regular visitation and evaluation. The initiative also supports the implementation of Provincial Ordinance No. 267-2020, which established the Provincial Search for the Cleanest, Safest, and Greenest Municipality and Magsidalus iti Arubayan, while assessing each barangay's readiness to meet the standards set under DILG Memorandum Circular No. 2018-194, otherwise known as the Seal of Good Local Governance for Barangays (SGLGB).
