𝗕𝗝𝗠𝗣 𝗔𝗡𝗗 𝗣𝗗𝗟𝘀 𝗖𝗘𝗟𝗘𝗕𝗥𝗔𝗧𝗘 𝗙𝗔𝗠𝗜𝗟𝗬 𝗠𝗢𝗡𝗧𝗛
With the theme, “Families, Equality, and Child Well-Being” (Pamilya, Pagkapantay-pantay at Kapakanan ng Pamilya at Bata), the Bureau of Jail Management and Penology (BJMP) joins the Family Month celebration with a kick-off on Sept. 7 during the City Hall flag-raising ceremonies, followed by activities by the participating offices.
The celebration of Family Week is anchored on Executive Order 241 and Presidential Proclamation 60, with emphasis on the importance of strengthening family unity as a foundation of national development.
Persons Deprived of Liberty (PDLs) under the care of the BJMP in the respective male and female dormitories celebrate as they are entitled to humane treatment, health and medical care, religious freedom and the right to suffrage, basic needs such as food and clean water, proper ventilation and sanitary surroundings, legal counsel, access to justice, and rights to rehabilitation. Depending on the situation, they could also be segregated from other PDLs; all based on the Philippine Constitution, national laws, and international standards.
BJMP focal persons for the male dormitory, Jail Officer Ryan Christian Busocan, representing Male Dormitory Warden Jail Chief Inspector Dexter Ngipol, and JO Mayla Baquedqued, representing Sr. Jail Officer IV Racquel Tengay, joined the steering committee meeting at the Baguio City Public Library (BCPL) with other representatives from the CSWDO; Committee Chair on Women, Social Services and Urban Poor Councilor Betty Lourdes Tabanda; the City Health Services Office (CHSO); City Civil Registrar; Department of Education (DepEd);
Baguio City Police Office (BCPO), BJMP Male and Female Dormitories, children and youth groups, Kalipunan ng Liping Pilipino (KALIPI), BCPL, Federation of Baguio Senior Citizens Association (FBASECA), Federation of Baguio Council for the Protection of Children (FBCPC), Office of Senior Citizen Affairs (OSCA), faith-based organizations, and other agencies.
After the kick-off and hanging of banners with the calendar of activities on Sept. 7, a good parenting seminar and workshop were conducted for male PDLs in the second week of September to equip them, strengthen family relations, and promote responsible parenting.
In the third week, a stronger marriage enrichment lecture and vow renewal are held to strengthen marital relationships, renew couples’ commitment to each other, and promote love, respect, and family unity. During the same week, a joint medical, dental, and mental health wellness mission proceeds for the PDLs and their visiting families within the dormitories.
In the fourth week of September, interactive parlor games, talent showcases, and family meals together are held to strengthen family bonds, promote teamwork and communication, and create meaningful moments of togetherness among families, even within their respective dormitories.
In the last week of September, a poster/slogan contest to promote creativity and family values, Family Month awarding, recognition, and evaluation shall be conducted. The overall impact of the activities is assessed as a basis for improvement and new activities for the next celebration.
For the whole month, jail clean-up and proper waste segregation activities are conducted to promote environmental responsibility with the active participation of every PDL, as part of the city’s circular economy (CE) “Pansa-nopen” program.
Joint livelihood skills and equipment demonstration, with practical skills for self-reliance and income generation and successful reintegration into the community, is also scheduled within the month.
The female PDLs will join the family day, family meal, and senior citizen hour with socialization on Sept. 16.
