The PSC convened last 03 September 2026 at the PEO Conference Hall, Wangal, La Trinidad, Benguet, presided over by the Acting Provincial Planning and Development Coordinator Alberto B. Cuilan Jr. together with the Chief Statistical Specialist Imelda L. Buyuccan.

Key highlights of the meeting included:

✅ Updates on the 2027 Community-Based Monitoring System (CBMS), with provincial counterpart funding and support from LGUs and stakeholders.

✅ Preparations for the Provincial Product Accounts (PPA) Data Dissemination on 29 September 2026 in the City of Baguio.

✅ Activities for the National Statistics Month (NSM) this October, including the opening ceremony, motorcade, statistical forum, and provincial quiz elimination.

✅ Updates on the PhilSys (National ID) registration in Benguet.

✅ Progress of the Birth Registration Assistance Project, with 853 individuals successfully registered as of 02 September 2026.

This meeting underscored the strong collaboration among the PSC members in advancing statistical programs and services for Benguet.

𝐏𝐒𝐎-𝐁𝐞𝐧𝐠𝐮𝐞𝐭 𝐣𝐨𝐢𝐧𝐬 𝐭𝐡𝐞 𝐍𝐚𝐭𝐢𝐨𝐧𝐰𝐢𝐝𝐞 𝐒𝐢𝐦𝐮𝐥𝐭𝐚𝐧𝐞𝐨𝐮𝐬 𝐄𝐚𝐫𝐭𝐡𝐪𝐮𝐚𝐤𝐞 𝐃𝐫𝐢𝐥𝐥 (𝐍𝐒𝐄𝐃)

𝗕𝗲𝗻𝗴𝘂𝗲𝘁, 𝗣𝗵𝗶𝗹𝗶𝗽𝗽𝗶𝗻𝗲𝘀- Philippine Statistics Authority Benguet Provincial Statistical Office actively participated in the Nationwide Simultaneous Earthquake Drill held on 10 September 2026. The Nationwide Simultaneous Earthquake Drill (NSED) is an activity aiming to strengthen preparedness and disaster response capacities among government agencies, private institutions, and the public.

At exactly 2 P.M., the office executed the "Duck, Cover, and Hold" protocol upon hearing the simulated earthquake signal. Personnel evacuated the office in an orderly manner and proceeded to the designated evacuation area, where a headcount was conducted.

PSA Benguet’s participation in the NSED shows its commitment to promoting safety and preparedness in the workplace. Regular participation in these activities helps improve the office’s readiness during emergencies and supports the implementation of the Public Service Continuity Plan.

Aligned with its commitment to continuously bring government services closer to Filipinos, the Philippine Statistics Authority (PSA) and the Department of Health (DOH) forged a partnership to establish National ID registration centers and kiosks within DOH-retained hospitals.

Through a Memorandum of Agreement (MOA) signed on 06 August 2026 in Manila, the partnership establishes a co-location strategy that will bring National ID services within reach of patients, hospital visitors, healthcare staff, and children, among others, in government hospitals.

With the agreement, the DOH joins the PSA’s growing network of government partners supporting the colocation initiative, following the Philippine Health Insurance Corporation (PhilHealth), which partnered with the PSA in April 2026.

READ | PSA joins UN workshop, explores potential of register-based census of population

The Philippine Statistics Authority (PSA) joined a workshop hosted by the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) to look into the potential of adopting register-based census.

Called Capacity Strengthening Workshop Towards a Register-Based Census in Thailand: Exploring the Potential and the Path Forward, the workshop, conducted on 23 July 2026, was jointly organized by the National Statistical Office of Thailand (TNSO), ESCAP, the United Nations Population Fund (UNFPA) Thailand Country Office, and non-government organization, Vital Strategies.

The workshop explored the potential, requirements, and pathways for transitioning toward a register-based population and housing census in Thailand—an approach that utilizes existing administrative records, such as population registries, tax records, and social security databases, instead of relying solely on traditional house-to-house enumeration.

Representing the PSA, Chief Statistical Specialist Angelie Grace B. Aycardo shared how the Self-Assessment Tool on Readiness to Use Administrative Data for Census can help identify existing capacities, readiness gaps, and priority actions in using administrative data.

The Philippines’ participation aligns with the extension of the Civil Registration and Vital Statistics Decade until 2030 and supports efforts to strengthen civil registration, legal identity systems, and the production and use of vital statistics toward universal and timely civil registration.

On 07 September 2026, SrSS Nalyn C. Esican presented the Community-Based Monitoring System (CBMS) introduction, objectives, and importance to the Senior Citizens of La Trinidad during their Semi-Annual General Assembly held at the Municipal Hall, Pico, La Trinidad, Benguet.

The discussion emphasized how CBMS serves as a vital tool in gathering accurate and timely data that will guide local government units in planning, budgeting, and implementing programs responsive to the needs of senior citizens.

Baguio City - The Philippine Statistics Authority Benguet Provincial Statistical Office (PSA-Benguet) reminds the various religion and religious sects within the Province of Benguet including Baguio City to inform their ministers whose Certificate of Registration of Authority to Solemnize Marriage (CRASM) License are expiring this December 31, 2026, that renewal in the registration of their authority to solemnize marriage will be accepted starting October 1, 2026.

The said renewal is for the Solemnizing Officer (SO) to be prepared to accept solemnization of marriage at the start of the following year and the said license is valid for another three (3) years. For those whose CRASM licenses were already expired last December 31, 2025, are allowed to file anytime of the year, but the said validity will have less than the three (3) period due to delayed filing.

In addition, the prevailing guidelines in relation to this application is the Administrative Order No. 1 Series of 2021 (2021 CRASM Rules) which has been in effect since February 15, 2022. The said 2021 CRASM Rules are accompanied by Memorandum Circular No. 2022-10 for the requirements and screening procedures. For further instruction and updates, applicants are also advised to visit the PSA field offices to be updated with the latest Office of Civil Registrar General (OCRG) issuance and more, such as prevailing OCRG Form No. 1, Certificate of Marriage, etc.

The validity period of the CRASM license is based on Republic Act No. 6514, “An act that the authorization to solemnize marriage issued to priests, or ministers or rabbis shall be valid for a period of three years the same to expire on the thirty-first of December of every third year, amending for the purpose Article 95 of the Civil Code of the Philippines and for other purpose.”

Please be advised that PSA-Benguet has been transferred to its new address on the 1-3 Floor of Malipat Building, 106 Magsaysay Avenue, Happy Homes-Old Lucban near Louie’s Autosupply, the landmark is the new Producer’s Bank.

More than 24 million Filipinos have successfully used their National ID to verify their identities and open e-wallet accounts through GCash, a huge stride milestone in the country’s push for greater financial inclusion.

As of May 2026, 61 percent of onboarded GCash users—equivalent to 24.4 million Filipinos—used their National IDs, whether in card, paper, or digital format, for account opening and verification.

Aligned with the administration’s directives to accelerate nationwide digitalization and bring essential services closer to the people, the PSA continues to advance financial inclusion at the grassroots level.
