The Cordillera Regional Implementation Team (RIT) for Responsible Parenthood and Reproductive Health (RPRH) held its 3rd Quarter meeting on September 10, 2026, in a hybrid modality.

The gathering aimed to disseminate updated RPRH-related issuances and implementing rules and regulations to RIT members, Regional Line Agencies , and health partners.

A key highlight was the presentation of 3rd Quarter accomplishments across five Key Result Areas: Maternal, Neonatal, Child Health and Nutrition; Family Planning; Adolescent Sexual and Reproductive Health; Sexually Transmitted Infections and HIV/AIDS; and Elimination of Violence Against Women and Children.

The meeting was presided over by the Commission on Population and Development Cordillera, with participation from RIT member-agencies.

Training-Workshop Strengthens AHD Program Design and Implementation Across Abra, Benguet, and Baguio City

The Commission on Population and Development Cordillera Administrative Region (CPD CAR) successfully concluded a three-day Strategic Communication Workshop for Sectoral Population and Development (POPDEV) Strategies, held from September 1 to 5, 2026, at the Selah Vie Hotel and Resort. The activity gathered provincial and municipal population officers, workers, and key stakeholders from the Province of Abra, Province of Benguet, and Baguio City, alongside representatives from the National Anti-Poverty Commission (NAPC), to strengthen local capacities in leading Adolescent Health and Development (AHD) initiatives.

The training-workshop centered on equipping participants with the knowledge and practical skills needed to design, implement, and monitor responsive AHD programs. Sessions covered critical topics including the integration of the AHD Program within the Philippine Population and Development Plan of Action 2023-2028, regional demographic trends and their implications for youth, adolescent brain development, the establishment of functional Teen Centers, and the facilitation of evidence-based interventions such as the SHAPE-A Toolkit and Parent-Teen Talks.

In his discussions, Regional Director Reynaldo O. Wong underscored the urgency of addressing rising HIV cases and adolescent pregnancy rates, emphasizing that investing in the human capital of young people is key to unlocking the demographic dividend and achieving national competitiveness. He highlighted the importance of multi-sectoral collaboration and data-driven strategies to create supportive environments where adolescents can make informed decisions about their health and futures.

Participants lauded the workshop for its interactive and participatory design, which included return demonstrations, role-playing, and collaborative group work. The activity culminated in the presentation of localized AHD Program Designs, with each participating LGU crafting a tailored plan to address the unique needs of adolescents in their communities.

“The insights and strategies shared during this training will significantly benefit our provinces,” said Dr. Kirsty A. Depnag-Doman, Medical Specialist I, in her closing remarks. She further emphasized the value of the networks established during the activity, noting that, “it takes a village to raise a child,” and that sustained collaboration is essential for the success of youth development programs.

BECKEL, LA TRINIDAD, BENGUET – The Commission on Population and Development Cordillera Administrative Region (CPD CAR), in partnership with the local government unit of La Trinidad, Benguet, successfully conducted the U4U Teen Trail at Eastern La Trinidad National High School (ELTNHS) in Beckel, La Trinidad, Benguet, on September 7-8, 2026.

The U4U Teen Trail is an interactive, peer-led initiative designed to equip adolescents aged 10 to 19 with essential information regarding their development and social responsibilities. The program is part of CPD's continuing Adolescent Health and Development (AHD) initiative, which seeks to provide young people with vital knowledge and practical life skills to navigate the challenges of adolescence.

Through the two-day capacity-building workshop, trained student facilitators led their fellow youth in informative conversations on key topics including sexual and reproductive health, prevention of early pregnancy, HIV and other sexually transmitted infections, and mental well-being. The peer-led approach fosters a safe and engaging environment where adolescents can freely discuss issues that affect their age group, strengthening peer leadership and encouraging responsible decision-making.

The U4U Teen Trail forms part of a broader effort by CPD CAR and local government units to address pressing demographic and health concerns among the region's youth. Recent data from the 2024 Census shows that the regional population growth rate in the Cordillera Administrative Region has decreased, while the population is projected to be aging by 2026. In this context, investing in adolescent health and development is crucial for harnessing the potential of the youth and securing the region's demographic dividend.

𝐀𝐠𝐚𝐦𝐚𝐧𝐠 𝐓𝐞𝐞𝐧 𝐂𝐞𝐧𝐭𝐞𝐫: 𝐖𝐡𝐞𝐫𝐞 𝐓𝐫𝐚𝐝𝐢𝐭𝐢𝐨𝐧 𝐌𝐞𝐞𝐭𝐬 𝐘𝐨𝐮𝐭𝐡 𝐒𝐮𝐩𝐩𝐨𝐫𝐭

After the courtesy call at LGU-Lagawe, the Commission on Population and Development Cordillera Administrative Region (CPD CAR) spearheaded by Regional Director Reynaldo O. Wong visited the Agamang Teen Center at Cudog National High School on August 27, 2026.

The CPD CAR team together with Provincial Health Office-POPDEV Unit Ifugao Population Program Officer I Stephanie B. Licyayo, Lagawe Municipal Population Program Officer Imelda Cabigat, Medical Officer Dr. Shyre Unghiyon of DepEd SDO Ifugao visited the school and was welcomed by School Principal Minerva L. Dinamling and Teen Center Coordinator Nora A. Manangan.

Dir. Wong talked to the students, faculty members, health workers and provided inputs during the visit to help make the teen center even more interactive for their students.

Ms. Manangan also explained the origin and the meaning of the name “Agamang” and presented the center’s goals as a space serving the youth and addressing their needs.

Inside a room on campus, Ms. Manangan stood among visitors and the team proudly introducing the center where it held deep roots in their cultural past. In older days, when families grew to five or six children, homes became crowded. To solve this, communities built an extra house known as the Agamang.

Two years ago, in 2024, the school adopted this historic name to create the school-based teen center. Recognizing that students faced modern challenges such as drinking, smoking, and bullying, provincial and municipal officers partnered with the school to establish a safe haven. Just as the Agamang of old brought young people together under one roof, the hub was designed as a supportive sanctuary where teens could gather, play, and grow.

They also aimed to transform the center from looking like a standard classroom into an engaging, open space filled with art, skill-building workshops, and weekly events like Movie Mondays featuring youth-made films.

Rooted in the spirit of community and care that defined the Agamang, the teen hub stood as a vibrant space where no student had to navigate growing up alone. #

The Commission on Population and Development Cordillera Administrative Region (CPD CAR) invites all students, researchers, scientists, private organizations, Local Government Units, government and non-government organizations to send their research abstracts for this year's RCPD under the theme: "𝐴𝑑𝑣𝑎𝑛𝑐𝑖𝑛𝑔 𝐻𝑢𝑚𝑎𝑛 𝐷𝑒𝑣𝑒𝑙𝑜𝑝𝑚𝑒𝑛𝑡 𝐴𝑐𝑟𝑜𝑠𝑠 𝑡ℎ𝑒 𝐿𝑖𝑓𝑒 𝐶𝑜𝑢𝑟𝑠𝑒 𝑓𝑜𝑟 𝑎 𝐿𝑖𝑓𝑒𝑡𝑖𝑚𝑒 𝑜𝑓 𝑅𝑒𝑡𝑢𝑟𝑛𝑠."

We are looking for regional innovations, local evidence, good practices, policy initiatives, research outputs, and community-based approaches under the following thematic areas:

𝐇𝐄𝐀𝐋𝐓𝐇- focusing on health and well-being across the life course, including reproductive health, adolescent health and development, nutrition, healthy ageing, and access the quality health services; and
𝐏𝐑𝐎𝐃𝐔𝐂𝐓𝐈𝐕𝐈𝐓𝐘-focusing on labor force participation, employment, entrepreneurship, demographic dividend, migration, active ageing, and other factors that influence economic productivity and sustainable development.

LAGAWE, IFUGAO- To align local strategies with the Philippine Population and Development Plan of Action (PPD-POA) 2023–2028, Commission on Population and Development Cordillera Administrative Region (CPD CAR) Regional Director Reynaldo O. Wong had a courtesy call with Ifugao Governor Jerry U. Dalipog on August 28, 2026.

Director Wong expressed his gratitude for the province’s continued support of the PPD-POA and commended the performance of the Ifugao Population Unit under the Provincial Health Office. During the courtesy call, key discussions focused on policy support for POPDEV localization in line with recent Regional Development Council (RDC) resolutions and national directives.

CPD's Registry of Barangay Inhabitants and Migrants (RBIM) was also discussed, an initiative already backed by a Provincial Development Council resolution. The municipalities of Asipulo, Alfonso Lista, and Aguinaldo have already started the roll out of the system for local data generation and analysis while plans are underway to expand rollout to the remaining towns in the province.

BANAUE, IFUGAO-On August 27, 2026, Commission on Population and Development Cordillera Administrative Region (CPD CAR) Regional Director Reynaldo O. Wong had a courtesy call with Banaue Mayor Donald L. Mongolnon.

During the meeting Dir. Wong reiterated the current programs and initiatives of the agency particularly those aligned with the Philippine Population and Development Plan of Action (PPD-POA) 2023-2028. Moreover, the team presented the RBIM, a free, biometric, and data-protected system that allows the LGU to track migration, demographic changes, and target beneficiaries for assistance or disaster response in real time. The CPD offered technical assistance across Banaue to implement the RBIM and assist with data analysis for evidence-based local planning.

After the meeting, the CPD CAR team travelled to Gohang National High School to visit the Pahayupan Teen Hub. Dir. Wong talked to the students, faculty members, health workers and provided inputs during the visit to help make the hub even more interactive for their students.
