The Metropolitan BLISTT Development Authority (MBLISTTDA) joins the global community in celebrating World Environment Day on June 5. This annual observance brings together local government units (LGUs), businesses, communities, and individualsโ€”the stewards and protectors of our environmentโ€”to raise awareness and take action on pressing environmental issues.

World Environment Day serves as a reminder of our shared responsibility to become responsible users and guardians of our natural resources, particularly those derived from our land and water ecosystems. Every decision we makeโ€”from conserving energy and water to properly managing wasteโ€”contributes to the protection and sustainability of the environment within the BLISTT area and beyond the Cordillera Administrative Region.

In line with the mandate of Republic Act No. 11932, which strengthens the role of MBLISTTDA in promoting sustainable metropolitan development, environmental protection remains a key component of the Authorityโ€™s programs and services. Through integrated planning, resource management, and support for environmentally sound initiatives, MBLISTTDA continues to work with its stakeholders in building resilient and sustainable communities.

This year, let us commit to simple yet meaningful actions that can help protect our environment:

The Metropolitan BLISTT Development Authority (MBLISTTDA), led by Assistant Secretary Maria Monica C. Costales, PhD, successfully conducted a school supply donation turnover program at Jose Gonzales Elementary School. The activity was warmly received by School Head Resty Soltero and Punong Barangay Renato Pacheco, who expressed their gratitude on behalf of the learners and the school community.

โ€œToday, we are sharing blessings with our young learners. We thank our generous donors and community partners for making this school supply drive possibleโ€”one backpack, one notebook, and one heart at a time,โ€ ASec. Costales said, expressing her support for the students as they continue their educational journey.

The program acknowledged that the initiative was made possible through the generosity of the donors: Charlotte Bersamin, Laura Belle Blancas, Rey Blancas, Jerome and Florence Costales, MBLISTTDA Employeesโ€™ Association, who donated school supplies for the benefit of the learners.

The activity concluded with the signing of the Certificate of Donation by representatives of MBLISTTDA and Jose Gonzales Elementary School, signifying their shared commitment to supporting education and community development.

June 1, 2026 โ€” The Municipal Government of Itogon, led by Mayor Bernard S. Waclin, through the Municipal Environment and Natural Resources Office (MENRO) headed by Gerard S. Cornel, will celebrate Environment Month 2026 this June with a series of activities promoting environmental awareness, conservation, and community participation.

With the theme โ€œUnited for Nature: A Month of Environmental Festivity in Itogon,โ€ MENRO has lined up various activities aimed at strengthening environmental stewardship and encouraging residents to take an active role in protecting Itogonโ€™s natural resources.

Among the highlights are the Itogon Green Link Public Service Caravan, Agroforestry Trade Week, and Green Growth Expo from June 9 to 11, featuring environmental services, agroforestry products, and innovative waste diversion displays that showcase how recyclable materials can be transformed into useful products.

Several Communication, Education, and Public Awareness activities are also scheduled throughout the month, covering topics such as solid waste management, environmental conservation, forest land use planning, and responsible environmental practices for various sectors of the community.

A Tree Planting Activity will be held on June 25 in Anuvang, Tinongdan, while the celebration will culminate with a Closing and Awarding Ceremony on June 30 at the Municipal Gymnasium.

Through the observance, MENRO hopes to inspire greater environmental responsibility and foster a stronger culture of environmental protection among Itogon residents.

The Metropolitan BLISTT Development Authority (MBLISTTDA) proudly joins the nation in celebrating Environment Month this June 2026, reaffirming its commitment to sustainable development and environmental stewardship across the MBLISTT area.

Pursuant to Republic Act No. 11932, MBLISTTDA is mandated to promote area-wide programs and services on solid waste management, water resource management, flood control and sewerage management, health and sanitation, pollution control, urban planning, and the protection of our natural resources. These responsibilities highlight the Authorityโ€™s vital role in fostering a cleaner, greener, and more resilient Metro BLISTT for present and future generations. (Lawphil(!))

OCD-CAR, MBLISTTDA discusses concerns and collaborative measures under Kennon Roadโ€™s management ASec. Maria Monica C. Costales, PhD, MBLISTTDA Administrator, together with the Metropolitan BLISTT Development Authority (MBLISTTDA) staff paid a courtesy visit to the Office of the Civil Defense - Cordillera Administrative Region (OCD-CAR), headed by OCD-CAR Chairperson and Regional Director Albert A. Mogol last June 1, 2026. Both agencies initially discussed concerns regarding the management of Kennon Road and its recommended measures for public safety.

ASec. Costales introduced the MBLISTTAโ€™s history, services, mandate along with the Joint Inter-Agency Task Force Kennon. It was later emphasized how the MBLISTTDAโ€™s services, together with the Department of Public Works and Highways - Cordillera Administrative Region (DPWH-CAR), cover the management of Kennon Road.

RD Mogol introduced discussions on the history of the Joint Task Force Kennon, along with the pressing issues in Kennon Road, such as the road accidents in Tuba, obstruction of easements, mining near houses of residents, violations of speed limits and heavy-vehicle load limits, and the lack of lights in designated pedestrian areas.

Furthermore, the MBLISTTDAโ€™s clear objectives were commended to be relevant to OCD-CARโ€™s services and the discussion suggested an established system โ€“ with the creation of a preparedness plan and identifying gaps and produce effective solutions in major events such as the Panagbenga Festival, the surge of tourists during peak seasons, heavy rains that causes floodwaters near homes surrounding BLISTT. Once established, OCD-CAR will continue to coordinate with MBLISTTDA and DPWH-CAR to create necessary policies, disseminate Information, Education, and Communication (IEC) materials for visitors and residents in order to strengthen its inter-agency collaboration.

This initial discussion sets an opportunity to resolve issues regarding environmental degradation and public safety across the BLISTT area, with convergence and collaboration as the shared commitment for a safer, more prepared future for the BLISTT region and the entire Cordillera Administrative Region.

The Municipality of Tublay continues to advance inclusive and coordinated development as the Metropolitan Baguio-La Trinidad-Itogon-Sablan-Tuba-Tublay Development Authority (MBLISTTDA), through Administrator ASEC. Maria Monica C. Costales, actively participated in the Municipal Development Council (MDC) Meeting.

In line with Republic Act No. 11932, MBLISTTDA presented its role as a government instrumentality focused on long-term, inter-LGU planning, complementing local plans through:
โ€ข Medium- and long-term development planning for BLISTT
โ€ข Investment programming aligned with regional priorities
โ€ข Strengthening coordination among national agencies, LGUs, and civil society

Key priority areas discussed for collaboration include:
โ€ข Tourism Development โ€“ through tourism mapping, cultural heritage promotion, MSME support, and research
โ€ข Disaster Risk Reduction and Management (DRRM) โ€“ advancing resilience through coordinated projects and pilot initiatives

The Administrator also underscored the importance of aligning local plans such as the CLUP/land use plan, LDIP, and sectoral plans with broader regional and investment frameworks, including integrated water resource management and forest land use planning.

Through MDC Resolution No. 5, Series of 2026, the Municipality of Tublay formally welcomed MBLISTTDA as a member/resource institution in the MDC, reinforcing a shared commitment to harmonized planning, stronger partnerships, and sustainable development.

This collaboration ensures that Tublayโ€™s development priorities are strategically positioned within the larger BLISTT frameworkโ€”promoting a more connected, resilient, and forward-looking community.

On May 21, 2026, ASec. Maria Monica C. Costales, PhD., MBLISTTDA Administrator, together with the MBLISTTDA staff, paid a courtesy call to Department of Transportation โ€“ Cordillera Administrative Region (DOTR-CAR) headed by PBGen Glenn G. Dumlao, Regional Director at Swamp, Betag, La Trinidad.

During the courtesy, Assistant Secretary Costales introduced Metropolitan Baguio-La Trinidad-Itogon-Sablan-Tuba-Tublay Development Authority (MBLISTTDA), including its creation, mandate, and the services it provides in support of regional development and inter-agency coordination.

The Traffic and Transport Management Section (TTMS), headed by Engr. John Paul C. Bartolome, Section Chief, also presented the ongoing follow-on study for the Alternative and Multimodal Transport system, which will be enforced in the BLISTT area which was first initiated by National Economic and Development Authority - Cordillera Administrative Region (NEDA-CAR), now known as Department of Economy, Planning, and Development-CAR (DEPDev-CAR). It also covers the courtesy on data sharing related to the study, including discussions supporting the implementation of a single ticketing system with BLISTT Development Authority.

The courtesy call also discussed possible collaboration one of the MBLISTTDA 2027 projects, particularly on the training and deputization of Traffic Auxiliary Personnel (TAPs) and flaggers, to further enhance traffic management and road safety initiatives within the BLISTT area.

The meeting aimed to strengthen collaboration and cooperation between the agencies in support of traffic and transportation and sustainable development initiatives in the BLISTT.
