TABUK CITY, Kalinga โ€“ A significant milestone was achieved in the ongoing ancestral domain delineation process as the elders and leaders of the Uma Ancestral Domain in Lubuagan and the Balatoc Ancestral Domain in Pasil reached a mutual agreement on their common boundary.

The agreement was forged during a boundary conference held on May 28, 2026, at the NCIP Kalinga Provincial Office. The meeting was facilitated and documented by the NCIP Kalinga Provincial Delineation Team as part of the requirements for the application for delineation, titling, and recognition of the Uma Ancestral Domain.

Through constructive dialogue and in accordance with indigenous customary decision-making processes, the elders and leaders of both ancestral domains arrived at a consensus regarding their territorial boundary. The agreement reflects the commitment of both communities to uphold peace, mutual respect, and cooperation while safeguarding their ancestral lands and cultural heritage.

The successful settlement of the boundary concern is expected to contribute positively to the ongoing ancestral domain delineation process and further strengthen the relationship between the Uma and Balatoc communities.

The Banana Processing and Food Production Training for Dupag was successfully conducted in Tabuk City on May 26-27, 2026, providing community members with additional knowledge and practical skills in food processing and livelihood development. Participants were introduced to various banana-based products such as banana chips, butchi, banana ketchup, and other food by-products, including proper preparation, processing, packaging, and basic marketing.

The activity was attended by both women and men from the community who actively participated in the hands-on training sessions. To further support the participants in starting small livelihood activities, start-up kitchen utensils and basic processing materials were also distributed during the activity.

The training aimed to promote sustainable income opportunities, enhance local skills, and strengthen community participation in livelihood programs.

The project was implemented by NCIP-Kalinga in support of community-based livelihood development initiatives.

NCIP-Baguioโ€™s Atty. Claude Mia Tupeng delivered an insightful lecture on Cultural Heritage and the Indigenous Peoplesโ€™ Rights Act (IPRA) to Baguioโ€™s Finest during the Tourist-Oriented Police for Community Order and Protection (TOPCOP) Training held at El Cielito Inn on May 27, 2026.

The lecture highlighted the importance of preserving cultural heritage and strengthening awareness of Indigenous Peoplesโ€™ rights in promoting community order, protection, and responsible tourism.

๐Ÿ“š Empowering Futures: IPEAS Orientation Strengthens NCIP Grantees in Benguet

The National Commission on Indigenous Peoples Benguet Provincial Office conducted an orientation on the Indigenous Peoples Education and Advocacy Services (IPEAS) for grantees at the Ben Palispis Hall, Provincial Capitol, La Trinidad, Benguet on May 25, 2026.

The activity served as a venue to remind and orient the grantees on the guidelines, policies, and responsibilities of being an NCIP grantee, as well as relevant policies and programs implemented by the NCIP.

Also in attendance were focal persons and concerned staff from the four Community Service Centers (CSCs) in Benguet, highlighting continued coordination and support in the implementation of programs and services for Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs).

Today, May 21, 2026, a boundary conflict resolution meeting was held at the NCIP Kalinga Provincial Office in Bulanao, Tabuk City, Kalinga.

The dialogue involved the elders and leaders of the Ballayangon, Pinukpuk, and Poswoy ancestral domains, covering Barangays Poswoy and Ababa-an of Balbalan municipality, and was facilitated by Balbalan Municipal IPMR Severino L. Gonayon.

As agreed upon during the meeting, the next steps will include:
An onsite validation of the identified boundary by the elders and leaders
The signing of a Memorandum of Agreement (MOA)
The installation of ancestral domain boundary monuments

The activity was documented by the NCIP Kalinga Provincial Delineation Team, headed by PO Anneleis Marie Mabazza.

The Ayangan-Tuwali Indigenous Cultural Community (ICC) of Ducligan, Banaue, Ifugao gathered on May 20, 2026 for a Community Assembly conducted as part of the Free, Prior and Informed Consent (FPIC) process for the proposed Anaba Mini-Hydroelectric Power Project, which is awaiting approval from the Department of Energy (DOE) for its change of name to the Ducligan Mini-Hydro Project.

During the assembly, the project proponent, Ifugao Power Corporation, presented the details of the proposed project and addressed the queries and concerns raised by the community members.

The NCIP Ifugao FPIC Team facilitated and documented the activity in accordance with the FPIC guidelines and procedures. The activity was also attended by Wilson K. Kalangeg, Chief of the Technical Management Services Division of NCIP-CAR.
