The Environmental Management Bureau โ Cordillera Administrative Region (EMB CAR) is currently conducting a writeshop workshop on the updating of the 10โYear Solid Waste Management (SWM) Plans of local government units (LGUs). The activity, running May 12-14, 2026, offers LGUs a chance to refine their plans in line with Republic Act 9003, the Ecological Solid Waste Management Act of 2000.
Throughout the sessions, the participating LGUs are being assisted in presenting their annotated outlines, along with Forms 2 and 3 and the annexes to the annotated outline, which are essential for the renewal of their SWM Plans. They are likewise being guided in the preparation of Form 4, a key document required for deliberation by the National Solid Waste Management Commission (NSWMC). This ongoing support ensures that LGUs are not only complying with procedural requirements but also strengthening their technical capacity to manage solid waste effectively.
In her welcome remarks, Engr. Jean C. Borromeo, OIC Regional Director of EMB CAR, underscored that the writeshop is more than a compliance exerciseโit is an opportunity for LGUs to receive technical assistance and adapt their strategies to evolving consumption patterns. She highlighted coโprocessing as a potential alternative to tipping fees in sanitary landfills, while reiterating that segregation at source remains the most effective and sustainable practice in solid waste management.
The writeshop brings together representatives from various municipalities across the Cordillera. From Ifugao Province, the participating LGUs include Lagawe, Lamut, Banaue, Alfonso Lista, Asipulo, Hingyon, Hungduan, and Kiangan. Joining from Benguet Province is the municipality of Mankayan, while from Abra Province, the municipalities of Danglas, La Paz, LicuanโBaay, and San Juan are also actively engaged in the sessions.
By convening these LGUs, EMB CAR fosters collaboration, peer learning, and collective problemโsolving. The ongoing activity reflects the shared responsibility of local governments in advancing environmental governance, promoting recycling, and ensuring that communities adopt practices that reduce waste and protect public health.
As the writeshop continues, EMB CAR reaffirms its commitment to guiding LGUs in crafting responsive, evidenceโbased SWM Plans that address both present challenges and future demands in the Cordillera region.
