TALISAY CITY, Negros Occidental โ€” Bringing together public employment service practitioners from across the newly established Negros Island Region, the first-ever NIR Public Employment Service Office (PESO) Congress was held on August 26 to 28, 2026, with the theme โ€œPESO: Stronger Together in Public Service.โ€

The congress is in line with the administration of President Ferdinand R. Marcos Jr.โ€™s continuing efforts to expand employment opportunities and strengthen government services for Filipino workers. Under the leadership of DOLE Secretary Francis M. Tolentino, the Department continues to work closely with local government units, PESOs, and other partner agencies to ensure that employment programs and services reach workers and jobseekers at the local level.

The three-day activity at Natureโ€™s Village Resort, Talisay City brought together PESO managers and representatives from Negros Occidental, Negros Oriental, and Siquijor to enhance their knowledge on various government services, share experiences, and explore ways to provide more responsive employment services to workers and jobseekers.

The theme of the congress reflected the spirit of the gathering: that effective public service becomes stronger when offices work together, share what works, and help one another address the challenges faced by their respective communities.

In observance of National Heroes Day, a regular holiday, the Department of Labor and Employment (DOLE) reminds all employers to comply with Holliday pay rules tomorrow.

For employees, this ensures that they are properly compensated during holiday, entitling them to receive 100% of their daily wage even if they do not report for work, provided they are present or on approved leave with pay on the workday immediately preceding the holiday. Those who report to work on holiday are entitled to 200% of their regular daily wage.

The Department of Labor and Employment โ€“ Negros Island Region (DOLE-NIR) conducted the Capacity Building and Planning Workshop for DILEEP and CLPEP Implementers at the Regional Level on August 20, 2026, at Sierra Resort, Dauin, Negros Oriental.

The activity brought together program implementers to strengthen their capacity and enhance coordination for the effective implementation of the DOLE Integrated Livelihood and Emergency Employment Program (DILEEP) and the Child Labor Prevention and Elimination Program (CLPEP). The workshop served as a venue for strategic planning toward more responsive and effective program interventions for the Negros Island Region.

Consistent with the directives of DOLE Secretary Tolentino and the Marcos Jr. administration, DOLE-NIR continues to strengthen the capacity of its workforce to promote sustainable livelihood opportunities, employment, and inclusive growth for workers and communities.

Where the day immediately preceding the regular holiday is a non-working day in the establishment or the scheduled rest day of the employee, he or she shall be entitled to holiday pay if the employee reports to work or is on leave of absence with pay on the day immediately preceding the non-working day or rest day (Basic wage x 100%);
2. For work done during the regular holiday, the employer shall pay a total of 20O% of the employee's wage for that day for the first
eight hours (Basic wage x 200%);
3. For work done in excess of eight hours, the employer shall pay the employee an additional 30% of the hourly rate on said day (Hourly rate of the basic wage x 200% x 130% x number of hours worked);
4. For work done during a regular holiday that also falls on the employee's rest day, the employer shall pay the employee an additional 30% of the basic wage of 200% (Basic wage x 200% x 130%); and
5. For work done in excess of eight hours during a regular holiday that also falls on the employee's rest day, the employer shall pay the employee an additional 30% of the hourly rate on said day (Hourly rate of the basic wage x 200% x 130% x 130% x number of hours worked).

The JobStart Philippines Program is a flagship employment facilitation initiative of the Department of Labor and Employment (DOLE) that helps young Filipinos transition from school to work by providing life skills training, technical skills development, and internship opportunities with partner employers. Institutionalized under Republic Act No. 10869, the program enhances the employability of out-of-school and unemployed youth, enabling them to gain industry-relevant competencies, workplace experience, and better access to decent and sustainable employment opportunities.
As part of the program, the 60 beneficiaries successfully completed the 10-day Life Skills Training (LST), which focused on strengthening essential workplace competencies such as effective communication, teamwork, problem-solving, professionalism, work ethics, financial literacy, and career planning. On 21 July 2026, DOLE released a total of โ‚ฑ330,000 in training stipends to the participants, reaffirming the government's commitment to supporting young Filipinos as they prepare to enter the workforce.
