DAY 2 | From Knowledge to Action in VAWC Response ⚖️💜

Day 2 of the Multidisciplinary Team Training on the 4Rs brought another productive and enriching learning session as participants deepened their understanding of the legal, social, and investigative aspects of VAWC case management.

The day covered:

⚖️ Legal Framework on Women and Child Abuse
🏛️ Testifying in Court
📝 How to Prepare a Sworn Statement
🔎 Crime Scene Investigation
📂 Filing of Cases
🤝 CSPC Protocol and Case Management

Judge Melita Amylesha Delson-Macaraeg led the discussions on the Legal Framework and Testifying in Court, while the Social Welfare Officers of Far North Luzon General Hospital and Training Center shared their expertise on CSPC Protocol and Case Management. PMaj Marcy Grace U. Marron facilitated the sessions on Sworn Statements, Crime Scene Investigation, and Filing of Cases.

Another day of learning, sharing, and strengthening the skills needed to ensure that VAWC cases are handled with competence, care, and coordination.

The RCAT-VAWC CAR also extends its appreciation to the Department of Health – Cordillera Administrative Region (DOH Cordillera) for its financial support for this training. DAY 1 | Strengthening the 4Rs in VAWC Response 💜

Day 1 of the Multidisciplinary Team Training on the 4Rs brought together participants from select municipalities of Apayao, Benguet, Mountain Province, and Benguet State University for a day of learning, meaningful discussions, and active participation toward a stronger and more coordinated response to violence against women and children.

Participants explored key topics on the Multidisciplinary Team Approach, dynamics of victimization, recognizing abuse and intimate partner violence, physical and sexual abuse, safety assessment, and the limits of medico-legal examination. Through these discussions, participants gained deeper understanding of the importance of recognizing cases early, responding appropriately, and working together across different disciplines.

The RCAT-VAWC CAR extends its sincere gratitude to the Department of Health – Cordillera Administrative Region (DOH Cordillera) for funding this capacity-building activity and for supporting efforts to strengthen the knowledge and skills of our local VAWC responders.

When people think of VAWC, they often picture physical harm. But did you know that under Republic Act 9262 (Anti-VAWC Act), 𝗘𝗰𝗼𝗻𝗼𝗺𝗶𝗰 𝗔𝗯𝘂𝘀𝗲 is equally recognized as a 𝗰𝗿𝗶𝗺𝗶𝗻𝗮𝗹 𝗼𝗳𝗳𝗲𝗻𝘀𝗲?

Economic abuse includes:
🛑 Withholding financial support to control or punish a partner/children.
🛑 Preventing a partner from seeking employment or practicing their profession.
🛑 Controlling or destroying personal property and financial resources.

Economic deprivation is a form of control meant to trap survivors. You are not trapped, and the law stands firmly by your side. Reach out to your local LCAT-VAWC channels, Local WCPD, or your municipal social welfare officer for legal support and guidance. ⚖️

Earlier today, representatives from 20 different agencies gathered at the Eco Lodge, Magsaysay, Baguio City for a productive Inter-Agency Committee Meeting, bringing together 26 dedicated participants.

The meeting served as a crucial platform to discuss key joint resolutions between the Regional Juvenile Justice and Welfare Committee (RJJWC) and the Regional Committee Against Trafficking and Violence Against Women and Their Children (RCAT-VAWC).

Key highlights of the session for RCAT-VAWC included:
📌Joint Resolution No. 01, s2026: Recognizing Social Workers & Psychosocial Service Providers in Justice
📌Joint Resolution No. 02, s2026: Endorsing OPLAN TAGAPAGPATUPAD to LGUs
📌Joint Resolution No. 03, s. 2026: Hiring Additional Licensed Social Workers in CAR MLGUs
📌Joint Resolution No. 04, s2026: Score Policy for DepEd-CAR Students in Authorized Activities
📌 LCAT-VAWC Functionality Assessment Results – Presented by Mr. Allan F. Ocal of DILG-CAR to review local performance and areas for growth.
📌 RCAT-VAWC Strategic Plan (2024–2028) – Presented by the Secretariat, where agency members provided valuable recommendations and pledged funding commitments to sustain future programs.
