BAGUIO CITY – Five personnel formally signed their contracts with the Department of Agrarian Reform – Cordillera Administrative Region (DAR-CAR) before office hours concluded at 7:00 PM on June 2, 2026, with Regional Director Atty. Sheila B. Enciso representing the agency during the contract signing.

RD Enciso congratulated the personnel and warmly welcomed the newly hired and promoted employees. She expressed her support to the personnel and encouraged them to commit in delivering quality public service.

Under the Support to Parcelization of Lands for Individual Titling (SPLIT) Project, Atty. Marjorie Ace Uy joined as Legal Specialist, while Lindolf Bert Agustin and Jemmison Ashley Beñas were hired as Legal Case Monitoring System (LCMS) Data Encoders. Norhayda Alamada also joined the project as part of the Capacity Building and Technical Assistance (CBTA) support staff.

Also signing her contract was Gemma Martin, who joined as Cashier Staff under the Project VISTA (Value Chain Innovation for Sustainable Transformation in Agrarian Reform Communities).

Happening Now | DAR-CAR holds ILDF review in Ifugao

In a continuing effort to strengthen the implementation of the Project Support to Parcelization of Lands for Individual Titling (SPLIT), the Department of Agrarian Reform – Cordillera Administrative Region (DAR-CAR), led by Regional Director Atty. Sheila B. Enciso, together with the DAR Provincial Office of Ifugao, is conducting a joint review of Individual Land Distribution Folders (ILDFs) from May 27 to 28 at Tam-an Mountain Resort and Hotel in Busilac, Bayombong, Nueva Vizcaya.

Serving as a venue to identify operational gaps and existing concerns, the review highlights the importance of responsive and data-driven interventions to further improve project implementation. Discussions focus on the validation of existing records and the assessment of Ifugao’s current project standing within the Cordillera region to ensure a more efficient, accurate, and streamlined implementation of the SPLIT Project.

Participating in the activity are personnel from the DAR Regional Office, including Assistant Regional Director for Operations Atty. Nelson D.C. Palaris, Special Assistant to the Regional Director, PARPO Atty. Raul C. Laluan and representatives from Planning Office, Management Information System Service (MISS), and Field Office Division alongside personnel from the DARPO led by PARPO Engr. Elpidio Santos.

DAR-CAR STOD holds unit assessment, levelling activity

BAUANG, LA UNION | The Department of Agrarian Reform–Cordillera Administrative Region (DAR-CAR) Support to Operations Division (STOD) conducted its unit assessment and leveling-off activity focused on addressing workplace issues, operational concerns, updates, and strengthening coordination among personnel from May 19 to 21, 2026.

The activity served as an opportunity for employees to step away from regular office duties and openly discuss concerns affecting their respective sections and assignments in order to further improve their service.

“I am glad that you are all present today. This is very important when it comes to our wellness program. We can also level off on the directives of the Central Office Management,” Assistant Regional Director for Administration, Virginia D. Aycud said during the activity. She emphasized the importance of collaboration and open communication in resolving operational challenges within the division.

During the activity, Regional Chief Administrative Officer (RCAO) Perla Garcia also expounded on the government’s cost-cutting initiatives and underscored the importance of efficient and prudent use of resources within the agency.
Among the matters discussed was the inclusion of 20-percent allocation for traveling expenses for Contract of Service (COS) personnel, and wellness leave, which will take effect upon the issuance of supplemental or new contracts.

The activity continued with groups composed of COS personnel who consolidated issues and concerns encountered in their assignments. These were later addressed by section heads and ARDA Aycud during an open forum aimed at improving coordination, communication, and workplace support mechanisms within the division.

Further, ARDA Aycud, in her closing remarks, assured employees that the reported concerns would be raised during the upcoming Management Committee Meeting.

ATM | DAR-CAR kicks-off ILDF review roll-out in Benguet

The Department of Agrarian Reform – Cordillera Administrative Region (DAR-CAR), together with DAR Benguet kicked off the joint review of Individual Land Distribution Folders (ILDFs) at DAR Benguet Office, Pico, La Trinidad.

The two-day activity aims to review, validate, and harmonize landholding data under the Project Support to Parcelization of Lands for Individual Titling (SPLIT) Project to further strengthen and streamline project implementation across the province, hastening proper delivery of e-Titles to the Agrarian Reform Beneficiaries.

“With only 19 months left for the project, we need to maximize our efforts and address concerns immediately to ensure that targets are achieved,” DAR-Benguet Provincial Agrarian Reform Program Officer II Lailani A. Cortez underscored.

DAR-CAR Assistant Regional Director for Operations Atty. Nelson DC Palaris emphasized the importance of reactivating monitoring mechanisms and strengthening coordination between the Management Information System (MIS) and Monitoring and Evaluation (M&E) systems. “Regular data updating and improved system alignment are necessary to enhance regional accomplishments in line with the directives of the new administration,” he reiterated.

Further, Atty. Raul C. Laluan, Special Assistant to the Regional Director, underscored the importance of organized data management and teamwork in advancing the SPLIT Project.

DAR-CAR wraps up LCMS training, pushes faster legal case encoding

The Department of Agrarian Reform in the Cordillera Administrative Region (DAR-CAR) concluded its three-day Legal Case Monitoring System (LCMS) training and web application installation activity today, May 14, 2026, at Le Monet Hotel.

The training centered on workshops and technical discussions aimed at strengthening the implementation of the LCMS among legal personnel from the Provincial Agrarian Reform Offices (DARPOs).

During the activity, the DAR Legal Division emphasized the need to prioritize the encoding of existing cases to ensure accurate and updated monitoring of legal proceedings.

DARRO Computer Programmer Amy Sepulchre also discussed the role of Virtual Private Network (VPN) technology in safeguarding online transactions and data privacy.

A VPN is a security tool that creates a secure, encrypted tunnel between your device and the internet. It masks your IP address and encrypts your traffic, protecting online privacy and allowing users to safely browse.

Participants underwent pre-tests and post-tests to assess their understanding of the system and the technical discussions conducted throughout the activity.

Representatives from the provinces also expressed appreciation for the initiative, particularly the practical discussions and hands-on guidance provided by the resource speakers. They likewise recognized the DARRO Legal Division for organizing the activity and providing a conducive learning environment.

During the impression session, participants described the activity as easy to understand, noting that the resource speakers explained the topics well, especially for first-time LCMS encoders, and expressed gratitude for the opportunity to participate.

Certificates of completion were awarded to all participants at the end of the training.

Atty. Christine Montes Pul-oc, Chief of the Legal Division, acknowledged the assistance of Sheila T. David, LCMS coordinator from the Bureau of Agrarian Legal Assistance of the DAR Central Office, for providing technical guidance during the activity.

“We thank the provincial offices for supporting the initiative and remind participants to continue updating and encoding legal cases under the LCMS,” Atty. Pul-oc said.

Just In | DAR-CAR seeks stronger convergence with Benguet Capitol to address farmers’ concerns

The Department of Agrarian Reform – Cordillera Administrative Region (DAR-CAR) strengthened its partnership with the Provincial Government of Benguet during a courtesy meeting on May 13, highlighting the need for closer coordination among government agencies to better address the concerns of farmers in the province.

During the meeting, DAR-CAR Regional Director Atty. Sheila B. Enciso expressed gratitude to Benguet Governor Melchor D. Diclas for the provincial government’s support for the agency’s SPLIT and VISTA projects and sought continued backing for the endorsement of the Indigenous Peoples Agrarian Reform Community (IPARC) project.

“There is no problem in supporting the programs of regional agencies since these are all for the betterment of the province. The most important thing is that we are informed,” Governor Diclas assured.

He further underscored the shared responsibility of agencies and local government units in serving the agricultural sector.

“Iisa lang stakeholders natin, iisa lang tinutulungan natin, ang ating mga farmers,” he noted.

Meanwhile, RD Enciso stressed the importance of inter-agency coordination to avoid duplication of projects and ensure that government interventions effectively reach their intended beneficiaries.

The discussion also centered on the pressing concerns faced by farmers in Benguet, particularly the persistently low prices of agricultural produce, which continue to affect their livelihood and income.

HAPPENING NOW | DAR-CAR kicks off LCMS Training and Web App Installation for Legal Division

The Department of Agrarian Reform–Cordillera Administrative Region (DAR-CAR), through its Legal Division, is conducting the three-day Legal Case Monitoring System (LCMS) Training and Web Application Installation from May 12 to 14, 2026 at Le Monet Hotel.

Said activity gathers LCMS point persons and encoders from the DAR Provincial Offices (DARPOs), along with DARRO legal and IT personnel to strengthen the implementation and enhancement of the department’s case monitoring system.

Sheila T. David, LCMS Coordinator from the Bureau of Agrarian Legal Assistance (BALA) of the DAR Central Office, serves as the resource speaker, discussing updates and providing technical guidance on the proper implementation and enhancement of the system.

Atty. Christine Montes Pul-oc, Chief of Legal Division highlights the importance of the LCMS as a guide for stakeholders to easily access case folders and monitor legal case developments. She explains that the system contains essential information, including assigned point persons, to ensure easier coordination and communication among offices.

“This conducive environment allows us to work better and learn from one another. I also encourage everyone to share the good practices from your respective DARPOs to further improve the implementation of the LCMS. After this activity, I encourage you to share what you have learned with your colleagues in your respective provinces,” Assistant Regional Director for Administration Virginia D. Aycud said.

Meanwhile, Regional Director Atty. Sheila B. Enciso recognizes the presence of the resource speakers and commends the Cordillera region for maintaining one of the cleanest and most organized LCMS databases.

“With the enhancement, we really have to double our efforts, especially in encoding, as we will have forthcoming cases during the implementation of petition for forfeiture as part of the agency’s strategies to fast-track SPLIT within the year,” RD Enciso states.

The LCMS is a web-based internal application DAR designed to record, track, and monitor agrarian-related cases at the provincial, regional, and central office levels, including DARAB Adjudicators’ Offices. The system provides real-time status updates, integrated reporting, barcode-based document tracking, and built-in tools that help accelerate the resolution of legal cases.

Among its key features are real-time monitoring of Agrarian Law Implementation (ALI), cancellation, and referral cases; case tracking through barcode technology; integrated accomplishment reporting; and regular data cleansing activities to ensure accurate and updated records.
