The City Government of Baguio proudly recognizes and commends the Baguio City ISO Quality Management System (QMS) Teams during the Flag Raising Ceremony held on May 11, 2026, for their significant contribution in strengthening and sustaining quality management standards across the City Government.

Composed of the Technical Secretariat, Internal Quality Audit Team, Document Management Team, and Quality Workplace Team, the QMS Teams serve a critical role in promoting organizational efficiency, regulatory compliance, accountability, and a culture of continuous improvement in government operations and public service delivery.

Led by Action Officers Atty. Leticia Clemente of the City Budget Office, Ar. Donna G. Rillera-Tabangin of the City Planning, Development and Sustainability Office, and Atty. Augustin P. Atty. Leticia Clemente represented Baguio City Mayor Benjamin Magalong as a panelist during the Session on โ€œBuilding Inclusive and Participatory Cities: The Role of Local Governments," at the Regional Forum on Human Rights Cities held in Bangkok, Thailand.

Atty. Clemente delivered her presentation online, joining fellow local government leaders, policymakers, and development practitioners across Southeast Asia in discussing strategies for advancing inclusive governance and localizing human rights within the ASEAN region.

During the session, Atty. Clemente shared Baguio City's experiences and best practices in fostering inclusive governance, with particular emphasis on the City's participatory planning and budgeting initiatives. She underscored that participatory planning and budgeting serves as a vital mechanism for ensuring that citizens are not merely recipients of public services, but active partners in governance and development.

"Participatory planning and budgeting operationalize human rights by involving citizens in decision making," Atty. Clemente explained. "By institutionalizing and funding these initiatives, the city sustains support for vulnerable sectors and turns human rights principles into action."

She highlighted that Baguio City's commitment to participatory governance aligns with its broader vision of building a human rights cityโ€”one where transparency, accountability, and inclusivity are embedded in policymaking and resource allocation.

Atty. Clemente also shared how her participation in the short course program on Human Rights During the Pandemic, conducted by the Raoul Wallenberg Institute of Human Rights and Humanitarian Law, deepened her appreciation for human rights-based approaches to governance. The program, she noted, provided her with valuable insights on integrating human rights principles into local planning and budgeting processes.

Through her participation, Atty. Clemente reaffirmed Baguio City's commitment to localizing human rights and advancing the principles of the ASEAN Community Vision 2045, while continuing to champion innovative governance practices that place people at the center of development.

Baguio City proudly served as the host city of the International Conference on Local Equitable and Inclusive Resilience 2026 (ICLEI-R 2026), held from April 14โ€“16, 2026, at Hotel Supreme, Baguio City, Philippines, welcoming delegates, experts, and local leaders from across the globe for three days of meaningful dialogue and collaboration. This activity aims to strengthen the capacity of local governments and communities to anticipate, respond to, and recover from climate, social, and development challenges, while ensuring inclusive participation and equitable outcomes for all.

Culminating the conference, Atty. Leticia Clemente delivered the closing remarks, reaffirming Baguio City's steadfast commitment to sustainable, equitable, and resilient urban development. As a proud member of ICLEI โ€“ Local Governments for Sustainability since 1997, Baguio City continues to champion innovative and inclusive governance, fostering partnerships and advancing local solutions that address global challenges while ensuring that no one is left behind.

Through her message, Atty. Clemente underscored the importance of collective action, knowledge-sharing, and strong local leadership in building communities that are resilient, inclusive, and future-ready.

The City Budget Office successfully conducted Part II of its Basic Life Support and First Aid Training, continuing the learning session first held on April 17.

The second session focused on the proper handling and administration of first aid for common emergencies, including wounds, burns, dislocations, and fractures. Participants were equipped with essential knowledge and practical techniques to effectively respond to injuries while awaiting professional medical assistance.

Through hands-on demonstrations and guided discussions, employees gained valuable skills that can help them provide immediate care during emergencies, whether in the workplace or at home.

Baguio City participated in an investment meeting with the Province of Ilocos Norte, reaffirming its commitment to strengthening partnerships and fostering greater economic collaboration between local government units.

The activity was requested by Ilocos Norte Vice Governor Matthew Manotoc, who personally presented the Province of Ilocos Norte's priority investment opportunities. Also in attendance were key representatives from the business sector such as delegates from the Baguio Business Club and the Philippine Chamber of Commerce and Industry - Baguio-Benguet. Their participation underscored the importance of public-private cooperation in advancing regional development and investment promotion.

During the meeting, Ilocos Norte presented its priority investment opportunities across various sectors, inviting members of Baguio City's business community to explore potential ventures within the province. The engagement likewise served as a valuable platform for dialogue, knowledge-sharing, and the cultivation of stronger institutional and economic ties between Baguio City and Ilocos Norte.
