๐๐ถ๐ฎ๐ข๐จ๐ถ๐ฆ๐ต๐ฆ ๐๐ช๐ต๐บ, ๐๐ฆ๐จ๐ณ๐ฐ๐ด ๐๐ณ๐ช๐ฆ๐ฏ๐ต๐ข๐ญ โ In line with the Bagong Pilipinas agenda and the Department of Labor and Employmentโs unwavering commitment to safeguarding workersโ rights and welfare, the Department of Labor and Employment โ Negros Island Region, Negros Oriental Field Office (DOLE NIR-NORFO), conducted a High-Impact, High-Visibility (HIHV) Inspection of major construction projects in Dumaguete City on June 3โ4, 2026.
The activity was spearheaded by Atty. Roy L. Buenafe, Regional Director of DOLE-NIR, and was conducted by Ms. Joselita Remedios S. Bayalas, Chief of DOLE-NORFO, Mr. Nole R. Torres, Officer-in-Charge of the Technical Support and Services Division (TSSD), and Mr. Rodolfo O. Sildora, Jr., NIR Focal Person for Labor Relations and Standards, as part of the Departmentโs intensified labor law enforcement and occupational safety and health (OSH) campaign within the construction industry.
Conducted under duly issued Inspection Authorities, the operation covered the Cybergate Dumaguete Extension Project in Barangay Calindagan and the Hotel Savii Project in Barangay Daro, Dumaguete City. The inspections assessed the compliance of project owners, contractors, and subcontractors with labor standards, social protection laws, and workplace safety regulations.
To strengthen interagency coordination and enhance government presence in the field, DOLE-NORFO partnered with the Department of Public Works and Highways (DPWH), Department of Trade and Industry (DTI), and Pag-IBIG Fund in a unified inspection effort. This collaborative approach underscores the governmentโs commitment to ensuring that development projects are carried out in full compliance with labor and safety laws.
The inspection focused on compliance with General Labor Standards (GLS), including the proper payment of wages, overtime pay, holiday pay, service incentive leave, and 13th-month pay. Inspectors likewise verified workersโ coverage and employersโ compliance with mandatory social protection programs such as the Social Security System (SSS), PhilHealth, and Pag-IBIG Fund.
In addition, the inspection team evaluated compliance with Republic Act No. 11058, or the Occupational Safety and Health Standards Law. Particular attention was given to the implementation of Construction Safety and Health Programs, deployment of qualified safety personnel, availability and proper use of personal protective equipment (PPE), emergency preparedness measures, scaffolding integrity, fall protection systems, electrical safety protocols, and other critical workplace safeguards designed to prevent accidents and occupational hazards.
Meaningful dialogues with workers and management representatives were also conducted to reinforce awareness of labor rights, employer responsibilities, and workplace safety obligations, while providing an avenue to address concerns and promote voluntary compliance.
Through this High-Impact, High-Visibility Inspection, DOLE-NIR reaffirms its steadfast commitment to promoting safe, healthy, and productive workplaces; ensuring compliance with labor and occupational safety and health standards; and upholding the welfare, rights, and dignity of Filipino workers as partners in nation-building.
