Ang Kagawaran ng Interyor at Pamahalaang Lokal ng Lungsod ng Baguio ay nakikiisa sa pagdiriwang ng ika-128 na Araw ng Kalayaan ngayong Hunyo 12, 2026.

Ang pagdiriwang ngayong taon ay may temang, “Kalayaan. Kinabukasan. Kasaysayan.” na nagbibigay-diin sa kahalagahan ng pagkakaisa, pagmamahal sa bayan, at pagpapatuloy ng diwa ng kalayaan na ipinaglaban ng ating mga bayani. Nawa’y magsilbing inspirasyon ang kanilang kagitingan at sakripisyo upang higit nating pahalagahan ang ating kasarinlan at sama-samang itaguyod ang isang mas maunlad at mapayapang bansa para sa susunod na henerasyon.

Sa paggunita sa makasaysayang araw na ito, hinihikayat ang bawat Pilipino na patuloy na maging responsable, makabayan, at aktibong katuwang sa pagpapaunlad ng ating bayan.

READ | DILG: 156 LGUs poised to strengthen global open governance ties through PH-OGP

The Department of the Interior and Local Government (DILG) is positioning 156 local government units (LGUs) to become part of the global open governance movement through the Philippine Open Government Partnership (PH-OGP) Localization Program, strengthening transparency, accountability, and citizen participation in local governance.

Beyond expanding public participation at the grassroots, the program opens opportunities for LGUs to engage with counterparts abroad, exchange innovative solutions, and learn from global best practices in open government. Through its partnership with the OGP Support Unit, the DILG will facilitate collaboration between Philippine LGUs and foreign local governments on key areas such as fiscal transparency, digital governance, and climate resilience.

“The program seeks not only to institutionalize participatory governance locally but also to elevate successful local practices as potential models for other countries pursuing open and accountable governance systems,” the DILG said.

The PH-OGP Localization Program follows a three-year cycle that includes documenting open government practices, co-creating reform commitments, and monitoring flagship initiatives. The process is designed to strengthen collaboration between government and civil society and ensure that governance reforms are shaped not only by institutions, but by the people they serve.

The 156 LGUs were identified through a two-step regional selection process conducted with the participation of civil society organizations. Selection was based on documented practices promoting transparency, accountability, and citizen participation in planning, budgeting, legislation, implementation, and monitoring and evaluation. Following their prioritization, the LGUs formalized their participation through Sangguniang Resolutions.

The initiative is anchored on Executive Order No. 31, which institutionalized the Philippine Open Government Partnership and advances open, participatory, and accountable governance across government systems.

The Department of the Interior and Local Government–Cordillera Administrative Region (DILG-CAR), through its Local Governance Regional Resource Center (LGRRC) and Local Capability Development Division (LGCDD), conducted the IPEYAS Knowledge-Sharing Session on Baguio City’s Open Government Partnership (OGP) Local Experience on May 21, 2026, via hybrid setup at the DILG-CAR Operations Center in Baguio City and online platforms.

The session formed part of the regional celebration of Open Government Week 2026, bringing together DILG-CAR technical personnel, local government units (LGUs), civil society organizations (CSOs), Local People’s Councils, and stakeholders across the region.
Architect Donna G. Rillera-Tabangin, City Planning and Development Coordinator of the City Government of Baguio, presented the city’s OGP Local Action Plan and co-creation initiatives, including digital governance tools, participatory policy development, and institutional strengthening of the Baguio City People’s Council.

The activity provided LGUs with practical insights on participatory governance frameworks that support transparency, accountability, and citizen engagement at the local level. It reinforced DILG-CAR’s commitment to advancing collaborative governance mechanisms that strengthen service delivery and promote more responsive and inclusive local governments across the Cordillera Administrative Region.
