The 86th Infantry β€œHighlander” Battalion conducted the Change of Command Ceremony of Charlie β€œWildcats” Company on 03 September 2026 at its Company Command Post in Brgy. Alloy, Kasibu, Nueva Vizcaya, formally transferring command from 1LT RALPH HAROLD E. BABAO to 1LT ROY LISTER J. TALAMOR.

The ceremony was presided by LTC ROD A. BABARAN JR., Commanding Officer of 86IB, who emphasized Charlie Company’s continuing mission as vanguards of security and development in its area of operation, particularly the municipalities of Kasibu, Dupax del Norte, and Dupax del Sur. He likewise stressed that while the mission comes first, the welfare of the troops must always be looked after.

LTC BABARAN also recognized 1LT BABAO for his service and contributions to Charlie Company and challenged 1LT TALAMOR to uphold the standards expected of a Company Commander. In his message, 1LT BABAO thanked the personnel, stakeholders, and families who supported him during his command and urged the Wildcats to remain united, disciplined, and committed to their duties as he assumes his new role as Acting Operations Officer.

In his assumption of command, 1LT TALAMOR, who previously served as the Battalion Training Officer, expressed his commitment to lead Charlie Company guided by five principles: mission orientation, teamwork, standards and discipline, accountability and responsibility, and continuous improvement. He called on the Wildcats to work as one team and build on the foundation established by their predecessors.

The activity was also attended by stakeholders who showed their continued support to Charlie Company, including HON. ROMEO C. TAYABAN, Municipal Mayor of Kasibu and MR. EDGAR S. RIVERA, Manager of the Asset Protection Department of Oceana Gold. With the change in leadership, the Charlie β€œWildcats” Company continues its mission with a clear responsibility to serve its communities while maintaining the safety and welfare of the people.

The Philippine Army, through the Civil-Military Operations Regiment (CMOR), warmly welcomes the Royal Thai Army Delegation for the PA–RTA Civil Affairs Subject Matter Expert Exchange (SMEE).
BGEN Marces T. Gayat, Regiment Commander, CMOR, PA, and MGEN Punnaprong Choowassawattapat, Head of the Royal Thai Army Delegation, graced the engagement, which provided a venue for both armies to exchange CMO knowledge, capabilities, and best practices, particularly in Humanitarian Assistance and Disaster Response (HADR), while strengthening professional cooperation and interoperability.

CONNER EMPOWERS YOUTH LEADERS THROUGH YOUTH LEADERSHIP SUMMIT
The Municipal Government of Conner successfully concluded the Linggo ng Kabataan 2026 cm Youth Leadership Summit held on August 28–30, 2026, at the Municipal Building Hall, anchored on the theme β€œHindi Lang Kami ang Kinabukasan, Kami Rin ang Ngayon.”
The three-day activity was an LGU initiative through the Local Youth Development Office (LYDO), headed by Local Youth Development Officer Daryl Vic B. Sibal, in partnership with the 98th Infantry (Masinag) Battalion, Philippine Army.
The opening program was graced by LTC Melchol L. Balasi, Commanding Officer of the 98th Infantry (Masinag) Battalion, as Guest of Honor, with 1LT Kenneth John Dela Cruz, CMO Officer, also in attendance. Dahlia Casuple, representing the Municipal Mayor, delivered the Opening Message.
The summit aimed to develop responsible and empowered young leaders by enhancing their leadership skills, awareness on community issues, and active participation in nation-building and local development. Through various learning sessions and activities, the participants were encouraged to become advocates of peace, resilience, good citizenship, and positive change in their communities.
The summit featured meaningful sessions on youth leadership, nation-building, peace and order, human rights, disaster resilience, national security, health, sanitation, and hygiene, along with team-building activities, talent showcases, fellowship, community dance, and the Youth Leadership Summit night.
Participants also learned about the Local Youth Development Plan 2027–2029, encouraging them to take an active role in shaping programs and initiatives for the youth.
The activity culminated in the presentation and confirmation of graduates, awarding of certificates, messages from participants, community dance, and a boodle fight, marking a successful three days of learning, leadership, and camaraderie.

STRONGER TOGETHER: 77IB and SK San Marcos Foster Leadership and Teamwork among Youth
CABARROGUIS, QUIRINO β€” Personnel of the 77th Infantry Battalion, 5th Infantry Division, Philippine Army, together with the youth and Sangguniang Kabataan (SK) officials of Barangay San Marcos, led by SK CHAIRPERSON MR. JIM S. PASCUA, facilitated the conduct of team-building activity held in Barangay San Marcos, Cabarroguis, Quirino, in celebration of Linggo ng Kabataan 2026.
The activity, themed β€œDifferent Contexts, Common Aspirations,” featured team-building activities that promoted leadership, teamwork, and camaraderie, cooperation, among the youth and participating Army personnel.
The activity also strengthened the partnership between the Philippine Army, SK officials, and the youth of Barangay San Marcos, highlighting the importance of unity, active participation, and cooperation in building a responsible and resilient community.
Mr. Pascual emphasized the role of unity amidst differences among the youth in achieving success. He stated β€œbilang kabataan na may ibat-ibang simula ngunit may iisang adhikainaging isipin na sa bawat hakbang at pagsubok, tayong mga Kabataan ang magkakasama sa pag kamit ng tagumpay at patungo sa maunlad na communidad.”
The 77IB remains committed to supporting youth-centered programs that foster leadership, volunteerism, teamwork, and meaningful community engagement.
