WATCH: Innabuyog-Gabriela Youth UP Baguio lead the 10th-year celebration of One Billion Rising in Cordillera, last Feb 14 in the UPB Parking lot. Women, students, faculty, and progressive individuals from different sectors in Metro Baguio joined together as we commemorate the decade of continuous dancing to rise, strike, and fight to end violence against women.

This year is the 10th year anniversary of the campaign with the theme RISE FOR FREEDOM! As we rise for freedom against violence and freedom from exploitation, we remember the struggle that indigenous women face while they fight for their democratic rights. The organization stands firm on its commitment to arouse, organize, and mobilize young women to campaign against the staggering statistics that 1 in 3 women on the planet will be beaten and r***d during her lifetime. A decade passed, but our call still persists.

One Billion Rising is the biggest mass action to end violence against women. It started in 2013 when the world came together to strike, dance, and RISE to eliminate all forms of violence against women (cisgender and transgender), girls, and the gender diverse people. It was based on the staggering statistics that 1 in 3 women on the planet will be beaten and r***d during her lifetime. With the world population at 8 billion during that time, this adds up to more than ONE BILLION WOMEN AND GIRLS.

Maraming salamat sa lahat ng dumaan, bumili, nakilaro, at nag-aral kasama kami! Isang makabuluhang araw na nanaman na magkakasama ang mga kabataang kababaihan na naniniwala at kaisa sa kampanya ng organisasyon tungo sa ligtas at mapagpalayang unibersidad para sa lahat ng kasarian.

ONE BILLION RISING 2023 IN CORDILLERA

This year is the 10th anniversary of the campaign with the theme: One Billion Rising 2023: RISE FOR FREEDOM! We commemorate a decade of militant action as we:

Rise for FREEDOM AGAINST VIOLENCE.
Rise for FREEDOM FROM EXPLOITATION.
Rise for FREEDOM FROM THE OLD CULTURE AND THE BIRTH OF THE NEW.

ONE BILLION RISING is the biggest mass action to end violence against women. It started in 2013 when rhe world came together to strike, dance, and RISE to eliminate all forms of violence against women (cisgender and transgender), girls, and gender-diverse people. It was based on the staggering statistics that 1 in 3 women on the planet will be beaten and r***d during her lifetime. With the world population at 8 billion during that time, this adds up to more than ONE BILLION WOMEN AND GIRLS.

MOVE THE SEMESTER! EXPAND STUDENT SERVICES! REVIEW ACADEMIC GUIDELINES!

Just less than a week prior to the resumption of classes, UP Baguio students are faced with various challenges brought by the sudden shift of the start of the second semester to February 6, a week earlier than the anticipated date. Aside from this, there are at least 63 cases of scholastic delinquency of students who were notified just days before the enrollment period, and 60 applicants at UP BREHA dormitory who were rejected from their application, including those who have been residents of the dormitory in the previous months. All these concerns are now being left as a burden on the students’ part, and the women youth are being directly affected by these.

The issues that the UPB community is facing right now are results of the UP Baguio admin’s long negligence to the calls and current circumstances faced by the student body. At the start of the AY 2022-2023, the whole university constituent was under a transition period from a fully online setup to hyflex mode of learning. Students and their families then, were still struggling to recover from the repercussions brought by the pandemic. But even during that time, the admin still decided to lift academic ease policies, instead pre-pandemic policies were put into effect. In the context of the abrupt adjustment of the academic calendar for the second semester, many students are still looking for long-term accommodations. The 3-week break between the semesters is insufficient for students to rest, look for accommodation, prepare and move in to Baguio. Many are still troubled by their financial circumstances and still cannot afford to move in to boarding houses considering the current economic crisis in the country which affects mostly the lower and the middle classes—where the majority of the UPB population are part of. This concern is in connection with the rejection of students’ application at the UP BREHA, who are now being forced to look for accommodation in just one week—a place that is at least four times their expected monthly budget.

The call to move the semester stems from the very decision-making process of the UPB admin. It is ironic that they were excluded in the decision and policy-making process of the university. In every decision made by the university whether in the context of basic services or academic policies, the administration MUST first consult with the population most affected by these —its constituents. It is their responsibility to first know and assess how their students and faculty are coping with the transition. However, since there was no consultation made prior to the students and faculty, there is no basis for the policies and decisions that were laid down to us by the university’s administration. Such decisions are manifestations of their blatant disregard and lack of consideration to individual and even collective concerns of the students.

If these incidents were assessed and considered by the administration per se, they would have made appropriate decisions and policies, and realized that the policies which they are imposing are truly anti-democratic and anti-student. The UPB admin owes its constituents an explanation and they must be held accountable for all the students who are being left behind.

With all these, the IGY UPB is one with the UP Baguio community in demanding UP Baguio admin to heed the calls of its constituents by: 1) moving the semester to give the students and faculty enough time to adjust to the full face-to-face learning setup; 2) expanding student services to address the basic needs of the students and to urgently address problems in scarcity of resources, financial capacity, and accommodation; 3) reviewing the efficiency and suitability of the university policies specifically the academic guidelines in full consideration of the transition period, and to evaluate the decision and policy-making process of the administration which directly affects the students and the faculty. IGY UPB believes that UP must be a university of and for the people, hence, it must be democratic, compassionate, and it must serve the best interest of its people. If the UP Baguio admin remains indifferent and fails to involve its constituent in decision-making processes, it is in no doubt that more issues concerning the students and their democratic rights will arise in the future.

�Ilegal na inaresto sa Baguio City ang IP rights defender na si Jennifer “Jen” Awingan sa bisa ng gawa-gawang kaso na rebellion at insurrection.

Isang masikhay na kasama at woman IP rights defender si Manang Jen, dati siyang miyembro ng PIGSA (Progressive Igorots for Social Action), at kasalukuyan namang miyembro ng Cordillera Peoples Alliance, na maaalalang nakaranas ng malalang pag-atake at panre-redtag mula sa NTF-ELCAC sa nakaraang mga buwan at taon. Siya rin ang ina ng lider-estudyante na si Kara Taggoa, na nito lamang 2022 ay sinampahan rin ng gawa-gawang kaso ng kapulisan.

Isa lamang si Manang Jen sa siyam (9) na mga aktibista na sinampahan ng warrant of arrest ng Regional Trial Court Branch 2 ng Bangued, Abra noong Enero 24, 2023. Kasama sa bilang na ito ay iba pang IP leaders at defenders, development workers, at media practitioners.

Non-bailable o walang piyansa ang kasong rebellion na isinampa ng RTC sa siyam na aktibista mula sa Cordillera at Ilocos region. Hindi rin ito ipinagbigay-alam sa kanila bago ilabas ng korte nasabing warrant.

Mariing kinukundena ng IGY-UP Baguio ang patuloy na paggamit ng estado ng mga gawa-gawang kaso laban sa mga human rights defenders at ang mga katulad na pag-atake sa mga indibidwal o grupo na tumatangan ng mga lehitimong panawagan at naghahangad ng tunay at makamasang pagbabago.

On December 7, House Bill 6486 was forwarded to the House Committee on Higher and Technical Education and Committee on Basic Education and Culture. The house bill is designed to mask Mandatory ROTC in a new name, “National Citizens’ Service Training (NCST) Program”. We, Innabuyog Gabriela Youth - UP Baguio, alongside the youth of Cordillera, firmly oppose this house bill.

According to the HB, the NCST is primarily designed as a “disaster preparedness program”, however, also stated in the House Bill under Section 14, is that students who are able to finish the NCST program will already be recognized as graduates of the “Compulsory Military Training under RA 7077”, in which students will undergo citizen soldiers’ training mandating them to becoming members of the AFP Reserve Command. Hence, this House Bill is no different to the Mandatory ROTC. We believe that the NCST Program does not address the more crucial issues in our educational system, and the challenges that the students are currently facing such as the right to a safe and accessible resumption of the traditional face-to-face classes. This House bill will only be an avenue for the state forces to violate students’ right to academic freedom while creating and maintaining a culture of impunity inside the university.
The proposed NCST program will have its direct impact on women. Even without programs like this, women are already becoming victims of various forms of harassment propagated from the macho-feudal culture which the ROTC has been perpetuating, as well as the Student Intelligence Network who are known to harass, intimidate, and threaten progressive individuals and organizations such as IGY-UPB. Apart from these, this bill will only be an extra cost, and Filipino families, especially the women will be shouldered with additional expenses in an already collapsing economy brought by the gradual increase in the Philippines’ inflation rate. Members of the Innabuyog Gabriela Youth UP Baguio were recently harassed by members of the Philippine National Police during their conduct of a chalk art activity in commemoration of the 18 Days of Activism against Gender-based violence. This is a manifestation that women are no longer safe around members of the state forces, and the pursuit of the HB 6468 will only increase the harassment and intimidation on women.

IGY UPB strongly opposes the proposed law, and we believe that the NCST Program is just a disguise to the Mandatory ROTC which we have already successfully thrown away decades ago due to its bloody history. The MROTC, now posed as NCST program is not designed to prepare us for disasters, but rather devised to perpetuate abuse, brainwashing, and violation on academic and human rights of the studentry.
