The Civil Service Commission Cordillera Administrative Region (CSC CAR) celebrated its 38th Founding Anniversary with a special occasion honoring the men and women who helped shape the organization through years of dedicated service—the agency’s first Retirees’ Day, with the theme “𝑃𝑖𝑦𝑒𝑠𝑡𝑎 𝑛𝑔 𝑃𝑎𝑠𝑎𝑠𝑎𝑙𝑎𝑚𝑎𝑡: 𝐶𝑒𝑙𝑒𝑏𝑟𝑎𝑡𝑖𝑛𝑔 𝑆𝑒𝑟𝑣𝑖𝑐𝑒, 𝑆ℎ𝑎𝑟𝑖𝑛𝑔 𝑆𝑡𝑜𝑟𝑖𝑒𝑠 𝑎𝑛𝑑 𝐼𝑛𝑠𝑝𝑖𝑟𝑖𝑛𝑔 𝑡ℎ𝑒 𝐹𝑢𝑡𝑢𝑟𝑒.”

The gathering was a meaningful “blast from the past,” bringing together memories worth remembering and honoring the sacrifices, commitment, and contributions that helped make CSC-CAR what it is today.

Among those who attended the celebration were former Benguet Director II Cornelia S. Padinay, George A. Manzano, Ronald L. Buen, Adoraline B. Marigza, Susan C. Wal, Nicker B. Abbugao, and Hilario M. Walang. Fermina T. Wacquisan also joined the celebration online.

CSC-CAR Director IV Fernando O. Mendoza expressed his appreciation and gratitude to the retirees, recognizing their years of service and the lasting legacy they have left in the Commission.

“Hindi lang ito programa para sa anniversary. Ito ay para sabihin sa inyo na maraming salamat. Salamat sa mga taon na inyong ibinigay, sa mga sakripisyo na inyong ginawa, at sa mga halimbawa na ipinakita ninyo sa amin upang magsilbing gabay kung paano namin gagawin ang aming trabaho,” Director Mendoza said.

As the celebration drew to a close, Director III Ruben U. Wacas offered a poem expressing gratitude for the retirees’ legacy and the continuing commitment of CSC-CAR to public service:

The first Retirees’ Day served as a heartfelt tribute to those who dedicated a significant part of their lives to public service, reminding everyone that while careers may come to an end, the values, lessons, and legacy of service continue to live on in the generations that follow.

Ngayong Araw ng mga Bayani, buong-puso nating pinararangalan ang mga bayaning nag-alay ng kanilang talino, lakas, tapang, at maging ng kanilang buhay para sa kalayaan at kinabukasang tinatamasa natin ngayon.
Ngunit ang kanilang kabayanihan ay hindi lamang alaala ng nakaraan. Ito ay pamana at hamon sa bawat Pilipino—na sa sarili nating paraan, piliin araw-araw ang tama, magmalasakit sa kapwa, at maglingkod para sa ikabubuti ng bayan.
Sa bawat tapat na paglilingkod, sa bawat pagtulong sa kapwa, at sa bawat munting ambag para sa mas maunlad na Pilipinas, patuloy nating binibigyang-buhay ang diwa ng kabayanihan.
Saludo sa mga bayaning nauna sa atin at sa bawat Pilipinong patuloy na naglilingkod nang may Puso, Dangal, at Galing Para sa Bayan.

The Municipal Government of La Trinidad, Benguet, has added another feat to its accomplishments as the first and only local government unit (LGU) in the Province of Benguet to receive the Bronze Award under the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME HRM) of the Civil Service Commission (CSC).

Members of the various PRIME HRM committees, department heads and supervisors, and personnel of the Human Resource Management Office (HRMO) underwent a second onsite assessment after the municipality was recognized in Learning and Development (L&D) and Rewards and Recognition (R&R).

MGO La Trinidad was first conferred the Certificate of Accreditation early last year after earning recognitions in Recruitment, Selection and Placement (RSP) and Performance Management (PM).

Leading the awarding ceremony were CSC CAR Regional Director Fernando O. Mendoza and Atty. Allyson M. Locano, Field Office Director of Benguet, together with La Trinidad Mayor Roderick C. Awingan and Vice Mayor Guiller A. Galwan.

“𝑇𝑜𝑔𝑒𝑡ℎ𝑒𝑟, 𝑅𝑆𝑃, 𝑃𝑀, 𝐿&𝐷, 𝑎𝑛𝑑 𝑅&𝑅 𝑓𝑜𝑟𝑚 𝑡ℎ𝑒 𝑓𝑜𝑢𝑛𝑑𝑎𝑡𝑖𝑜𝑛 𝑜𝑓 𝑔𝑜𝑜𝑑 𝑔𝑜𝑣𝑒𝑟𝑛𝑎𝑛𝑐𝑒 𝑏𝑒𝑐𝑎𝑢𝑠𝑒 𝑒𝑥𝑐𝑒𝑙𝑙𝑒𝑛𝑡 𝑝𝑢𝑏𝑙𝑖𝑐 𝑠𝑒𝑟𝑣𝑖𝑐𝑒 𝑑𝑜𝑒𝑠 𝑛𝑜𝑡 ℎ𝑎𝑝𝑝𝑒𝑛 𝑏𝑦 𝑎𝑐𝑐𝑖𝑑𝑒𝑛𝑡. 𝐼𝑡 𝑖𝑠 𝑏𝑢𝑖𝑙𝑡 𝑑𝑒𝑙𝑖𝑏𝑒𝑟𝑎𝑡𝑒𝑙𝑦 𝑡ℎ𝑟𝑜𝑢𝑔ℎ 𝑠𝑜𝑢𝑛𝑑 ℎ𝑢𝑚𝑎𝑛 𝑟𝑒𝑠𝑜𝑢𝑟𝑐𝑒 𝑚𝑎𝑛𝑎𝑔𝑒𝑚𝑒𝑛𝑡,” Director Mendoza said.

For his part, Mayor Awingan emphasized that the Bronze Award serves as both an achievement and a challenge for the local government.

The Resolution granting the Bronze Award to the Municipal Government of La Trinidad was issued prior to the deferral of PRIME-HRM activities.
