Pampanga State University I Earth Hour 2026

On March 28, 2026, from 8:30 p.m. to 9:30 p.m., the Pampanga State University community united in a symbolic and impactful gesture; observing Earth Hour through a collective one-hour switch-off. This meaningful event saw the active participation of our dedicated top management, the Administrative Council, faculty, staff and students from both the main and other regular campuses, all committed to making a difference for our planet.

During this special hour, individuals embraced various ways to observe the moment:, sharing meals, bonding with family, reflecting through conversations, outdoor activities, etc. Together, our community contributed nearly 3,000 Earth Hours—more than doubling our participation from Earth Hour 2025.

Participants captured and shared their memorable moments on Facebook using hashtags and , showcasing the vibrant and united spirit of the Pampanga State U community in supporting environmental conservation.

This enthusiastic participation underscores our commitment to take a leap forward in addressing climate change. We planted the seed in 2025, and in 2026 and beyond, we will LEAP forward;

Empowering Young Women in Energy

A recent webinar (March 19, 2026), facilitated by the Energy Efficiency and Conservation Unit under the Administrative Services Office, tackled gender stereotypes and promoted equal opportunities in the energy sector. With women representing less than 20% of the workforce in 2021 and only 10.8% in leadership roles in 2023 (source: IEA), this initiative aimed to bridge the gender gap by enhancing skills, confidence, and leadership among young women.

Key impacts:
Increased awareness of SDG 5 & 7
Strengthened women's capacity in energy efficiency
Promoted inclusive, sustainable energy solutions

Participants: 124 (78 women, 46 men). Indicates successful engagement, particularly among women, who were the primary target beneficiaries of the webinar. The success encourages more interactive and skills-based activities to foster gender equality and sustainable development. Together, we LEAP toward a more inclusive energy future!

She stands as Pampanga State University’s designated 𝐄𝐧𝐞𝐫𝐠𝐲 𝐄𝐟𝐟𝐢𝐜𝐢𝐞𝐧𝐜𝐲 𝐚𝐧𝐝 𝐂𝐨𝐧𝐬𝐞𝐫𝐯𝐚𝐭𝐢𝐨𝐧 (𝐄𝐄𝐂) 𝐎𝐟𝐟𝐢𝐜𝐞𝐫 - a role she was already living out even before her formal designation.

Long before her designation, she had championed sustainability, presenting to top management the need for Pampanga State University (formerly Don Honorio Ventura State University) to fully comply with the Energy Efficiency and Conservation Act. Her advocacy paved the way for the institutionalization of the 𝐄𝐧𝐞𝐫𝐠𝐲 𝐄𝐟𝐟𝐢𝐜𝐢𝐞𝐧𝐜𝐲 𝐚𝐧𝐝 𝐂𝐨𝐧𝐬𝐞𝐫𝐯𝐚𝐭𝐢𝐨𝐧 𝐔𝐧𝐢𝐭 through 𝐁𝐎𝐑 𝐑𝐞𝐬𝐨𝐥𝐮𝐭𝐢𝐨𝐧 𝐍𝐨. 𝟗, 𝐬. 𝟐𝟎𝟐𝟑.

𝐇𝐢𝐠𝐡𝐥𝐢𝐠𝐡𝐭𝐬 𝐨𝐟 𝐇𝐞𝐫 𝐋𝐞𝐚𝐝𝐞𝐫𝐬𝐡𝐢𝐩 𝐚𝐬 𝐭𝐡𝐞 𝐄𝐄𝐂 𝐎𝐟𝐟𝐢𝐜𝐞𝐫:
🔸 Issued 20 Energy Efficiency and Conservation issuances, rallying the entire university community toward sustainable practices and advocacies.
🔸 Secured the inclusion of Pampanga State University in the Government Energy Management Program (GEMP) list of compliant State Universities and Colleges—one of her most notable accomplishments.
🔸 Continues to guide the Energy Efficiency and Conservation Unit as the Director of the Administrative Services Offices, serving as its main advisor.

A truly committed and inspiring woman energy advocate, Director Dayrit continues to lead Pampanga State University toward a more sustainable, energy-efficient future.

Also known as Thailand's solar queen, she is a true pioneer in the country's private energy sector, leading the development of 𝐬𝐨𝐥𝐚𝐫 𝐩𝐡𝐨𝐭𝐨𝐯𝐨𝐥𝐭𝐚𝐢𝐜 (𝐏𝐕) 𝐩𝐫𝐨𝐣𝐞𝐜𝐭𝐬 𝐭𝐡𝐫𝐨𝐮𝐠𝐡 𝐡𝐞𝐫 𝐜𝐨𝐦𝐩𝐚𝐧𝐲, 𝐒𝐏𝐂𝐆 𝐏𝐮𝐛𝐥𝐢𝐜 𝐂𝐨𝐦𝐩𝐚𝐧𝐲 𝐋𝐢𝐦𝐢𝐭𝐞𝐝. Her work contributes clean electricity to the national grid and plays a vital role in advancing the country’s renewable energy transition. Despite financial and systemic challenges, she successfully established 𝟑𝟔 𝐬𝐨𝐥𝐚𝐫 𝐩𝐫𝐨𝐣𝐞𝐜𝐭𝐬 and continues to expand them across ASEAN.

🔸 Champions gender inclusivity, ensuring 60% of her workforce are women
🔸 Promotes women’s education and job opportunities as President of the National Council of Women of Thailand (NCWT)

Her work merges energy sustainability with women’s empowerment, demonstrating how visionary entrepreneurship can drive both clean energy progress and meaningful social impact.

HELENA Z. BENITEZ (1914 – 2016)

🔸 A former Senator of the Philippines
🔸 A four-term President of the National Commission on the Role of Filipino Women (NCRFW)
🔸 The first Filipina to head the UN Commission on the Status of Women (CSW)
🔸 Headed the establishment of GAD-SP in 1995 which helped establish gender mainstreaming in many sectors, including energy.

She played a pivotal role in integrating gender perspectives into energy policies.

By empowering women in leadership and policymaking positions, she ensured that women’s perspectives and needs were included in energy-related decisions. This contributed to more inclusive and equitable energy policies for the country.

She may be gone, but her “energy” legacy continues to inspire future generations.
