In a significant milestone for its sustainability efforts, Pampanga State University has received outstanding recognition following a surprise energy audit conducted by the Department of Energy (DOE). The audit, part of the governmentโs ongoing initiative to promote energy efficiency and conservation among public institutions, resulted in the university achieving a compliance rating of 97.89%, earning a prestigious 5-star rating for excellent adherence to energy management policies.
The audit was carried out under a special assignment approved by OIC Director Ricardo B. Dela Cruz of the Department of Energy Luzon Field Office. Engr. Juliuz Caesar G. Pantaleon, Senior Science Research Specialist, along with Engr. Mylene Pinky Cherry P. Bulalaque and Engr. Adrian Kristoffer L. Diaz, all Senior Science Research Specialists, were tasked to conduct spot checks and energy audits across government entities in Pampanga and Bulacan provinces.
The unannounced visit, July 23, 2026, aimed to assess the compliance of Pampanga State University with Republic Act No. 11285, known as the Energy Efficiency and Conservation Act, signed into law in April 2019. The team examined various aspects of the universityโs energy management practices, including the designation of Energy Efficiency and Conservation (EEC) professionals, the adoption of the DOE-GEMP online monitoring system, current energy conservation measures, and planned projects such as rooftop solar installations and lighting and ACU retrofits.
The DOE team was warmly welcomed by university officials led by Director Anna C. Dayrit, the universityโs Energy Efficiency and Conservation Officer, as well as President Dr. Enrique G. Baking, EVP Reden M. Hernandez, VPRITE Ranie B. Canlas, and VPSAS Dolores T. Quiambao.
The Energy Efficiency and Conservation Unit, led by its Head, Engr. Freneil R. Pampo, provided the DOE Energy Audit Team with the necessary documents and evidence of compliance, demonstrating the universityโs strong commitment to energy efficiency and conservation. Following a comprehensive evaluation, the DOE auditors commended Pampanga State University for its exemplary compliance to the Government Energy Management Program. The universityโs dedication has been recognized with a five-star rating, a symbol of excellent compliance per DOE Compliance Rating System and a model for other institutions.
Looking ahead, the DOE has announced plans for a follow-up evaluation, during which the university will undergo a more advanced energy audit. Pampanga State Universityโs Energy Efficiency and Conservation Unit- Administrative Services Office, vows to continue exceeding legal requirements and promote energy conservation as a core advocacy.
