DTI–JHMC MOU STRENGTHENS MSME DEVELOPMENT

The Department of Trade and Industry (DTI)–Baguio Benguet Provincial Office and the John Hay Management Corporation (JHMC) have signed a Memorandum of Understanding (MOU) to strengthen local enterprise development, promote sustainable investments, and generate employment opportunities within Camp John Hay.

Signed by DTI Provincial Director Felicitas O. Bandonill and JHMC President and CEO Manjit T. Singh Reandi, the agreement highlights joint initiatives to advance MSME development through capacity-building, product promotion, and expanded market access.

JHMC will provide venues in Camp John Hay for DTI-assisted MSMEs to showcase and sell their products, while both agencies will co-implement pine needle and pine cone craft trainings to revive eco-friendly industries under the “Breathe Baguio” Advocacy.

“This partnership opens new opportunities for MSMEs to thrive and innovate, recognizing that MSMEs do not merely support the economy — they are the economy itself,” said Director Bandonill.

“By supporting sustainable enterprises, we strengthen our commitment to responsible economic growth while further advancing community development,” added President Singh Reandi.

The MOU will be in effect for a period of one (1) year, ensuring sustained collaboration and measurable outcomes within its duration. The signing was witnessed by Chief Trade and Industry Development Specialist Richard Avelino T. Limpin; JHMC Chairperson of the Board, Atty. Kristoffer Lee Dance; and JHMC Vice President and COO, Jane Theresa Tabalingcos.

MOU SIGNED BY BAKUN, BUGUIAS, AND JHMC TO AID FARMERS

The municipalities of Bakun and Buguias, Benguet, have entered into a Memorandum of Understanding (MOU) with the John Hay Management Corporation (JHMC) for a vegetable recovery project, providing local farmers with a dedicated venue to market and sell their produce at Scout Hill, Camp John Hay.

The Memorandum of Understanding (MOU) lists Mayor Fausto T. Labinio of Bakun, Mayor Julius M. Amos of Buguias, and JHMC President and Chief Executive Officer Manjit Singh Reandi as signatories. During the signing, the honorable mayors were represented by Councilor Jesus D. Lozano of Bakun and Municipal Agriculturist Delfin Rufino of Buguias, with the ceremony witnessed by several key officials from both municipalities.

The agreement establishes provisions for temporary market and distribution areas at Camp John Hay to accommodate farmers’ harvests, enabling recovery, redistribution, and sales. It also highlights initiatives on sustainable food systems, reduction of agricultural surplus, and livelihood restoration, supported by coordination and logistical measures for effective implementation.

“The signing of this MOU reaffirms our commitment to our constituents, especially our farming community. Nearly 80 percent of our constituents depend on farming for their livelihood; hence, we look forward to seeing this collaboration fully realized,” said Councilor Jesus Lozano of Bakun.

“We share the same vision, to support our constituents, particularly in the marketing of their vegetables. We pledge to develop a mechanism that will ensure the benefits of this initiative circulate among our farmers, recognizing the diversity of our farming communities. Moreover, we commit to abide by the policies of Camp John Hay and the City of Baguio to sustain a strong and successful collaboration,” added Councilor Delfin.

“Camp John Hay welcomes collaboration with a strong focus on community—and you are part of the community that sustains the Camp John Hay system. Together, let us build a gateway for farmers beyond Benguet, bridging the gap between farms and markets while strengthening agricultural connections. I envision Camp John Hay as a vital contributor to the growth of our agriculture industry. This signing marks the beginning of a more fruitful and productive partnership that will continue to uplift our farmers and communities,” said President Singh Reandi.

The collaboration ultimately aims to strengthen community development, advance environmental stewardship, and broaden inclusive economic opportunities across Benguet.
