Blessed with expansive forest covers and unique montane ecosystems, the Cordillera region is far more than just a scenic landscapeโ€”it is a vital, life-sustaining sanctuary for the critically endangered Philippine Eagle (Pithecophaga jefferyi). The regionโ€™s remaining pristine forests provide crucial nesting sites, vast hunting grounds, and safe corridors essential for the survival and propagation of the species.

Beyond serving as a stronghold for the national bird, the region is actively striving to establish itself as a premier center for biodiversity and ecological research. By leveraging indigenous knowledge systems, strengthening community-based forest management, and enforcing strict habitat protection, DENR-CAR aims to turn the highlands into a gold standard for conservation.

After weeks of intensive care and rehabilitation, โ€œYuma-a,โ€ a rescued Philippine Serpent Eagle from Sadanga, Mountain Province, has finally returned to the wild together with eight other rehabilitated birds under the care of the Department of Environment and Natural Resources โ€“ Cordillera Administrative Region (DENR-CAR) Wildlife Rehabilitation Center.

Named the โ€œYuma-a Eagleโ€ in honor of Sadangaโ€™s ancestral identity and cultural heritage, the rescued raptor symbolizes the deep connection between the community and the natural environment they have long protected and respected. The eagle was previously found wounded in Sadanga before being turned over to the DENR-CAR Wildlife Rehabilitation Center for immediate treatment and recovery.

Through continuous monitoring, proper nutrition, medical intervention, and rehabilitation efforts by wildlife personnel, Yuma-a gradually regained its strength and natural survival abilities until it was eventually declared fit for release back into its natural habitat.

Joining Yuma-a during the release activity were one Philippine Hawk-Eagle, five Philippine Scops Owls, one Scale-feathered Malkoha, and one Rufous-bellied Eagle. Most of these birds were rescued after being found injured, weak, displaced, or vulnerable due to habitat disturbance and other human-related threats. Following weeks and months of rehabilitation, the birds were successfully reconditioned and prepared for life in the wild once again.

The successful rehabilitation and release of the rescued birds underscore DENR-CARโ€™s continuing commitment to wildlife conservation and biodiversity protection in the Cordillera region, which remains home to diverse endemic and threatened wildlife species. Beyond medical treatment, the rehabilitation process ensures that rescued wildlife regain not only physical strength, but also the instincts and capability necessary to survive independently in their natural environment.

As Yuma-a and the other rehabilitated birds soared back into the forest, their release marked not only the culmination of a journey of healing and recovery, but also another milestone in the continuing efforts to conserve and protect the regionโ€™s wildlife.

DENR-CAR continues to encourage the public to help protect wildlife by refraining from capturing or keeping wild animals as pets and by immediately reporting injured, threatened, or endangered wildlife species to the nearest DENR office for proper rescue, rehabilitation, and conservation intervention.

A rare glimpse of a blooming Rafflesia flower was captured during a recent delineation and ground validation activities by the Community Environment and Natural Resources Office - Calanasan and the Provincial Government of Apayao.

The team encountered this remarkable parasitic plant while mapping out management zones within the pristine Biosphere Reserve of the yApayaos (BRyA) in Calanasan, Apayao.

Known for producing some of the largest flowers in the world, the presence of Rafflesia underscores the rich, undisturbed biodiversity thriving within the province.

"Our commitment to the Biosphere Reserve of the yApayaos goes beyond mere designation. It is a continuous mission of vigilance and discovery," says Department of Environment and Natural Resources-CAR Regional Executive Director Engr. Paquito Moreno Jr.

The DENR-CAR, through CENRO Calanasan, has been persistently monitoring local flora and fauna in Apayao to ensure that the ecological integrity of the landscape remains intact. While it remain hopeful and ever-watchful for signs of the Philippine Eagle again, its efforts have also led to encounter other remarkable species, such as the rafflesia, and flying foxes, which further highlight the incredible biodiversity of this province.

"As we uncover the hidden natural treasures of this region, our resolve to protect them only grows. Every discovery reinforces our goal, to establish Apayao as a premier center for biodiversity conservation, fostering a better understanding of the broad relationship of the communities thereat with these life support systems they gain from protecting their local environment." Moreno underscored.

Recently, to deepen scientific understanding, the DENR-CAR has endorsed a funding request from the Provincial Local Government of Apayao for comprehensive baseline data gathering, further studies, and habitat assessments of the Cantorโ€™s Giant Softshell Turtle which was recently discovered and subsequently released into the wild by CENRO Calanasan. The initiative is seen to allow the DENR-CAR and the PLGU of Apayao to establish critical conservation protocols, protect vital nesting grounds, and ensure the long-term survival of this rare species through informed, data-driven management.

The Department's partnership with the Lee Kong Chian Natural History Museum in Singapore further strengthens this mission, bringing international expertise to the documentation of Apayaoโ€™s unique wildlife.

The Department of Environment and Natural Resources-CAR urgently appeals to the public, especially nearby residents to strictly refrain from visiting, or crowding near the fixed-winged trainer aircraft crash incident site at Sitio Cabuyao, Poblacion, Tuba, Benguet, which sits within the Mount Santo Tomas Forest Reserve, and the Marcos Highway Watershed Forest Reserve.

Unauthorized foot traffic poses safety risks and potential disruption to both the sensitive investigation and the protected forest reserves.

As authorities process the site, the Department of Environment and Natural Resources-CAR, through Community Environment and Natural Resources Office Baguio, is working closely with the Tuba Municipal Disaster Risk Reduction and Management Office, the Bureau of Fire Protectionโ€“Tuba, and security forces to manage the aftermath of this tragedy.

As soon as the Philippine Air Force, Philippine National Police, and Scene of the Crime Operatives conclude their primary scene processing, and the site is cleared for secondary access, the Department of Environment and Natural Resources-CAR will immediately deploy technical teams to assess and mitigate critical ecological threats. Closely being monitored are critical environmental vulnerabilities such as toxic fluid contamination and run off, post-impact wildfire risks, and canopy and soil degradation, among others.

Once allowed, the DENR-CAR will pivot to containment and environmental remediation protocols. Priority actions will include skimming any affected waterways, excavating contaminated soil to prevent deep absorption, and implementing slope-stabilization measures, if needed, to bind the soil before rainy weather can wash hazardous pollutants down into water sources.

The DENR-CAR extends its deepest condolences and heartfelt sympathies to the families and loved ones of the casualties involved in this tragic incident.

The Department deeply appreciates the cooperation, vigilance, and adherence of the public to these safety and environmental protocols.

Preparing for the field-intensive demands of the Philippine Ecosystem and Natural Capital Accounting System (PENCAS), Department of Environment and Natural Resources-CAR technical personnel have been equipped with critical lifesaving and swift water rescue skills for upcoming water resource mapping operations.

The five-day Swim and Survive Inland Water Operations Training was conducted by the Municipal Disaster Risk Reduction and Management Office of the Municipality of La Trinidad for the technical staff of the Water Resources Utilization Section under the Licenses, Patents, and Deeds Division and the Conservation and Development Division. It was held at Asin, Tuba, Benguet.

The initiative serves as critical fieldwork preparation for the regional implementation of Republic Act No. 11995, otherwise known as the Philippine Ecosystem and Natural Capital Accounting System (PENCAS) Act. Under the law's institutional arrangements, the DENR is designated as the primary data producer responsible for generating site-specific ecosystem accounts. It mandates that natural resources, including rivers, creeks, lakes, and springs, be measured, audited, and given physical and economic valuations using internationally accepted environmental frameworks.

The training commenced with foundational modules covering emergency care, basic lifesaving skills, and an overview of swift water rescue concepts. It progressed to specialized topics relevant to swift water safety, including river dynamics, the use of technical personal protective equipment (PPE), and operational protocols. Emphasis was given on practical skill development through extensive instruction in water entries and exits, swimming and survival techniques, underwater skills, rope systems, and mechanical advantage methods for hauling and river crossing.

Moreover, the program incorporated modules on teamwork, coordination, and the use of equipment such as boats and other devices to enhance operational efficiency. The inclusion of simulation exercises and scenario-based drills allowed the participants to apply theoretical knowledge in controlled, realistic settings, fostering critical thinking and sound decision-making.

This training initiative equips the personnel with the competencies necessary to protect themselves and their colleagues while effectively fulfilling the office mandates and achieving operational objectives safely and efficiently.

In Barangay Butbut Proper, the physical landscape is as challenging as it is beautiful. Access to water has long meant distance, effort, and daily sacrifice. Families have endured long walks to far-off sources to secure a basic need that should be within reach. This scarcity has shaped routines, strained households, and limited opportunities for daily living, turning a simple survival need into a grueling communal labor.

โ€œWhen water systems work, progress flows,โ€ President Ferdinand Marcos, Jr. said, under whose directive the Department of Environment and Natural Resources-Cordillera Administrative Region (DENR-CAR) provided the community with Level II Water Works Project (Spring Development).

The project, funded under the Water Resources Management Office (WRMO) established by President Marcos through Executive Order No. 22, comes at a critical moment after the latter underscored water as a vital resource that sustains health, lives, and economic activities.

The Butbut Tribe is one of the many ethnolinguistic groups within the Kalinga province, primarily inhabiting the rugged, mountainous terrain of Tinglayan. Known for their fierce independence and rich warrior history, they are also the keepers of ancient traditions that have survived centuries of colonial influence.

The P2-million project, which will serve 147 households, includes a 31.394 cubic meter intake tank, filtration tank, and main tank. The amount also covers the installation of pipelines and fittings, hauling of materials, and other external works.

Butbut Community Integrated School, which children of the Butbut tribe attend, was the first one to have direct access to the water supply. The school primarily serves the Butbut youth, aiming to empower them by providing a conducive learning environment, and offering quality education necessary for students to thrive and succeed.

School Head Joy Bagninit shared that before the project, learners and teachers had to fetch water from distant sources and often struggled with a limited supply for daily use. โ€œWith the new system in place, the school now benefits from a more stable and accessible water supply that supports sanitation and learning activities,โ€ she said.

Punong Barangay Pedro Bugawit shared how the project delivered a deeper impact on the tribeโ€™s daily life. โ€œIt reduces the burden of water collection, improves health conditions, and restores time for education, livelihood, and community activities,โ€ he said. โ€œIn Butbut, water is now closer, bringing with it relief, dignity, and renewed hope for sustainable living.โ€

Environment Secretary Juan Miguel Cuna said that through this initiative, DENR reinforces its commitment to provide essential services to vulnerable and underserved communities.. โ€œOur objective is evolving into becoming architects of systems that bridge the gap between resource management and community resilience. We are building a foundation where water security is no longer a daily struggle for upland communities, but a permanent catalyst for their health and progress,โ€ he stated.

The turnover ceremony was held in the remote Barangay Butbut Proper and was received by the community reflecting gratitude and unity. The event was graced by Assistant Regional Director for Technical Services Benjamin Ventura, representing Regional Executive Director Paquito T. Moreno Jr., together with Project Coordinator, Angelica C. Jacela of the WRMO.

Jacela underscored the importance of collective responsibility in sustaining the project. โ€œThis initiative helps alleviate one challenge at a time faced by the community. Its success is a reflection of unity. We encourage everyone to help maintain the water system and protect the water source,โ€ she said.

The ceremony was also attended by PENRO Kalinga Francisco Balutoc, CENRO Tabuk Imelda Casiwan, Planning and Management Division Chief Rosita Apilis, Development Management Officer IV Simeon Micklay, and personnel from the regional and provincial offices.
