On November 19, 2025, the Outpatient Drug Treatment and Rehabilitation Center proudly celebrated Drug Abuse Prevention and Control (DAPC) Week, carrying this yearโs theme: โSa Bagong Pilipinas, kalusugan ay pinapahalagahan, droga ay inaayawan.โ The event was filled with meaningful activities that brought together Persons Who Use Drugs (PWUDs), families, partners, and community stakeholders in support of rehabilitation and wellness.
The morning session welcomed Non-PDLs and their families, beginning with warm opening remarks from Dr. Wilson S. Tibayan, ODTRC Center Psychiatrist. The session concluded with closing remarks from Dr. Shelly M. Aral, MO IV and DPCC Head, who emphasized the centerโs ongoing commitment to recovery and support.
In the afternoon, the center hosted Persons Deprived of Liberty (PDLs). Dr. Clarette Rosario P. Dy, ODTRC Department Head, opened the session with an encouraging message, followed once again by closing remarks from Dr. Aral, reinforcing the importance of sustained rehabilitation efforts.
Both sessions featured insightful lectures, including a comprehensive discussion by Atty. George Henry A. Manipon of CHR-CAR on the legal basis, process, and compliance of outpatient rehabilitation and aftercare. Representatives from the Baguio City Parole and Probation Office, PPO II Anniebeth T. Gomez and PPO I Kimberly O. Lopez, shared essential information on probation eligibility, rules, and responsibilities. Ronald A. Alo also provided guidance on PhilHealth membership and the YAKAP Program, with PhilHealth offering on-site assistance through a dedicated help desk.
The event also included a PSA registration booth and a product showcase from the Baguio City Jails and La Trinidad Jails, highlighting items crafted by Persons Deprived of Liberty. To conclude the sessions, hygiene kits from the Mental Health Program of the DOH-CHD-CAR were distributed to all lecture participants as a gesture of care and support.
As part of the week-long DAPC celebration, the Center also held a lucky draw, giving away various tokens to patients as a simple yet joyful way of motivating participation and celebrating their ongoing journey to recovery.
The celebration embodied the DAPC theme, promoting a healthier, drug-free nation while reinforcing ODTRCโs commitment to rehabilitation, recovery, and community reintegration, continuing the mission of hope, healing, and second chances.
