TRACK AND INTENSITY OUTLOOK
• It must be emphasized that heavy rainfall and severe winds may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to “Other Hazards affecting Land Areas” for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone.
• ROSAL will continue moving generally northwestward until tomorrow (24 October) before moving northward then north northeastward between tomorrow and Sunday (25 October). On the forecast track, the tropical cyclone will exit the Philippine Area of Responsibility (PAR) by tomorrow early morning.
• ROSAL is forecast to weaken gradually within 24 hours. Afterwards, this tropical cyclone will weaken rapidly. It may be downgraded into a severe tropical storm by tomorrow morning and is likely to weaken further into a tropical storm by evening.

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. At 3:00 AM today, the center of the eye of Typhoon "ROSAL" {CHAMPI} was estimated based on all available data at 280 km East Northeast of Itbayat, Batanes with maximum sustained winds of 155 km/h near the center and gustiness of up to 190 km/h. It is moving Northwestward at 15 km/h.

The province of Apayao will experience rains with gusty winds due to TC ROSAL. Possible flash floods or landslides may occur due to moderate to heavy rains. Minimal to minor threat to life and property due to strong winds.

Meanwhile, the rest of Cordillera Administrative Region will experience cloudy skies with scattered rains and thunderstorms due to TC ROSAL. Possible flash floods or landslides may occur due to moderate to at times heavy rains.

TRACK AND INTENSITY OUTLOOK
• It must be emphasized that heavy rainfall and severe winds may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to “Other Hazards affecting Land Areas” for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone.
• ROSAL will continue moving generally northwestward until tomorrow (23 October) morning. It will begin to turn north northwestward by tomorrow afternoon before recurving north northeastward by Saturday (24 October). On the forecast track, the tropical cyclone will be closest to Extreme Northern Luzon between this afternoon and tomorrow morning. It will exit the Philippine Area of Responsibility (PAR) by tomorrow evening or Saturday early morning.
• ROSAL is forecast to weaken gradually within 24 hours. By Saturday, this tropical cyclone will begin to weaken rapidly and may be downgraded into a severe tropical storm.

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. At 3:00 PM today, the center of the eye of Typhoon "ROSAL" {CHAMPI} was estimated based on all available data at 360 km East of Itbayat, Batanes (20.9°N, 125.3°E) with maximum sustained winds of 165 km/h near the center and gustiness of up to 205 km/h. It is moving Northwestward at 15 km/h.

The Province of Apayao will experience rains with gusty winds due to TC ROSAL. Possible flash floods or landslides due to moderate to heavy rains. Minimal to minor threat to life and property due to strong winds may occur.

The rest of Cordillera Administrative Region will experience cloudy skies with scattered rains and thunderstorms due to TC ROSAL. Possible flash floods or landslides due to moderate to at times heavy rains may occur.

Meanwhile, Light to Moderate winds blowing from Northwest to Southwest will prevail over the region.

ROSAL FURTHER WEAKENS AS IT CONTINUES TO MOVE WEST NORTHWESTWARD OVER THE PHILIPPINE SEA EAST OF BATANES.

Location of Center (10:00 AM):
The center of the eye of Super Typhoon ROSAL was estimated based on all available data at 400 km East of Basco, Batanes (20.4°N, 125.8°E).

Intensity:
Maximum sustained winds of 185 km/h near the center, gustiness of up to 230 km/h, and central pressure of 925 hPa.

Present Movement:
West northwestward at 20 km/h

Extent of Tropical Cyclone Winds:
Strong to typhoon-force winds extend outwards up to 780 km from the center

➣ Severe Winds
The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.

• Minor to moderate impacts from gale-force winds are possible within any of the areas under Wind Signal No. 2.
• Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.

The highest Wind Signal that may be raised during the passage of ROSAL is Wind Signal No. 3, which is likely to be hoisted over Batanes. However, if ROSAL will move a more north northwestward track, hoisting of Wind Signal No. 3 will become less likely.

The Northeasterly Windflow and the periphery of ROSAL will bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds):

• Today (22 October): Most of Luzon and Visayas, Zamboanga Peninsula, BARMM, Northern Mindanao, Agusan del Norte, Surigao del Norte, Dinagat Islands, Sarangani, Davao Occidental, and Davao Oriental.
• Friday (23 October): Most of Luzon and Visayas, Zamboanga del Norte, Misamis Occidental, Camiguin, Davao Occidental, and Davao Oriental.
