The City Government under Mayor Benjamin Magalong honored and recognized the volunteers and sponsors of the Summer Camp for Children with Disabilities during the flag-raising ceremony, May 25, at City Hall.

Conducted from April 23 to 27 at the Special Education Center in Military Cut-off, the activity marked the first local summer camp for children with disabilities spearheaded by the Persons with Disabilities Affairs Office (PDAO).

The five-day event aims to raise awareness and promote inclusivity for persons with disabilities through meaningful activities that benefit not only the participating children but also the volunteers who dedicate their time and service.

A total of 40 children from the Summer Capital with various disabilities participated in the camp, all of whom stayed on-site throughout the duration of the program and were assisted by 21 stay-in volunteers and around 50 stay-out volunteers.

Among the volunteers was 14-year-old Sharmaine Navarro, the youngest participant, who shared that her motivation to volunteer stemmed from her desire to gain new experiences. Meanwhile, 62-year-old Jacqueline S. Manuel, the oldest volunteer, said that despite the challenges, the experience brought joy to both the volunteers and the children.

โ€œMarami din kami experiences, kahit mahirap man, pero may tuwa. Natutuwa rin lahat, lalo na yung mga camp children,โ€ Manuel shared.

PDAO head Samuel G. Aquino expressed his gratitude to the Mayor, SK Federation of Baguio City headed by Hon. John Rhey L. Mananeng, Councilors Van Oliver B. Dicang and Edison R. Bilog, local government offices, private sector partners, business establishments and individuals who helped make the summer camp possible.

He noted that the strong collaboration among various stakeholders has also led to increased support for future PDAO initiatives.

โ€œThe PDAO expresses our gratitude to all the constituents of Baguio City for supporting one of the most legacy activities for children with disabilities. Without your engagement and participation, the Summer Camp would not have been successful. Kaya po kami nagpapasalamat,โ€ Aquino said.

The PDAO continues to organize the annual summer camp to promote unity, inclusivity, and empowerment among persons with disabilities across all barangays in the city and the initiative also encourages participants to build connections with one another in support of the local governmentโ€™s advocacy for diversity and inclusion across all sectors.

Dengue virus-carrying mosquito species known as Aedes Aegypti and Aedes Albopictus have the characterics of being โ€œsosyalโ€ as they only breed in clean stagnant water and โ€œsocialโ€ as they habituate places where people converge.

They are low-flying and have a flight range of 300 meters so clean-ups must be done simultaneously otherwise, they will just transfer to another unclean place.

Residents must religiously and simultaneously practice the 4โ€™oclock habit or the habitual search and destruction of mosquito breeding sites as the first step in the 4S strategy.

The rest are: Self-Protection Measures (use window screens, mosquito nets, wear protective clothing, use insect repellents); Seek Early Consultation; and Support Fogging and Spraying when Necessary.

ECO-WALK AT BUSOL WATERSHED
A group of young volunteers from the Rotaract Youth undertake clean-up and weeding activity at the Busol watershed on last May 28, 2026 as part of the Eco-Walk program of the city government and the local media association Baguio Correspondents and Broadcasters Club.

They were guided by BCBC long-time member Art Tibaldo who conducted a lecture on proper care of trees and forests as well as the importance of the eco-system.

During the regular session on May 25, 2026, the Baguio City Council discussed the possible implementation of electric vehicles (EVs) in the city in line with Republic Act No. 11697 or the Electric Vehicle Industry Act (EVIDA).

RA 11697 or the EVIDA promotes the gradual adoption of electric vehicles in the country through incentives, infrastructure development, and fleet transition requirements for public transport operators, government agencies, and industrial and commercial companies to support sustainable and energy-efficient transportation. It requires these entities to ensure that at least 5% of their vehicle fleet are EVs.

Serving as one of the resource speakers during the May 25 forum, Department of Energy (DOE) Director Patrick Aquino said that Baguio City is being considered as a pilot site for the implementation of the national law, noting its status as one of the countryโ€™s most visited destinations.

Appealing for the implementation of EVIDA in Baguio City, Aquino said that EVs, especially battery electric vehicles (BEVs), are more efficient than traditional vehicles or internal combustion engine vehicles (ICEVs) because they convert energy into motion with far less loss which results in lower energy use per kilometer, thereby reducing operating costs and lowering fuel dependence.

He mentioned that ICEVs cost around P5.00/km to operate, hybrids around P3.50/km, and BEVs approximately P1.71/ km.

Regarding doubts whether EVs are effective for public transport in Baguioโ€™s terrain, Aquino said the city had served as a testing ground for EV public transport and confirmed that EV units are capable of navigating steep roads.

Aquino said the Department of Budget and Management (DBM) and the Department of the Interior and Local Government (DILG) will soon issue updated guidelines on the procurement of motor vehicles which will streamline the acquisition of EVs and make them a more accessible option compared to ICEVs.

He confirmed that there are already 22 charging points in the region, with Benguet accounting for 12 AC charging points and 4 DC charging points. He added that guidelines for charging infrastructure development were issued by the DOE in September 2025 and that the DOE is encouraging the expansion of charging infrastructure in coordination with distribution utilities such as the Benguet Electric Cooperative (BENECO).

Aquino said that purchased EVs typically include a home charger and a portable charger for emergency use and that coordination with the DTI is already ongoing to strengthen the after-sales support system and develop technical training programs for EV technicians.

On the concerns regarding the possible risk of overloading the power grid leading to power interruptions due to the widespread EV adoption, Aquino explained that standard chargers of EVs have relatively low power draw which is comparable to common household appliances, making them less disruptive to the power grid. He emphasized that the DOE is coordinating closely with distribution utilities and electric cooperatives to ensure that infrastructure expansion is manageable and does not compromise system ability.

Aquino also clarified that the EC roadmap envisions a gradual transition toward renewable energy-powered transportation. He stressed that targets under the national plan indicate that by 2030, at least 25% of electricity used for EV charging should come from renewable energy sources which will increase to 100% by 2040.

Meanwhile, Atty. Marianne Dumpayan of the Land Transportation Franchising and Regulatory Board-Cordillera (LTFRB-CAR) said that information regarding the operation of over 100 electric vehicle taxi units in Baguio had not yet been formally cascaded to the regional office. She noted that the only confirmed information under their current records is the operation of EVs in La Trinidad, Benguet.

Jeremias Agpes of the Department of Trade and Industry-Cordillera (DTI-CAR) reported that their office continues to monitor the operation of charging stations in the region. He also confirmed that their office had already received national guidelines outlining technical regulations and standards that manufacturers and importers of EV charging equipment must comply with.

Engr. Olive Bete of BENECO mentioned that their office had already received information indicating plans to install around 11 additional charging stations in the city including sites such as the Baguio Convention and Cultural Center and the Athletic Bowl.

Bete explained that additional electrical loads from home charging systems must be properly coordinated with BENECO for safety purposes.

The Baguio City Council referred the matter to the Committee on Public Utilities, Transportation, and Traffic Legislation for further study. -Jordan G. Habbiling

The lack of suitable land remains a major challenge in improving the city's sewer treatment and desludging system.

In a press briefing last May 13, 2026, Engr. Jhomer Samoranos of the Wastewater and Hazardous Waste Management Division of the City Environment and Parks Management Office (CEPMO) said their office had been planning the construction of new wastewater treatment facilities, but admitted that identifying suitable sites remains difficult because sewer treatment facilities require wide spaces.

He said coordination with barangays and the implementation of social action plans are ongoing to help identify possible locations for future facilities.

Among the areas being studied is City Camp, although officials cited land-related concerns. They noted that treatment facilities are ideally located in the lowest portions of land near creeks to make desludging operations more accessible.

He said newer technologies are now available to improve wastewater treatment operations.

One technology being explored is the Johkasou system, a Japanese decentralized wastewater treatment technology. The system functions similarly to a septic tank but is equipped with sensors and advanced treatment capabilities that can meet the effluent standards of the Department of Environment and Natural Resources.

The city is studying the possibility of replicating decentralized treatment facilities in barangays, particularly in areas that remain inaccessible to regular desludging services. Barangays are also being encouraged to identify possible sites for these facilities.

Samoranos said the odor problem was also identified as a concern at the Baguio Sewer Treatment Plant (BSTP) located at North Sanitary Camp.

He noted that residents living near the plant have long complained about foul odors emanating from the facility, especially during summer months.

He said the treatment plant currently uses a conventional treatment process that produces gas during operations. The drying facility also relies on air drying, contributing to odor concerns in surrounding communities.

He said the same methods had long been used in the facility, but the area has since become more densely populated compared to previous years.

The city is pursuing the rehabilitation of the treatment plant, which is already outdated.

Although still operational, it can only serve a small percentage of the city's population.

The Cordillera office of the Environment Management Bureau (EMB-CAR) said in August last year that the facility only has a processing capacity of 8,600 cubic meters per day, meaning that only 14 percent of the population's wastewater is being treated, while the untreated effluent flows into creeks and tributaries and then into rivers, effectively polluting them.

The long-overdue upgrading and rehabilitation of the plant and the entire sewerage treatment system are currently still being worked out. -Aileen P. Refuerzo
