The City Government of Baguio proudly welcomes 50 new employees through the Batch 1 Induction Program, a 3-day orientation designed to equip them with the right mindset, skills, and values in public service.

HRMO Officer Atty. Augustin P. Laban III congratulated the inductees, emphasizing that being chosen among numerous applicants is both a blessing and a great responsibility. He highlighted that one of the key objectives of the program is to ensure that all new employees embrace the right mindset in public service.

In the message of Hon. Mayor Benjamin B. Magalong, delivered by Councilor Molintas, public service was emphasized as a higher calling:

A mantra that embodies the center of Customer Service bearing the Filipino Brand among the City Government of Baguio.

The City Human Resource Management Office of Baguio in partnership with the Department of Tourism-CAR conducted a seminar entitled "Customer Service Skills Enhancement Training: The Filipino Brand of Service Excellence" with 2 batches, each with 50 employees on the 19th and 20th of February 2025, graced by Grace Canave as the accredited DOT trainer for this seminar.

Excellent Customer Service is a term that gives out a universal understanding on treating clients the right way. Yet above this universality we Filipinos strive to define Customer Service by integrating our Culture and Traditions molding an image that distinguishes our capabilities from the rest.

Dr. Canave summarizes the Filipino persona into 5 words; Maka-Diyos, Makatao, Makakalikasan, Makabansa, Masayahin, May Bayanihan, and May Pag-asa.

This shall serve as footholds to identifying our own band of service. Dr. Canave Materialized the 7 words into the activities seen in the seminar itself.

Maka-Diyos by prayers and thanks giving upon the Almighty. Makabansa by kicking things off with National Anthem. Makatao by eliciting paired discussions of experiences regarding ones own customer service. Makakalikasan envisioned by various videos highlighting the natural beauty of the Philippines. May Bayanihan by encouraging team activities directed towards the same goal. Masiyahin by integrating songs and humor as catalysts for bringing smiles to the faces of its participants, and May pag-asa by ending with the notation that the pleasant service they have have portrayed and will portray shall turn into a legacy not only engraved into the hearts of the people they serve but also the heart that carries the entirety of the Local Government Unit of Baguio City.

Through this training, employees will refine their skills in Customer Service, learn best practices and strengthen their commitment to delivering of not just efficient, but truly heartfelt service.

Better Thoughts, Better Service, Bigger Impact.

Designed to help participants strengthen their character, feel empowered, and improve their overall approach to public service, the City Human Resource Management Office hosted the Pilipinas Game Changers Masterclass: Character and Values Enhancement, held on November 13 & 14, 2024, at Hotel Elizabeth, Baguio City.

The Learning Service Provider, Mr. Meliton Oliver R. Darvin provided participants with a deeper understanding of how the mind works and how it influences emotions, behaviors, and actions. Drawing from the latest research in brain science, he demonstrated that positive thoughts not only improve mental well-being but can also lead to constructive actions. This idea is grounded in the concept of neuroplasticity, the brain's ability to reorganize itself by forming new neural connections. By intentionally focusing on positive thinking, individuals can "rewire" their minds to respond more effectively to challenges and opportunities.

The masterclass also featured several interactive activities, including meditation. Through guided exercises, the participants learned how to focus their thoughts and achieve a state of mindfulness. Another insightful discussion was the concept of thought engineering, where participants were encouraged to write their personal and shared intentions. This practice helped employees identify and replace negative, limiting beliefs with positive, empowering ones, enabling them to realize their full potential and ultimate goals.

The Pilipinas Game Changers Masterclass was a transformative experience for the City Government of Baguio employees. As the City moves forward, the lessons gained from this masterclass will not only have a lasting impact locally but will also ripple out, inspiring positive change across the nation, and nothing’s gonna stop them now.

Effective communication is key in all areas of lifeβ€”whether it’s in business, government, or personal interactions. That’s why we’re excited to share the success of our recent training, "Advanced Communication Skills and Technical Writing Course Incorporating the Principles of QMS", held on October 17-18, 2024, at RNJ Hotel, Baguio City.

Led by the dynamic Ms. Manilyn R. Cacanindin, PhD, Chairperson of the ABEL Program at DMMMSU-SLUC, this training aimed to enhance the communication skills of our employees, focusing on advanced writing techniques in a technical setting while integrating the principles of Quality Management Systems (QMS).

In today’s digital era, clear and effective writing is more important than everβ€”whether in emails, reports, or social media. Good communication doesn't just mean being proficient in English; it means being clear, concise, and confident in conveying messages. Through this program, our employees gained practical tools to improve their technical writing, helping to foster stronger relationships with coworkers, stakeholders, and the public.

Long have our retirees awaited a meaningful end to their zealous service, and in response the City Government of Baguio implemented the activity entitled Relax and Learn: Retirement Planning, Advice Seminar and Wellness Program. This activity was conducted last October 10-11 2024 at San Juan, La Union.

The activity does not only strive to encompass the benefits of retirement but the challenges they are to expect after retirement.

The goal was not to bombard the aged with lectures, for they already had their fill of that, but elicit a method of learning that will make them look forward to the joys of retirement. In coordination with PSWD La Union, the participants visited a Public Home for the Elderly at San Juan La Union, meeting and greeting with its caretakers, and inhabitants, while learning about their local practices for the benefit of the elderly.

Puerto De San Juan is next on the checklist with its catering staff, delicious food, and mesmerizing beach front. With the guidance of Sir Ricky Ducas, the participants were informed that they are to
experience a series of steps, with gains and losses on which if properly processed would lead them to a life of fulfillment, ultimately attaining the virtue of Wisdom. Wisdom that prospers in what their lives have beset and not on which drowns on regret. GSIS also aided in the preparation of their
finances, presenting them the fruits of their contributions. Ma’am Coralie Dulnuan from Baguio City’s DSWD even gave a brief discussion on how the city assists the aging populace via discounts,
livelihood groups, programs, and infrastructure.

Our retirees also participated in numerous fun activities. A Family Feud esque game that challenges concurrent knowledge and wit. Pinoy Henyo that promotes speed and accuracy, and a group
presentation that values their memory and creativity. They were also given the opportunity to sing and dance the night away with the facilitation of the Human Resource Office.

The activity was able to gain a Very Satisfactory rating from our Elderly Participants collated via survey questionnaires. With this it is safe to say that, though difficult our retiree’s journey has been,
joyous they continue to be.

The much-anticipated Character Quiz Bee 2024, a hallmark annual event, took place at the IPED Conference Hall, Schools Division of Baguio. The event brought together some of the brightest young minds from across ten districts. With participants from the Madrasa Education Program (MEP), the Alternative Learning System (ALS), and Special Education (SPED) programs in the Schools Division of Baguio City. Both elementary and junior high school learners from public and private schools competed, showcasing their knowledge and understanding of not only academic subjects but, more importantly, the essence of good character.

The event began with a warm and motivating welcome from the Schools Division Superintendent, Dr. Soraya T. Faculo. Her words set a positive and hopeful tone for the competition, highlighting the importance of character education as the foundation of future leadership and sound society.

This message was reinforced by an inspiring address from the City Human Resource Management Officer, Atty. Augustin P. Laban, III. He eloquently reminded the audience that while education is essential, the pairing of education with strong values makes a true difference in the world. "Everybody can be educated," Atty. Laban noted, "but having good values and character is the most important pair to education." He emphasized the significance of using knowledge to help those in need and making the world a better place by upholding virtues like empathy, integrity, and responsibility.

Their combined efforts ensured that the event was not just a test of knowledge but also a celebration of the values that make responsible citizens.

As the young participants return to their respective schools, they carry with them not just the pride of competing but also a deeper understanding of the importance of character in shaping a brighter future for themselves and their communities. The Character Quiz Bee continues to be a beacon of hope, encouraging the next generation to be knowledgeable, compassionate, and responsible individuals.
