The training emphasized that every correctly completed marriage document matters. Accurate, complete, and timely registration helps protect the legal rights of couples, supports the integrity of civil registry records, and ensures that families can access important government services in the future.

Through discussions, practical clarifications, and an open forum, participants were able to identify common errors in marriage applications and certificates, understand legal-capacity requirements, and raise actual concerns encountered in marriage registration.

More than a learning activity, this training strengthened coordination and communication between the City Civil Registry Office and its valued partners. By working together, we help ensure that every marriage record is properly registeredโ€”protecting the legal identity, rights, and future of every couple and family.

"Alone we can do so little; together we can do so much." This spirit of collaboration was evident as the City Civil Registry Office of Baguio successfully hosted the Seminar-Workshop on "Enhancing Civil Registration Awareness and Collaboration with Partner Agencies and Stakeholders" on July 21โ€“22, 2026, held at Orchard Hotel, Baguio City.

For two meaningful days, representatives from Social Security System (SSS), Department of Foreign Affairs (DFA), Public Attorney's Office (PAO), PhilHealth, Department of Labor and Employment (DOLE), Baguio General Hospital and Medical Center (BGHMC), Saint Louis University - Hospital of the Sacred Heart (SLUHSH), Notre Dame de Chartres Hospital, PINES CITY DOCTORSโ€™ HOSPITAL, the Department of Migrant Workers (DMW), Office of the City Social Welfare and and Development Officer (OCSWDO), and Regional Alternative Child Care Office (RACCO) came together to strengthen partnerships, exchange ideas, and deepen their understanding of civil registration laws, procedures, address issues and concerns, and best practices. The activity reinforced a shared commitment to delivering faster, more efficient, and citizen-centered services to the public.

The seminar commenced with the presentation of the Objectives of the Seminar by Mr. Allan B. Abayao, Acting City Civil Registrar, setting the tone for productive discussions and collaboration throughout the workshop.

The local government recently established and implemented the Barangay Civil Registration System (BCRS) pursuant to the Implementing Rules and Regulations of Act No. 3753 and Republic Act (RA) No. 7160, or the Local Government Code of the Philippines.

Under Executive Order No. 81, series of 2026, signed by Mayor Benjamin B. Magalong, the BCRS supports the effective implementation of civil registration laws in all 128 barangays in the city.

The BCRS team will be composed of the punong barangay, barangay council chairperson on the Social Services Committee, barangay secretary, barangay civil registration agents, barangay health workers, and barangay scholars.

Among the duties and responsibilities of the punong barangay and the barangay council are to initiate the passage of a barangay ordinance for the effective and efficient implementation of the BCRS; provide administrative supervision and support for its implementation; ensure sufficient budgetary allocations for BCRS operations; appoint and designate barangay civil registration agents and assign their respective areas of responsibility; create and convene the BCRS team and monitor its implementation and operations; initiate and facilitate information, education, and communication (IEC) campaigns among constituents on the importance of civil registration, the BCRS, and its services; maximize the use of available local government equipment for the BCRS information system; require the monthly report of the barangay secretary on BCRS implementation and maximize the use of generated data for barangay development planning; facilitate and assist the City Civil Registrar in the conduct of mass weddings, mobile registrations, IEC activities, and other related programs; and perform other functions relative to BCRS operations.

On the other hand, the duties and responsibilities of the barangay secretary are to act as the focal person for the BCRS and ensure the efficient management of the barangay registration extension services desk; implement the BCRS information system in coordination with the BCRS team; set up and maintain the BCRS monitoring board; maintain a barangay registry logbook or system of vital events; safeguard all submitted data, facilitate encoding, and ensure that all BCRS information is readily available for retrieval and use by the desk; consolidate and submit monthly reports on BCRS activities and accomplishments to the City Civil Registrar in coordination with the team; ensure that all civil registry forms are secured and properly accounted for and that all supplies needed for BCRS operations are available; and perform other functions related to BCRS operations.

The barangay council chairperson on the Social Services Committee shall lead the implementation of the BCRS in the barangay; monitor the occurrence of births, marriages, and deaths of barangay residents through coordination with the BCRS team; conduct regular information, education, and communication (IEC) activities concerning civil registration in coordination with the City Civil Registry Office and the Philippine Statistics Authority (PSA); encourage the cooperation and involvement of various agencies and individuals in activities related to the BCRS; and support the identification of unregistered individuals and facilitate the inclusion of civil registration concerns in barangay programs and plans.

Barangay civil registration agents shall coordinate with the BCRS team in implementing the BCRS; conduct house-to-house visits to identify unregistered births and deaths and validate vital events; interview household members during data-gathering activities; conduct active surveillance of vital events in their assigned areas; identify unregistered and delayed registrations; coordinate with hospitals, lying-in clinics, funeral homes, solemnizing officers, and families; submit accomplished BCRS forms to the barangay secretary; facilitate the registration of births, deaths, and marriages of barangay residents; assist families in accomplishing registration forms; monitor and report the occurrence of vital events in the barangay to the barangay secretary; and perform other functions related to BCRS operations.

At the same time, the City Civil Registry Office shall provide technical supervision and training to barangays; supply forms, guidelines, and reporting templates; monitor barangay compliance; and consolidate and transmit records to the PSA.

The activity assisted residents in addressing concerns on unregistered births, marriages, and deaths while expanding access to essential civil registry services at the grassroots level. The caravan was implemented in partnership with key agencies: the ๐๐ก๐ข๐ฅ๐ข๐ฉ๐ฉ๐ข๐ง๐ž ๐’๐ญ๐š๐ญ๐ข๐ฌ๐ญ๐ข๐œ๐ฌ ๐€๐ฎ๐ญ๐ก๐จ๐ซ๐ข๐ญ๐ฒ (๐๐’๐€) provided National ID services, ๐๐ก๐ข๐ฅ๐‡๐ž๐š๐ฅ๐ญ๐ก facilitated enrollment and account assistance, and ๐‚๐Ž๐Œ๐„๐‹๐„๐‚ accommodated voter record updating and related concerns; and serving a total of ๐Ÿ๐ŸŽ๐Ÿ’ transactions.

During the activity, the City Civil Registry Office also introduced the ๐๐ˆ๐Œ๐+ ๐š๐ง๐ ๐๐š๐ซ๐š๐ง๐ ๐š๐ฒ ๐Œ๐จ๐ง๐ข๐ญ๐จ๐ซ๐ข๐ง๐  ๐’๐ฒ๐ฌ๐ญ๐ž๐ฆ (๐๐Œ๐’) digital platform, developed by the ๐Œ๐ˆ๐“๐ƒโ€“๐Œ๐š๐ฒ๐จ๐ซโ€™๐ฌ ๐Ž๐Ÿ๐Ÿ๐ข๐œ๐ž, to strengthen barangay-level population monitoring and improve data accuracy. Complementing this initiative, the Office launched the Barangay Civil Registration System(BCRS) under Executive Order No. 81, Series of 2026, institutionalizing community-based civil registration through designated agents conducting continuous monitoring across all puroks.

Through the integration of digital systems and localized civil tracking, the city reinforces its commitment to inclusive governance, timely recording of vital events, and protection of every residentโ€™s legal identity. This initiative establishes a more responsive and accessible civil registration system and lays the groundwork for expanded implementation across all barangays in Baguio City.

The City Local Civil Registry continues to implement the โ€œBawat Sulok ay Susuyurinโ€ citywide program to seek out unregistered residents and facilitate late civil registrations.

The program was launched early this year initially targeting the vulnerable sector like the senior citizens, persons with disabilities, women, children, indigenous people and entertainers as the first beneficiaries.

Acting City Civil Registrar and Program Technical Working Group chair Allan Abayao said under the program, 64 belonging to the said sector had successfully been issued late registration.

The program is being sustained in coordination with the different organizations representing the vulnerable sector.

Abayao said the program is also currently being implemented for the general population through barangay-level initiatives under the Barangay Civil Registry System.

The โ€œBawat Sulok ay Susuyurinโ€ program is in line with Republic Act 3753, which requires the proper registration of births, deaths, marriages, and other civil status events.

It aims to reach every household in Baguio to help unregistered individuals secure documents needed for access to social, educational, and economic services.

The LCR reminds the public of the requirements for delayed registration of birth:
*Negative Certification from the Philippine Statistics Authority
*2x2 unedited ID photo with white background taken within the last three months
*Barangay Certification issued by the Punong Barangay as proof of residence
*National ID (or proof of registration with the PSA if not yet available)
*Cedula or a valid ID of the document owner

Additional requirements, if applicable, include:
*Marriage Certificate of the applicant or parents
*Death Certificates of the document owner or parents, if deceased
*Birth Certificates of parents or siblings
*Affidavit explaining the motherโ€™s absence (for non-marital children)
*Valid passport, Bureau of Immigration Clearance, or Alien Certificate of Registration Identity Card (ACR-I Card) for foreign parents
*Affidavits related to delayed registration, acknowledgment, paternity (RA 9255), or use of the fatherโ€™s surname
*Affidavits of two disinterested persons
*Applicants must also submit any two supporting documents showing the childโ€™s name, date and place of birth, and parentsโ€™ names. These may include:
*Baptismal Certificate
*School records (e.g., Form 137, Form 138, Transcript of Records, SF 10)
*Baby book or immunization (yellow) card
*Medical records of the child or mother
*Voterโ€™s registration form
*PhilHealth Member Data Record (MDR)
*Passport

Applicants aged 18 and above are required to appear in person. For minor applicants, parents must appear: both parents for marital children, and the mother for non-marital children. If the mother cannot appear, an affidavit explaining her absence must be submitted.

If filing on behalf of another person, the following are required:
*Special Power of Attorney or Authorization Letter
*Valid IDs of both the document owner and the applicant
*Affidavit explaining why the document owner cannot personally file the application

The cityโ€™s Local Civil Registry Office (LCRO) continues to intensify its digitalization and modernization efforts to provide clients with quality services following the advancement of information and communication technology (ICT) initiatives.

Acting Local Civil Registrar Allan Abayao said that some 6,106 documents were scanned and digitized while 74,903 records underwent data cleansing and validation in preparation for migration to the upgraded Baguio Civil Registration Information System.

On the other hand, he pointed out that the LCRO continues to upkeep some 678,676 primary evidentiary records of birth, marriage, and death certificates, where 25,564 documents were transcribed into the books of registry as secondary source of reference, representing a 9 percent increase compared to the same period last year.

In a related development, the LCRO conducted a civil registry caravan last February, serving 331 clients, a 42 percent increase compared to last yearโ€™s clients.

Abayao reported that during the aforesaid event, seven senior citizens were awarded their birth certificates after years of living without legal identities, where they rang the bell symbolizing joy, recognition, and inclusion under the Sounds of Joy program.

According to him, through the Bawat Sulok Susuyurin for civil registration initiative, some 64 beneficiaries from vulnerable sectors, including senior citizens, Indigenous Peoples, members of the Muslim community, children, and professional bar entertainers, were assisted by the LCRO.

Further, the LCRO also conducted five batches of seminars on the barangay civil registration system to strengthen grassroots civil registration assistance, aside from actively participating in civil registration awareness campaigns during barangay general assemblies held on weekends.

Abayao disclosed that the LCRO generated more than P1.9 million in revenues, representing a 9.1 percent increase in collections compared to the same period last year.

He assured that the LCRO will focus on certain priorities, including the continuation of the enhancement of its digitalization and modernization initiatives in partnership with the City Mayorโ€™s Office; strengthening inter-agency collaboration and stakeholder engagement; institutionalizing the barangay civil registration system by integrating performance indicators into the annual search for the best performing barangay in collaboration with the Department of the Interior and Local Government (DILG) and the City Mayorโ€™s Office; and conducting quarterly mobile registration and mass weddings, especially for couples who have been cohabiting for five years or more. โ€“ Dexter A.
