SIBOL UB is the sole gender-based student organization of the University of Baguio. We advocate for a safer, more inclusive, and supportive University community where all students are protected from gender-based discrimination, sexual harassment, and other forms of abuse. We believe that creating such an environment is a collective responsibility among all members of the University community, with strong institutional support playing a vital role.

The recent anonymous post alleging sexual assault involving a member of the University community is 𝗻𝗼𝘁 𝗮𝗻 𝗶𝘀𝗼𝗹𝗮𝘁𝗲𝗱 𝗶𝗻𝗰𝗶𝗱𝗲𝗻𝘁, but part of 𝗮 𝘀𝘆𝘀𝘁𝗲𝗺𝗶𝗰, 𝗱𝗲𝗰𝗮𝗱𝗲-𝗹𝗼𝗻𝗴 𝗰𝗼𝗻𝗰𝗲𝗿𝗻 𝗮𝗺𝗼𝗻𝗴 𝘀𝘁𝘂𝗱𝗲𝗻𝘁𝘀. One that is so widely known and discussed that accounts of sexual harassment and gender-based violence have, over the years, been regarded as “𝗼𝗽𝗲𝗻 𝘀𝗲𝗰𝗿𝗲𝘁𝘀” within the corridors of the University.

We fully recognize that allegations of this nature require confidentiality, due process, and appropriate investigation. This raises a serious concern highlighting an important institutional question: 𝗗𝗼 𝘀𝘁𝘂𝗱𝗲𝗻𝘁𝘀 𝗸𝗻𝗼𝘄 𝘄𝗵𝗲𝗿𝗲 𝘁𝗼 𝗴𝗼, 𝘄𝗵𝗼𝗺 𝘁𝗼 𝗮𝗽𝗽𝗿𝗼𝗮𝗰𝗵, 𝗮𝗻𝗱 𝘄𝗵𝗮𝘁 𝘀𝘁𝗲𝗽𝘀 𝘁𝗼 𝘁𝗮𝗸𝗲 𝘄𝗵𝗲𝗻 𝘁𝗵𝗲𝘆 𝗲𝘅𝗽𝗲𝗿𝗶𝗲𝗻𝗰𝗲 𝗼𝗿 𝘄𝗶𝘁𝗻𝗲𝘀𝘀 𝘀𝗲𝘅𝘂𝗮𝗹 𝗵𝗮𝗿𝗮𝘀𝘀𝗺𝗲𝗻𝘁 𝗼𝗿 𝗴𝗲𝗻𝗱𝗲𝗿-𝗯𝗮𝘀𝗲𝗱 𝘃𝗶𝗼𝗹𝗲𝗻𝗰𝗲?

Across the UBian community, students have expressed this growing frustration, calling for concrete institutional action in addressing sexual harassment. In this purpose, we present these demands of our shared collective love, care, and concern for one another.

𝗧𝗵𝗲 𝗨𝗕 𝗔𝗻𝘁𝗶-𝗦𝗲𝘅𝘂𝗮𝗹 𝗛𝗮𝗿𝗮𝘀𝘀𝗺𝗲𝗻𝘁 𝗗𝗲𝗺𝗮𝗻𝗱𝘀 (𝗔𝗦𝗛 𝗗𝗲𝗺𝗮𝗻𝗱𝘀):

1. 𝗣𝗥𝗢𝗩𝗜𝗗𝗘 𝗦𝗨𝗣𝗣𝗢𝗥𝗧 𝗙𝗢𝗥 𝗩𝗜𝗖𝗧𝗜𝗠𝗦 𝗔𝗡𝗗 𝗦𝗨𝗥𝗩𝗜𝗩𝗢𝗥𝗦

Provide accessible psychological, financial, and legal assistance or referral, when necessary, to any forms of gender-based violence. Support must prioritize their safety, dignity, and well-being.

2. 𝗣𝗨𝗕𝗟𝗜𝗖𝗜𝗭𝗘 𝗔 𝗖𝗟𝗘𝗔𝗥 𝗥𝗘𝗣𝗢𝗥𝗧𝗜𝗡𝗚 𝗣𝗥𝗢𝗖𝗘𝗦𝗦

Publish a concise, step-by-step process for reporting sexual harassment, sexual assault, and other gender-based grievances. Students must clearly know where to report, whom to approach, how to file, what happens next, what protections are available, and where to seek support.

3. 𝗜𝗡𝗦𝗧𝗜𝗧𝗨𝗧𝗜𝗢𝗡𝗔𝗟𝗜𝗭𝗘 𝗡𝗘𝗖𝗘𝗦𝗦𝗔𝗥𝗬 𝗢𝗙𝗙𝗜𝗖𝗘𝗦 𝗧𝗢 𝗔𝗗𝗗𝗥𝗘𝗦𝗦 𝗚𝗘𝗡𝗗𝗘𝗥-𝗕𝗔𝗦𝗘𝗗

Strengthen and institutionalize appropriate offices, committees, or focal persons equipped to receive and address gender-based violence, sexual harassment, and discrimination. These mechanisms must be clearly identified to students and handled by personnel trained in confidentiality, gender sensitivity, and appropriate case response.

4. 𝗗𝗥𝗔𝗙𝗧 𝗔𝗡𝗗 𝗜𝗠𝗣𝗟𝗘𝗠𝗘𝗡𝗧 𝗔𝗡 𝗔𝗡𝗧𝗜-𝗦𝗘𝗫𝗨𝗔𝗟 𝗛𝗔𝗥𝗔𝗦𝗦𝗠𝗘𝗡𝗧 𝗖𝗢𝗗𝗘

Develop and implement a comprehensive Anti-Sexual Harassment Code covering students, faculty, staff, and other members of the University community. The Code must establish clear standards for prevention, education, reporting, investigation, protection, and accountability, including sexual harassment and gender-based misconduct occurring in classrooms, offices, organizations, athletic spaces, online platforms, and other University-related settings.

5. 𝗘𝗡𝗦𝗨𝗥𝗘 𝗦𝗔𝗙𝗘 𝗦𝗣𝗔𝗖𝗘𝗦 𝗙𝗥𝗘𝗘 𝗙𝗥𝗢𝗠 𝗩𝗜𝗖𝗧𝗜𝗠-𝗕𝗟𝗔𝗠𝗜𝗡𝗚 𝗔𝗡𝗗 𝗗𝗜𝗦𝗖𝗥𝗜𝗠𝗜𝗡𝗔𝗧𝗜𝗢𝗡

Guarantee the confidentiality, safety, and dignity of students who report harassment or abuse. There must be no place for victim-blaming, retaliation, intimidation, or further discrimination.

SIBOL UB does not claim responsibility for handling or adjudicating sexual harassment cases. A student organization’s role is to 𝗹𝗶𝘀𝘁𝗲𝗻 𝘁𝗼 𝗳𝗲𝗹𝗹𝗼𝘄 𝘀𝘁𝘂𝗱𝗲𝗻𝘁𝘀, 𝗿𝗮𝗶𝘀𝗲 𝗰𝗼𝗻𝗰𝗲𝗿𝗻𝘀 𝘁𝗵𝗮𝘁 𝗮𝗳𝗳𝗲𝗰𝘁 𝘂𝘀, 𝗮𝗻𝗱 𝗯𝗿𝗶𝗻𝗴 𝘁𝗵𝗲𝘀𝗲 𝗰𝗼𝗻𝗰𝗲𝗿𝗻𝘀 𝘁𝗼 𝘁𝗵𝗲 𝗮𝗽𝗽𝗿𝗼𝗽𝗿𝗶𝗮𝘁𝗲 𝗶𝗻𝘀𝘁𝗶𝘁𝘂𝘁𝗶𝗼𝗻𝗮𝗹 𝘀𝗽𝗮𝗰𝗲𝘀. These demands are directed toward the University administration, and we call on the University to meaningfully engage with these concerns and translate them into concrete institutional measures.

The situation highlighted the need for accessible, and accountable mechanisms for addressing gender-based violence and harassment. These demands are rooted in our concerns for all victims-survivor of violence against women and gender-based discrimination.

We call on the 𝗨𝗕𝗶𝗮𝗻 𝗰𝗼𝗺𝗺𝘂𝗻𝗶𝘁𝘆 𝘁𝗼 𝗰𝗼𝗺𝗲 𝗳𝗼𝗿𝘄𝗮𝗿𝗱 𝗮𝗻𝗱 𝘀𝘁𝗮𝗻𝗱 𝗶𝗻 𝘀𝗼𝗹𝗶𝗱𝗮𝗿𝗶𝘁𝘆 𝘄𝗶𝘁𝗵 𝘁𝗵𝗶𝘀 𝗰𝗮𝗺𝗽𝗮𝗶𝗴𝗻, 𝗰𝗮𝗿𝗿𝘆𝗶𝗻𝗴 𝘁𝗵𝗲 𝗰𝗮𝗹𝗹 𝗳𝗼𝗿 𝗷𝘂𝘀𝘁𝗶𝗰𝗲 𝗮𝗻𝗱 𝗶𝗻𝘀𝘁𝗶𝘁𝘂𝘁𝗶𝗼𝗻𝗮𝗹 𝗰𝗵𝗮𝗻𝗴𝗲𝘀 𝗳𝗼𝗿 𝘃𝗶𝗰𝘁𝗶𝗺-𝘀𝘂𝗿𝘃𝗶𝘃𝗼𝗿𝘀 𝘄𝗵𝗼 𝗮𝗿𝗲 𝘀𝘁𝗶𝗹𝗹 𝗴𝗮𝘁𝗵𝗲𝗿𝗶𝗻𝗴 𝘁𝗵𝗲 𝗰𝗼𝘂𝗿𝗮𝗴𝗲 𝗮𝗻𝗱 𝘀𝘁𝗿𝗲𝗻𝗴𝘁𝗵 𝘁𝗼 𝘀𝗽𝗲𝗮𝗸, 𝗮𝗻𝗱 𝗳𝗼𝗿 𝘁𝗵𝗼𝘀𝗲 𝘄𝗵𝗼 𝗰𝗼𝗻𝘁𝗶𝗻𝘂𝗲 𝘁𝗼 𝗹𝗶𝘃𝗲 𝗶𝗻 𝗳𝗲𝗮𝗿.

We demand action.
We demand safe spaces.
We demand a university where everyone can learn, work, and exist without fear of harassment or discrimination.

Nakikiisa ang TINDIG UB sa SIBOL UB sa panawagan laban sa anumang uri ng gender-based violence, abuso, at harassment sa ating pamantasan. Walang lugar sa unibersidad ang mga nanamantala. Kaya't ang paggamit nito para mang-abuso ay malinaw na pagtataksil sa dignidad ng bawat ng mga UBiano.

Hindi pakiusap ang pagkakaroon ng ligtas na espasyo at pagprotekta sa karapatan at kapakanan ng mga estudyante. Kaya naman patuloy na isinusulong ng TINDIG UB ang pagtatag ng isang Gender and Harassment Desk/Office para magkaroon ng ligtas, pribado, at maaasahang channel sa pag-uulat at pagbibigay-tulong sa mga biktima ng anumang uri ng pang-aabuso o diskriminasyon.

Nananawagan kami sa pamunuan ng unibersidad para sa isang mabilis, patas, at transparent na imbestigasyon. Dapat mapanagot ang dapat managot at tiyaking ligtas ang mga biktima at ang buong kampus. Kasama ninyo ang TINDIG UB sa paglaban para sa isang pamantasang inklusibo, makatarungan, at tunay na ligtas para sa lahat.


Official Statement of SIBOL UB on the Circulating Anonymous Post Involving the Sexual Harassment Done by a Faculty Member on a Student

As the LGBTQIA+ student organization, the SIBOL UB firmly stands againts any form of sexual harassment, assault, and violence towards any person regardless of their gender. We absolutely do not condone any acts of gender-based violence.

While there is still no confirmation, this kind of matter is happening for so long and should be taken care of. Our campus is supposed to be a safe space for all students, especially around our educators. They are supposed to make us feel empowered and not belitted. Worst, not sexually assaulted. We absolutely shame those who abuse their students because of the power they hold, in which such authority is from the students themselves, and should be used for their own good.

For the silenced victims, you are heard. We recognize you for your courage in speaking about this. This is not an issue, this is a real crime against gender and person. And such things should never be put in hold nor ignored. The identified perpetrator should be hold accountable and never set grounds again within our campus.

To the victims, it was never your fault that you had to go through such things, you are just a student, a UBian with dreams who in pursuit of it, chose UB, and the administration should be responsible in protecting their students, the very core mandate of the university.

A university should pride itself on building safer and more inclusive campuses for its constituents.

The SIBOL UB will continue to stand with students, individuals, and communities who experience oppression in any forms and is committed to advocacy, and collective actions against such injusticies for everyone. As an organization, we remain committed to protecting the dignity and well-being of every person. We encourage everyone to speak up in these kind of matters, reach us out to provide assitance, and help to continue creating safe space within our campus.

Likewise, we continue to demand concrete solutions to collectively make UB a safe university:

1. Provide the support for victims of abuse. Including psychological support, financial, and legal assistance if deem necessary.
2. Publicize a concise and systematic processes of filing a case in appropriate offices.
3. Institutionalize necessary offices to address gender-based grievances.
4. Draft and implement an anti-sexual harassment code!

Isang panibagong hakbang tungo sa makabuluhang pamumuno, hinubog ng husay, pinagtibay ng paninindigan, at inaalay para sa tunay na paglilingkod.

Narito na ang mga plataporma ng ating susunod na 𝙎𝙪𝙥𝙧𝙚𝙢𝙚 𝙎𝙩𝙪𝙙𝙚𝙣𝙩 𝘾𝙤𝙪𝙣𝙘𝙞𝙡.
