HAPPENING NOW | DAR-CAR kicks off LCMS Training and Web App Installation for Legal Division
The Department of Agrarian Reform–Cordillera Administrative Region (DAR-CAR), through its Legal Division, is conducting the three-day Legal Case Monitoring System (LCMS) Training and Web Application Installation from May 12 to 14, 2026 at Le Monet Hotel.
Said activity gathers LCMS point persons and encoders from the DAR Provincial Offices (DARPOs), along with DARRO legal and IT personnel to strengthen the implementation and enhancement of the department’s case monitoring system.
Sheila T. David, LCMS Coordinator from the Bureau of Agrarian Legal Assistance (BALA) of the DAR Central Office, serves as the resource speaker, discussing updates and providing technical guidance on the proper implementation and enhancement of the system.
Atty. Christine Montes Pul-oc, Chief of Legal Division highlights the importance of the LCMS as a guide for stakeholders to easily access case folders and monitor legal case developments. She explains that the system contains essential information, including assigned point persons, to ensure easier coordination and communication among offices.
“This conducive environment allows us to work better and learn from one another. I also encourage everyone to share the good practices from your respective DARPOs to further improve the implementation of the LCMS. After this activity, I encourage you to share what you have learned with your colleagues in your respective provinces,” Assistant Regional Director for Administration Virginia D. Aycud said.
Meanwhile, Regional Director Atty. Sheila B. Enciso recognizes the presence of the resource speakers and commends the Cordillera region for maintaining one of the cleanest and most organized LCMS databases.
“With the enhancement, we really have to double our efforts, especially in encoding, as we will have forthcoming cases during the implementation of petition for forfeiture as part of the agency’s strategies to fast-track SPLIT within the year,” RD Enciso states.
The LCMS is a web-based internal application DAR designed to record, track, and monitor agrarian-related cases at the provincial, regional, and central office levels, including DARAB Adjudicators’ Offices. The system provides real-time status updates, integrated reporting, barcode-based document tracking, and built-in tools that help accelerate the resolution of legal cases.
Among its key features are real-time monitoring of Agrarian Law Implementation (ALI), cancellation, and referral cases; case tracking through barcode technology; integrated accomplishment reporting; and regular data cleansing activities to ensure accurate and updated records.
