ALAM N’YO BA? | Pagtiyak ng Pantay na paggamit ng Mga Pasilidad ng Pamahalaan/Pampubliko

Inilabas ng DILG ang Memorandum Circular 2025-037 nitong Abril ng kasalukuyang taon, upang paalalahanan ang lahat ng lokal na pamahalaan sa makatwirang paggamit ng pampublikong pasilidad. Dapat tiyakin ng mga LGU na ang serbisyo at pasilidad ng pamahalaan/pampubliko ay nagagamit at napapakinabangan ng mga mamamayan ng walang diskriminasyon batay sa political affiliation, relihiyosong paniniwala, socioeconomic status, o iba pang katulad na pagsasaalang-alang.

Ang ilan sa mga pasilidad na ito ay ang mga sumusunod:

a. Barangay Halls o multi-purpose halls, civic centers;
b. Plaza, parke at malalaking espasyo sa nasabing LGU;
c. Covered courts, sports complexes at recreational centers

READ | DILG recalibrates SGLG to focus on measurable impact

The Department of the Interior and Local Government announced that the Seal of Good Local Governance (SGLG) assessment for local government units (LGUs) this year is deferred as the SGLG program undergoes reprogramming.

The SGLG is an institutionalized incentive, honor, and recognition-based program of the Department on the exemplary governance of LGUs to uphold transparency, accountability, and effective public service delivery.

According to the DILG, there is a need to recalibrate the SGLG to support long-term solutions, and not just annual compliance; streamline indicators to focus on measurable impact; and improve funding mechanisms for fairer and more effective distribution.

From an annual assessment, the SGLG will shift to a term-based assessment structure to align with the three-year term of local chief executives. This will provide LGUs adequate time to implement substantial reforms and achieve measurable results.

The DILG will also consolidate SGLG’s ten governance areas into three key outcome areas, namely innovation, fiscal management, and crisis resilience to make the assessment more precise and focused.

Moreover, the SGLG Incentive Fund allocation shall ensure the long-term impact of the funds by considering the socio-economic disparities among LGUs and innovations addressing unique challenges, among others.

The DILG urges LGUs to shift their efforts towards preparing for the assessment on the succeeding cycles while awaiting for the new guidelines.

Earlier, DILG Secretary Jonvic Remulla announced the amendments regarding the reduction of governance area indicators, adjustment on the timeline of the assessment cycles, and the establishment of a board of judges for the SGLG program.

There were 714 SGLG awardees last year, 22 among them were consistent passers since its inception.

READ | DILG to LGUs, PNP, BFP: Ensure safe, peaceful Semana Santa 2025

Heeding President Ferdinand R. Marcos, Jr.’s call to uphold public safety during Holy Week, the Department of the Interior and Local Government urged all local government units (LGUs) and directed the Philippine National Police (PNP) and the Bureau of Fire Protection (BFP) to implement measures for the safe and peaceful observance of Semana Santa this year, placing both agencies on red alert to ensure readiness and response.

Through a memorandum circular, the DILG reminded LGUs to ensure the safety of all citizens who will be participating in religious activities during this year’s Holy Week, which began on April 13 (Palm Sunday) and will end on April 20 (Easter Sunday).

Under the MC, all local chief executives (LCEs) are enjoined to convene their Local Peace and Order Councils, Local Disaster Risk Reduction and Management Councils, and other local teams to draw up and implement contingency plans for Semana Santa. This includes ensuring the availability of adequate, safe, and orderly public transportation and emergency medical services, among others.

LCEs are likewise called to mobilize and deploy law and traffic enforcers, medical personnel, and other force multipliers in critical areas such as local and national roads, crime-prone areas or hotspots, transportation terminals, churches, and other public places.

The DILG said that LGUs must also mobilize all resources for garbage collection and disposal, and conduct clean-up operations in all public places, especially after the conduct of religious and social activities.

Earlier, the Department of Tourism announced that over 30 million Filipinos and international travelers are expected to visit popular destinations in the country for this year’s Holy Week.

The Department of Information and Communications Technology (DICT) has received reports regarding individuals falsely representing themselves as DICT Secretary Henry Aguda and his staff. These individuals have reportedly contacted LGU personnel, claiming to coordinate assessments for potential ICT projects in their provinces, and attempting to collect personal information.

Please note that these are unauthorized transactions and that the mobile numbers used are not associated with any DICT official or personnel.

83rd Araw Ng Kagitingan

𝐀𝐫𝐚𝐰 𝐧𝐠 𝐊𝐚𝐠𝐢𝐭𝐢𝐧𝐠𝐚𝐧: 𝐈𝐬𝐚𝐧𝐠 𝐏𝐚𝐠𝐧𝐢𝐧𝐢𝐥𝐚𝐲

Ang Araw ng Kagitingan ay higit pa sa isang petsa sa kalendaryo. Ito ay paalala ng sakripisyo, tapang, at walang kapantay na pagmamahal ng mga Pilipino sa bayan. Tuwing ika-9 ng Abril, ginugunita natin ang Bataan Death March at ang kabayanihang ipinamalas ng ating mga sundalo—mga lalake at babaeng humarap sa kamatayan alang-alang sa kalayaan.

Ngunit sa paglipas ng panahon, mahalaga ring itanong: Paano natin pinararangalan ang kanilang kabayanihan? Ang tunay na diwa ng Araw ng Kagitingan ay hindi lamang nasa mga monumento o seremonyang panandalian. Ito ay nasa bawat araw na pinipili nating maging matapat, makatao, at makabayan—sa gitna ng pagsubok, pang-aapi, o kasinungalingan.

Ang kagitingan ay hindi lamang nakikita sa digmaan. Ito'y makikita sa g**o na nagtuturo nang buong puso, sa manggagawang hindi sumusuko, sa kabataang pinipiling lumaban para sa tama. Ang ating pang-araw-araw na pagpili na magsilbi sa kapwa, sa bayan, at sa katotohanan—iyan ang modernong anyo ng kabayanihan.

Ngayong Araw ng Kagitingan, magnilay tayo. Tanungin ang sarili: Ano ang ambag ko? Paano ako magiging bayani sa sariling paraan? Sapagkat habang may mga Pilipinong handang tumindig, ang alaala ng ating mga ninuno ay mananatiling buhay—at ang diwa ng kagitingan, kailanman ay hindi maglalaho.
