The 19th Sangguniang Panlungsod, headed by the Honorable Vice Mayor Mercedes T. Goñi, conducted its 22nd Regular Session yesterday in Barangay San Isidro as part of its initiative to bring the government closer to the people.

One of the key highlights of the session was the enactment of the proposed ordinance authored by Hon. Arsenio C. Adana, Sr., entitled:

“Bais City Food Security and Sustainable Agriculture and Fishery Development Ordinance.”

This legislation seeks to advance the city’s agriculture and fisheries sector and strengthen Bais City’s overall food security.

The 19th Sangguniang Panlungsod of Bais, under the leadership of Honorable City Vice Mayor Mercedes T. Goñi, convened its 21st Regular Session earlier this morning to deliberate on proposed ordinances essential to effective administration and efficient governance of the City.

During the session, the Chairperson of the Committee on Social Services, Hon. Crisline M. Repollo, sponsored and secured approval on Third and Final Reading of the proposed ordinances, entitled:

“AN ORDINANCE ADOPTING REPUBLIC ACT NO. 8980, OTHERWISE KNOWN AS ‘AN ACT PROMULGATING A COMPREHENSIVE POLICY AND A NATIONAL SYSTEM FOR EARLY CHILDHOOD CARE AND DEVELOPMENT (ECCD)’ OF THE CITY OF BAIS.”

"AN ORDINANCE ESTABLISHING A VAWC DESK IN EVERY BARANGAY IN THE CITY OF BAIS, AND PRESCRIBING THE PROTOCOL IN HANDLING OF ALL VAWC CASES FILED THEREOF."

The enactment of this legislation into the statutes of the City reflects the current administration’s commitment to prioritizing early childhood care and development, and actively recognizes the importance of VAWC desk in every barangay, thereby helping secure the future of the Baisanons where one can proudly say: This is my city. This is my Matahom na Dakbayan sa Bais!

In line with Section 458(a)(2)(vii) of Republic Act No. 7160, the 19th Sangguniang Panlungsod of Bais, headed by Honorable City Vice Mayor Mercedes T. Goñi, convened its 5th Special Session requiring the City Planning and Development Office, City Assessor's Office, and the City Engineer’s Office to present and provide technical insights on the endorsed documents from Honorable City Mayor Luigi Marcel T. Goñi. These include the final draft of the following:

I. Comprehensive Land Use Plan 2024-2033

a. Volume 1 – The CLUP
b. Volume 2 – The Zoning Ordinance
c. Volume 3 – The Sectoral Studies
d. Volume 4 – The Climate Change and Disaster Risk Assessment

II. Local Development Investment Plan, 2024-2033

III. CLUP Brochure

These planning documents serve as the city’s blueprint for sustainable land allocation, urban growth, environmental protection, and long-term development. They play a crucial role in guiding Bais City’s strategic direction for the years 2024–2033.

Through the review and eventual adoption of these documents, the City of Bais reaffirms its commitment to sustainable urban planning, transparent governance, and effective public service delivery.

The 19th Sangguniang Panlungsod of Bais conducted its 20th Regular Session this afternoon, following the Regional Evaluation for the 2025 Local Legislative Award (LLA).

During the session, various legislations were enacted to ensure the efficient administration and effective governance of the City Government. The following ordinances were passed on Third and Final Reading by the respective Committee Chairpersons of the 19th Sangguniang Panlungsod of Bais, to wit:

The 19th Sangguniang Panlungsod of Bais, headed by the Honorable City Vice Mayor Mercedes T. Goñi, convened its 2nd Special Session, marking the 1st deliberation in the scheduled series of budget deliberations for the Bais City CY 2026 Annual Budget.

During the session, the Local Expenditure Program of the City Government was subjected to rigorous scrutiny and constructive discussion to ensure transparency, fiscal responsibility, and the proper use of public funds. The Sanggunian reaffirmed its commitment to protect the taxes of the Baisanons and to prioritize strategic programs, projects, and activities (PPAs) that will lead the City toward a truly “Matahum na Dakbayan sa Bais.”

In attendance were the heads and representatives of various LGU departments, the Local Finance Committee, and Civil Society Organizations (CSOs), who actively participated in the deliberations to uphold participatory and accountable local governance.
